06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan “Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun” ile 18.06.2018 tarihli “Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge” gereğince tam metin erişime açılmıştır.Bu çalışmada, Osmanlı Devleti'nde uygulanan sanayileşme politikaları kapsamında kurulan devlet fabrikalarındaki (Fabrika-i Hümayun) işletmecilik uygulamaları içerisinde yer alan personel yönetimi ile ilgili anlayış ve uygulamaların neler olduğunun ortaya konması amaçlanmıştır. Yönetim çalışmaları alanında tarih yazımı (historiography) tekniğiyle yapılan çalışmanın veri toplama aşamasında nitel araştırma yöntemlerinden olan arşiv kaynaklarına dayalı doküman incelemesi tekniği uygulanmıştır. Çalışma kapsamında YÖK ulusal tez merkezi, kütüphaneler, çevrim içi veri tabanlarından faydalanılmasının yanı sıra, arşiv taraması sürecinde 263 farklı kelime kombinasyonu ile yapılan arama sonucunda 126.827 adet belge içerisinden 4.539 belge okunmuş ve transkripsiyon yaptırılmıştır. Çalışmada ulaşılan bulgular, incelenen dönemde işe alım, görev tanımları, iş eğitimi, ödüllendirme, iş sonrası sosyal haklar gibi uygulamaların yoğun ve birbirini tekrarlayan biçimde yer aldığını göstermektedir.In this thesis, it is aimed to reveal the perspectives and practices about personnel management in the business administration applications in the state factories (Fabrika-i Humayun) founded in the Ottoman State within the scope of industrilization policies. This thesis which is in the area of management studies was written by historiography method. In the study, data research method, which is among the qualitative research method, was applied. In the study, besides making use of YÖK (The Counsil of Higher Education) National Thesis Center, libraries, online databases, 4.539 documents among 126.827 ones were read and transcripted in the process of the archive review as a result of the research done with the use of 263 different word combinations. The findings reached in the study reveals that in the period investigated, the applications like recruiment, job definiton, job training, rewarding and social rights after unemplyment were intensely and repetitiously used

This article attempts a brief introduction on the topic of cognitive sciences. By emphasizing cognitive linguistics, which separates in two positions will be part of the cognitive Sciences expressed with their linguistic function and is the heart matter, stands for a criticism about their lack of diagnostics. These positions of cognitive linguistics, whose paper are the neuro-linguistics and the cognitive linguistics, are presented in detail and both cognitively linguistic point of views are questioned for their scientific validity. Cognitive Linguistics is a field of cognitive science understood. Effects of Air Temperature and Relative Humidity on Milk Yield of Holstein Dairy Cattle Raised in Hot-Dry Southeastern Anatolia Region of Türkiye
The aim of this study is to investigate the possibility of using meteorological data obtained from a public meteorology station in determining the effect of air temperature and relative humidity on milk yield in Holstein dairy cattle raised in Diyarbakir province of Türkiye. Records on daily milk yield obtained from a commercial farm were used in the study. Meteorological records including daily maximum and minimum temperatures and daily maximum and minimum humidity data were obtained from the nearest public weather station. A total of 185 healthy Holstein dairy cattle, with five different lactation parities, as well as details on some environmental conditions such as, year, month, lactation period, weather temperature, and the humidity that the animals are exposed to are included in the dataset relating to milk production. Five different temperature-humidity index variants, including THIa (maximum temperature and humidity), THIb (minimum temperature and humidity), THIc (average temperature and humidity), THId (maximum temperature and minimum humidity), and THIe (minimum temperature and maximum humidity), were considered to evaluate the effect of heat stress on milk production. The critical values at which the milk yield began to decrease due to heat stress in this study slightly deviated from the critical value of 72, which is accepted as the threshold value for the start of heat stress and determined as 77, 54, 64, 69, and 54 for THIa, THIb, THIc, THId, and THIe, respectively. Based on these values, the loss of milk production of one cow per year was calculated as 98.25, 157.68, 207.36, 164.30, and 190.08 kg when using THIa, THIb, THIc, THId, and THIe, respectively. This study confirmed that weather stations located away from farms provide useful information for research on heat stress in dairy cows. It can be concluded that THId, which shows the least deviation from the critical value of 72 (only 3 unit), better reflects the stress condition that animals are exposed to due to temperature and humidity. For this reason, the highest daily air temperature and lowest daily humidity appear to be the most important factors in this investigation to assess heat stress and both variables can be combined into a THI
