educational policy is a complex social phenomenon which both determines and is determined by political, socio-cultural, economic or demographic conditions. it is treated as deliberate activities of state and local authorities strictly related to educational practice. Therefore, each educational policy should be a planned activity which is based on a broader programme and which takes into account developmental strategies not only of education but also of the region or state. The period following the system transformation in poland has involved numerous activities which – from teachers' perspective – have been treated as unexpected or even threatening their professional situation or the whole education. however, J. Rutkowiak emphasizes that relations between politics and pedagogy result from social engagement of both educationalists and teachers in politics and, thus, it is indispensable to treat politics as a dimension of their daily functioning at work [1]. The following questions are raised: what are actual teachers' expectations from politicians and the educational policy? how do teachers assess the educational policy and situate it in their professional daily routine? Referring to Rutkowiak, is this policy a significant dimension of their daily functioning at work or a factor of unpredictable results which may appear at any time – the expected unexpected as the title suggests? what is presented in this study are some analyses of the data collected in the studies on educational policy and politicians, conducted among teachers in 2000–2014

The notion of educational policy is a key category determining changes in educational practice. However, many years of ideologisation of education in our country and making it a tool of political authority raise negative connotations. What the people who are influenced by educational policy are not always aware of is its significance. The presented study comprises the analyses of research results obtained in the studies conducted among teachers whose professional and non-career activity had been outstanding and who commented on the educational policy implemented on the ministry level. Due to the occurring changes, teaching qualifications cannot be assumed as unchangeable, nor can a permanent list of required pedagogical competences be established. Therefore, what is necessary is appropriate preparation of students – future teachers. This is associated with increasing the effectiveness of teacher training and with the need of lifelong education, which is a requirement of modern times. In this situation, the studies aimed at diagnosing students’ competences gain particular significance. They can enable verification and implementation (still at the stage of university studies) of some classes which will ensure optimal professional and social functioning of future teachers. The studies discussed in the article were conducted in 2014-2015 within the IRNet project: International research network for study and development of new tools and methods for advanced pedagogical science in the field of ICT instruments, e-learning and intercultural competences in Poland, University of Silesia, Faculty of Ethnology and Education in Cieszyn, and in the Czech Republic, University of Ostrava, Pedagogical Faculty. Intercultural and digital competence in teacher training from an international perspective: Poland Portugal, Slovakia, Spain and Russia

This article presents one of the studies from the European project IRNET, a network that pursues the development of new tools and methods for advanced pedagogical science in the field of ICT instruments, elearning and intercultural competences. We intend to explore the application of international and national policies of innovative, digital Education and intercultural competences in teacher training, as well as innovative educational practices. Another objective of the project is also to identify such practises and/or research projects in order to foster intercultural and digital competences in Spain, Poland , Slovak, Portugal and Russia. From a comparative perspective and on a qualitative paradigm, we have analyzed three comparative units that have allowed, among other things, us to look at the impact of projects financed with European or national funds as promoters of change and innovation related to intercultural training and technologies information. Finally, it has been observed that teaching trends point to a professorship endowed with skills that integrate intercultural models from the joint search for the school of the future, and for that online networks and virtual learning communities are key resources

Report on the implementation of WorkPackage 2 "Analyses of legal, ethical, human, technical and social factors of ICT and e-learning development and intercultural competences state in every partner country" in the framework of the IRNet project

This article, prepared by an international team of researchers from different scientific areas, connected with ICT, e-learning, pedagogy, and other related disciplines, focuses on the objectives and some results of the international project IRNet. In particular, the article describes research tools, methods, and a procedure of the WP2, that is, analyses of legal, ethical, human, technical, and social factors of ICT and e-learning development, and the state of intercultural competences in partner countries: objectives, tasks, deliverables, and implementation of research trips.
