This article aims to analyze the current challenges and integration prospects of Syrian university students in İzmir. Methodologically it is based on a case study through the questionnaire results of 22 Syrian students of 2017-2018 academic year in İzmir and 3 interviews conducted in 2018 and 2019 with experts from public institutions. The article evaluates how the EU-Turkey Readmission Agreement has influenced Turkey’s integration policy over the Syrian migrants. It is argued that Syrian university students in İzmir are directly influenced from the comprehensive policies of public institutions and universities. However they still face with educational, sociocultural and economic challenges. Generating certain solutions to those challenges can be possible through solid coordination of the institutions

With virtual assistants, both changes and serious conveniences are provided in human life. For this reason, the use of virtual assistants is increasing. The virtual assistant software has started to be produced as separate devices as well as working on phones, tablets, and computer systems. Google Home is one of these devices. Google Home can work integrated with smart home systems and various Internet of Things devices. The security of these systems is an important issue. As a result of attackers taking over these systems, very serious problems may occur. It is very important to take the necessary actions to detect these problems and to take the necessary measures to prevent possible attacks. The purpose of this study is to test whether an attack that attackers can make to these systems via network time protocol will be successful or not. Accordingly, it has been tried to attack the wireless connection established between Google Home and an Internet of Things device over the network time protocol. Bütçe Tutarlılığı ile Politik İstikrarsızlık İlişkisi: Türkiye’de 1984-2018 Dönemi Analizi

Bu çalışmada, devlet bütçe gelir ve gider tahminleri ile gerçekleşmeleri arasındaki sapmalar doğrultusunda politik istikrarsızlık ile bütçenin tutarlık ilkesi arasındaki ilişkinin tespiti amaçlanmıştır. Bir başka ifade ile çalışmada, bütçe dokümanlarında yer alan hedeflerin tutarlılığı, performans denetimi ve politik istikrarsızlığın belirleyicileri üzerinden bütçeye etkileri değerlendirilmiştir. Konu çerçevesinde belirlenen değişkenler ile yapılan analizde, Türkiye’de 1984-2018 dönemine ait veriler ile ARDL yöntemi kullanılarak, politik istikrarsızlığın bütçe tahminlerini ve gerçekleşmelerini ne ölçüde etkilediği değerlendirilmiştir. Çalışmada ayrıca 2006 yılında gerçekleştirilen bütçe sistemindeki yapısal değişimin bütçe hedeflerine ulaşma noktasında olumlu etki yarattığı bulgusu elde edilmiştir. Çalışma sonucunda, gelecekteki tahmin tutarlığını sağlamak ve politik istikrarsızlığın yol açabileceği sorunları iyileştirmeye yönelik çözüm önerileri geliştirilmişti

Çağdaş Cam Sanatında Renk, Işık, Doku

Camın sanatsal boyutta etkilerinin görülmeye başlandığı ve plastik sanatlar içinde konumlandırıldığı dönem olarak 1950 sonrası gelişmeler önemli bir yer tutar. Camın plastik ifade olanaklarına ilişkin renk, ışık ve dokunun çağdaş cam sanatındaki kullanımları ve özellikle 1950 sonrası Çağdaş Cam Sanatı konusunda Türkçe kaynak yetersizliğinin giderilmesi amacıyla bu çalışma gerçekleştirildi. 1950 sonrası cam sanatında görülen hareketlilik; açılan fuarlar, yapılan sempozyumlar, ilk konseyler, örgütlenmeler, cam galerileri ve bunların katalogları gibi kaynakların, daha çok uluslararası alanda olup ulusal ölçekte sınırlı sayıda kaynakta yer almasından ötürü, araştırmanın kapsamı uluslararası ölçeğe yayılacak biçimde genişletildi. Ulaşılabilen kaynaklarda, özellikle çağdaş cam sanatı hakkında basılan kaynakların şirketler, müze katalogları ve müze yayınları olması nedeniyle estetiği belirleyen bu kurumların araştırmadaki baskınlıkları hissedilebilir. Orijinal dilinde okunamayan kaynaklardan ve estetiği belirleyen kurumların basılı kaynaklarındaki olası taraflı tutumlarından ötürü araştırmanın küresel sistemin konjonktürlerinin baskınlığı altında yapıldığı düşünülebilir. Ulaşılabilir kütüphane ve veri tabanı kaynakları ile 1950 sonrası konuyla ilgili süreli yayınlar, sergi ve sempozyum katalogları, kurum ve müze yayınları taranarak elde edilen bilgiler ışığında; araştırma yapıldı. Bir ülke ile ilgili okunan kaynakların o ülkenin dilinde olmaması sonucu bazı manipüle edilmiş bilgilere ulaşılması tehlikesi elbette mevcut. Edinilen bilgilerde taranılan kaynakların çoğunlukla İngilizce olması örneğin Japonya Camcılığı gibi konularda ulaşılan bilgilerin belki “batı” taraflı olup olmadığı sorusunu akıllara getirebilir. Bu nedenle seçilen kaynaklarda yazarların yazdıkları kültüre hâkim olup olmadıkları hakkında bir ön araştırma yapılarak bu taraflılık sorunu en aza indirgendi

