Hyperparameters optimization on neural networks for bond trading
Project Work presented as the partial requirement for obtaining a Master's degree in Statistics and Information Management, specialization in Risk Analysis and ManagementArtificial Neural Networks have been recently spotlighted as de facto tools used for classification. Their
ability to deal with complex decision boundaries makes them potentially suitable to work on trading
within financial markets, namely on Bonds. Such classifier faces high flexibility on its parameters
in parallel with great modularity of its techniques, arising thus the need to efficiently optimize its
hyperparameters. To determine the most effcient search method to optimize almost the majority of the
Neural Networks hyperparameters, we have compared the results obtained by the manual, evolutionary
(genetic algorithm) and random search methods. The search methods compete on several metrics from
which we aim to estimate the generalization capability, i.e. the capacity to correctly predict on unseen
data. We have found the manual method to present better generalization results than the remaining
automatic methods. Also, no benefit was found on the direction provided by the genetic search method
when compared to the purely random. Such results demonstrate the importance of human oversight
during the hyperparameters optimization and weight training phases, capable of analyzing in parallel
multiple metrics and data visualization techniques, a process critical to avoid suboptimal solutions
when navigating complex hyperspaces
La Orden de Detención y Entrega Europea
The approval of the European arrest warrant is an important step towards the
creation of the European judicial área. It is the first significant instrument adopted
on the basis of the principie of mutual recognition. While every day new difficulties
arise in the process of harmonisation of substantive criminal law in the Union (for
example, the endless debates on fixing penalties), applying the principie of mutual
recognition to the European arrest warrant has made it possible (undoubtedly under
considerable political pressure) to achieve genuine progress in realising the área of
freedom, security and justice.
The European arrest warrant must replace the mechanisms for extradition between
the Member States that are currently in forcé. The scope of the European arrest
warrant covers all the situations that were previously provided for under the 1957
European Convention on Extradition. The Framework Decisión will replace the complex
legal corpus consisting until now of the European Convention on Extradition
and its two protocols, Chapter IV of Title III of the Convention Implementing the
Schengen Agreement, and the two European Union Conventions on Extradition of
1995 and 1996. In this respect it will be a valuable and, hopefully, effective tool
for the experts.
With a view tó the subsequent work of implementing and evaluating the Framework
Decisión, this note aims to give an initial overview of the key provisions of
the text, compare the text adopted with the Commission's initial proposals and, above
all, highlight the questions which remain to be addressed and on which there will
have to be more work as the process advances

Los derechos de los nacionales de terceros países en la Unión Europea: situación jurídico-política tras la proclamación de la Carta de los Derechos Fundamentales de la Unión
Con la entrada en vigor del Tratado de Amsterdam (1 de mayo de 1999) emerge jurídicamente la cuestión
del asilo y de la inmigración como una política comunitaria (Título IV del TCE); con el Consejo
Europeo de Tampere (15-16 de octubre de 1999) se inicia el pistoletazo de salida para la creación del
llamado espacio de libertad, seguridad y justícia; y en el Consejo Europeo de Niza (diciembre del 2000)
se proclama la Carta de los Derechos Fundamentales de la Unión que constituye una pieza esencial
de naturaleza política que está empezando a influir en el sistema comunitario de derechos y obligaciones
de los nacionales de terceros países en la Unión.
Este artículo tiene como objetivo destacar la contribución de dicha Carta a la aplicación efectiva de una
política de integración, junto con las medidas legislativas propuestas por la Comisión por lo que se refiere

Pharmacokinetics of statins
Statins are lipid lowering agents that promote their effects on plasma lipids through the inhibition of HMG-CoA reductase, a crucial enzyme in the cascade of cholesterol synthesis, leading to reduction of tissue cholesterol pool and consequently, to an upregulation of the LDL receptor expression. There are considerable differences among statins regarding some pharmacokinetic properties, such as the coefficient of hydrophilicity, via liver metabolism (especially regarding P450 cytochrome and isoenzymes), plasma half-life and efficacy of serum lipid changes. They may also differ regarding interactions with other drugs that share the same pathway of metabolism. Recently, many pleiotropic effects have been reported with these drugs, such as anti-inflammatory properties, improvement in endothelial function and benefits on hemostasis.As estatinas são agentes hipolipemiantes que exercem os seus efeitos através da inibição da HMG-CoA redutase, enzima fundamental na síntese do colesterol, levando a uma redução do colesterol tecidual e um conseqüente aumento na expressão dos receptores de LDL. Existem consideráveis diferenças entre as estatinas, no que tange às propriedades farmacocinéticas, bem como ao coeficiente de hidrofilicidade, via hepática de metabolização (especialmente, do citocromo P450 e isoenzimas), meia-vida plasmática e eficácia na redução lipídica. As estatinas também podem diferir na capacidade de interação com outras drogas que utilizam a mesma via de metabolização. Risk assessment for progression of Diabetic Nephropathy based on patient history analysis
A nefropatia diabética (ND) é uma das complicações mais comuns em doentes com
diabetes. Trata-se de uma doença crónica que afeta progressivamente os rins,
podendo resultar numa insuficiência renal. A digitalização permitiu aos hospitais
armazenar as informações dos doentes em registos de saúde eletrónicos (RSE). A
aplicação de algoritmos de Machine Learning (ML) a estes dados pode permitir a
previsão do risco na evolução destes doentes, conduzindo a uma melhor gestão da
doença. O principal objetivo deste trabalho é criar um modelo preditivo que tire
partido do historial do doente presente nos RSE. Foi aplicado neste trabalho o maior
conjunto de dados de doentes portugueses com DN, seguidos durante 22 anos pela
Associação Protetora dos Diabéticos de Portugal (APDP). Foi desenvolvida uma
abordagem longitudinal na fase de pré-processamento de dados, permitindo que
estes fossem servidos como entrada para dezasseis algoritmos de ML distintos. Após
a avaliação e análise dos respetivos resultados, o Light Gradient Boosting Machine
foi identificado como o melhor modelo, apresentando boas capacidades de previsão.
Esta conclusão foi apoiada não só pela avaliação de várias métricas de classificação
em dados de treino, teste e validação, mas também pela avaliação do seu
desempenho por cada estádio da doença. Para além disso, os modelos foram
analisados utilizando gráficos de feature ranking e através de análise estatística.
Como complemento, são ainda apresentados a interpretabilidade dos resultados
através do método SHAP, assim como a distribuição do modelo utilizando o Gradio
e os servidores da Hugging Face. Através da integração de técnicas ML, de um
método de interpretação e de uma aplicação Web que fornece acesso ao modelo,
este estudo oferece uma abordagem potencialmente eficaz para antecipar a evolução
da ND, permitindo que os profissionais de saúde tomem decisões informadas para
a prestação de cuidados personalizados e gestão da doença