Experimental investigation of thermal comfort performance of a radiant wall and ceiling panel system
The number of radiant heating-cooling systems in building applications is increasing it is because of low energy consumption, low operating temperature and high values they provide in terms of working compatibility with renewable energy sources. In this study, ground source heat pump integrated radiant panels installed on the wall and suspended ceiling of the office room in Yıldız Technical University Science and Technology Application and Research Centre were experimentally examined in terms of thermal comfort according to the relevant standards. Vertical air temperature differences and mean radiant temperatures were investigated. The mean air temperature differences at 0.1 m and 1.7 m were found to be 3,9 oC 2.9 oC 3.5 oC, 3.1 oC and 3.4 oC on average for the five different stands, respectively. PMV and PPD values were found to be 0.78 and 18.9% for February 12 (Case 1), 0.36 and 8.4% for February 13 (Case 2), respectively. In the experiment carried out under the conditions of Case 2, while the comfort conditions were provided in almost all of the day, the desired comfort conditions could not be achieved in Case 1 after 11 am. © 2022. Modal identification of a reduced-scale masonry arch bridge with experimental measurements and finite element method
This study aims to investigate modal parameters such as mode shapes, natural frequencies and damping ratios of a reduced scale one-span historical masonry arch bridge constructed in laboratory conditions by performing numerical and experimental analysis. Sarp Dere historical masonry bridge, in Ordu, Ulubey, has 15.5m in length and 4.75m in width was chosen as a prototype model. The reduced-scale bridge model and structural details were carried out in the scale of 1:12.5. Operational Modal Analysis (OMA) technique was used for experimental study. The experimental modal parameters of the bridge model were figured out by using Enhanced Frequency Domain Decomposition (EFDD). ANSYS software was used to create 3D finite element (FE) model and to expose the analytical modal parameters of the reduced-scaled bridge model. Moreover, FE model of the reduced-scale bridge model was calibrated based on the experimental results by using the Response Surface based FE model calibration technique to obtain more accurate results. The analysis results of experimental, initial and calibrated FE model were compared. It is noted that there are significant differences between the modal parameters obtained from experimental and initial FE model. Model calibration techniques are beneficial to get a more reasonable FE model
Traditional and New Types of Passive Flow Control Techniques to Pave the Way for High Maneuverability and Low Structural Weight for UAVs and MAVs
Prevailing utilization of airfoils in the design of micro air vehicles and wind turbines causes to gain attention in terms of determination of flow characterization on these flight vehicles operating at low Reynolds numbers. Thus, these vehicles require flow control techniques to reduce flow phenomena such as boundary layer separation or laminar separation bubble (LSB) affecting aerodynamic performance negatively. This chapter presents a detailed review of traditional passive control techniques for flight vehicle applications operating at low Reynolds numbers. In addition to the traditional methods, a new concept of the pre-stall controller by means of roughness material, flexibility and partial flexibility is highlighted with experimental and numerical results. Results indicate that passive flow control methods can dramatically increase the aerodynamic performance of the aforementioned vehicles by controlling the LSB occurring in the pre-stall region. The control of the LSB with new concept pre-stall control techniques provides lift increment and drag reduction by utilizing significantly less matter consumption and low energy. In particular, new types of these methods presented for the first time by the chapter’s authors have enormously influenced the progress of separation and LSB, resulting in postponing of the stall and enhancing the aerodynamic performance of wind turbine applications

ZORLU DIŞKALAMAYA BAĞLI SPONTAN VARİKOSEL RÜPTÜRÜ
Zorlamaya bağlı spontan sol varikosel rüptürü olgusu sunulmuştur. Zorlu dışkılama sonrası sol skrotumda şişlik ve ağrı yakınmasıyla gelen 21 yaşındaki erkek hastada varikosel rüptürü tanısı konuldu. Doppler ultrasonografi ile sol testiste hematom, sol testisi saran alanda kan akımı ve sol spermatik vende reflü akım izlendi. Hasta konservatif takip sonrası ameliyat edildi. We report a case of strain-induced spontaneous rupture of left varicocele. Varicocele rupture was diagnosed in a 21-year-old man who presented with swelling and pain in the left scrotum of sudden onset after straining for defecation. Doppler ultrasound revealed a hematoma and escaping to the left peritesticular space and, reflux of blood in the left spermatic vein. The patient underwent an operation after conservative follow-up