Türkiye’de Politik İstikrarsızlık ile Ekonomik Büyüme İlişkisi: Bir Nedensellik Analizi

Bu çalışmanın hedefi Türkiye’de 1987 – 2015 döneminde politik istikrarsızlık ile ekonomik büyüme arasındaki nedensellik ilişkisinin varlığını araştırmaktır. Bu amaçla gerçekleştirilen simetrik ve asimetrik nedensellik testlerinin sonucunda literatürden farklı olarak ekonomik büyümede meydana gelen pozitif şokların politik istikrarsızlık üzerinde pozitif şok yarattığı bulgusuna ulaşılmıştır. Bu durum gerek bölüşüm ilişkileri çerçevesinde ülke içindeki çıkar çatışmalarına gerekse Türkiye’nin jeopolitik ve jeostratejik önemi dikkate alındığında rakip ülkelerin Türkiye’nin gücünü zayıflatıcı yöndeki girişimleriyle açıklanabilir. Bu noktadan hareketle daha hızlı büyüyen ve gelişen bir Türkiye için dış güçlere karşı kararlı duruş sergileyen kamusal iktidarın ve politik alanda uzlaşma ve hoşgörü kültürünün egemen kılınmasının önemli olduğu ifade edilebilir. Bu unsurlar Türkiye ekonomisinin yapısal sorunlarını ortadan kaldırıcı politikalarla birleştirildiğinde bölgesel anlamda Türkiye’yi öncü kılan yeni bir güç dengesi oluşturulabilecektir

HERD BEHAVIOR IN CRYPTO ASSET MARKETAND EFFECT OF FINANCIAL INFORMATION ON HERD BEHAVIOR

The initial purpose of the study is to search whether the market exhibits herd behavior or not by examining the crypto asset market in the context of behavioral finance. And the second purpose of the study is to measure whether the financial information stimulates the herd behavior or not. Within this frame, the announcements of Federal Open Market Committee (FOMC), Governing Council of European Central Bank (ECB) and Policy Board of Bank of Japan (BOJ) for interest change, and S&P 500, Nikkei 225, FTSE 100 and GOLD SPOT indices’ data were used. In the study, the analyses were made over 100 cryptocurrencies with the highest trading volume by the use of 2014:5 -2019:12 period. For the analysis, the Markov Switching approach as well as loads of empiric models developed by Chang et al. (2000) were used. According to the results obtained, the presence of herd behavior in the crypto asset market was determined in the relevant period. But it was found that interestrate announcements, and stock exchange performances had no effect on the herd behavior

Analysis of the Visitor Data of a Higher Education Institution Website

İnternetin insan yaşamında her alana tesir ettiği günümüz dünyasında, internet birçok alanda olduğu gibi kurumsal web sitelerinde de değişime neden olmuştur. Kurumsal web siteleri daha dinamik, etkileşime daha çok olanak sağlayan ve yeni teknolojilere daha uyumlu olmalıdır. Web sitesinin kullanıcı, arama motorları ve diğer cihazlarla etkileşiminin uzman kişilerce incelenmesi ve bu etkileşime yönelik geliştirme ve değişikliklerin yapılması sitenin daha erişilebilir, esnek ve uyumlu olmasını sağlayacaktır. Bu doğrultuda yapılan bu çalışmada bir yükseköğretim kurumuna ait web sitesinin verileri incelenmiştir. İnceleme için 2013 yılı ile 2019 yılı arasındaki toplanmış ziyaretçi verileri kullanılmıştır. Kapsamlı incelemelerin ve verilerin yer aldığı çalışmada, ziyaretçi trafik analizinden geliştirme önerilerine kadar önemli birçok noktaya yer verilmiştir. Özellikle sitenin mobil cihazlar ile uyumluluğu, resim ve videoların optimizasyonu, kullanıcıların demografik özellikleri, dil seçenekleri ile erişilen içeriğin zamana göre yoğunluğu analizleri ile faydalı bilgilere ulaşılmıştır. COVID-19 Küresel Salgınının BİST100 Getirisi Üzerine Etkisinin Analizi

Covid-19 kısa sürede yalnızca bir sağlık krizi değil, aynı zamanda da ekonomik krize dönüştü. “Sosyal mesafe” kuralının varlığı ekonomik faaliyetleri azalttı ve hem reel hem de finansal piyasalar salgın sürecinden olumsuz etkilendi. Gerek salgın sürecinin yaratmış olduğu gerekse ekonomik faaliyetlerdeki istikrarsızlığın yaratmış olduğu belirsizlik ortamı finansal yatırımcıların da getiri beklentilerini etkiledi. Bu bağlamda çalışmada küresel salgının Borsa İstanbul 100 endeks getirisi üzerindeki etkisi analiz edilmiştir. Analizde günlük BIST100 endeksi kapanış fiyatları ve COVID-19 vaka sayıları dikkate alınmıştır. Finansal zaman serilerinin temel özellikleri dikkate alınarak genelleştirilmiş otoregresif koşullu değişen varyans (GARCH) modelleri kullanılmıştır. GARCH modeli dağılımlar kullanılarak analiz genişletilmiştir. Model sonuçlarına göre günlük vaka sayılarındaki artış BIST100 getirileri üzerinde azaltıcı bir etkiye sahip iken, COVID-19 salgınının tek başına Türkiye borsası için bir şok kanalı olduğuna dair bulgular oldukça zayıftır. Bu bulgu da Türkiye hisse senedi piyasasına yönelik küresel salgın dışında farklı faktörlerden de etkilendiğini göstermekted

Secure Charging and Payment System for Electric Land Vehicles with Authentication Protocol

Fosil yakıtların sınırlı kaynak olması, ekonomik ve çevresel olumsuzlukları göz önünde bulundurulduğunda gelecekte yerini başka enerji kaynaklarına bırakacağı aşikârdır. Fosil yakıtların yerini almaya aday kaynakların içinde elektrik ön plana çıkmaktadır. Yakın gelecekte elektrikli kara, hava ve deniz araçları gündelik hayatta daha çok yer almaya başlayacaktır. Bu nedenle bu cihazların şarj sistemleri ve şarj sonrası ödeme işlemleri için sistemler geliştirilmeye başlanmıştır. Bu konuda genel bir standart henüz oluşmamıştır. Bu çalışmada elektrikli kara araçlarında kullanılmak üzere bilinen siber saldırılara karşı güvenli, mahremiyeti ön planda tutan şarj ve ödeme sistemi önerilmiştir. Şarj cihazı ile aracın karşılıklı, kablolu veya kablosuz olarak birbirini bir doğrulama protokolü ile doğruladığı, veri iletişiminin şifreli olarak yapıldığı, ödeme işlemlerinin ise güvenli olarak gerçekleştirilerek araç sahiplerine faturalandırılan bir sistem önerilmiştir.It is obvious that fossil fuels are a limited resource and will be replaced by other energy sources in the future considering economic and environmental problems. Electricity comes to the forefront among the sources that are candidates to replace fossil fuels. In the near future, electric land, air and sea vehicles will start to take more place in daily life. For this reason, systems for the charging systems of these devices and post-charge payments have been developed. There is no general standard on this issue yet. In this study, a charge and payment system, which is safe against known cyber-attacks for use in electric land vehicles, and which prioritizes privacy, is proposed. A system has been proposed to verify each other wired or wirelessly with an authentication protocol, where the data communication is encrypted, and the payment transactions are performed securely and invoiced to the vehicle owners
