    Υ(nS)\Upsilon(nS) polarizations in pppp collisions at s=\sqrt{s}= 7 and 8 TeV by the LHCb collaboration

    A polarization measurement carried out for the Υ(1S)\Upsilon(1S), Υ(2S)\Upsilon(2S) and Υ(3S)\Upsilon(3S) mesons produced in pp collisions at s=\sqrt{s}= 7 and 8 TeV is presented. Data samples used for the polarization measurement were collected by the LHCb experiment during the 2011 and 2012 data taking runs with integrated luminosities of 1 and 2 fb1^{-1}, respectively. The measurement has been performed in three polarization frames, using an angular distribution analysis of the Υμ+μ\Upsilon\to\mu^{+}\mu^{-} decays in the kinematic region of the Υ\Upsilon transverse momentum pTΥ<30p_{T}^{\Upsilon}<30 GeV/c and rapidity 2.2<yΥ<4.52.2<y^{\Upsilon}<4.5.     Inexact relative smoothness and strong convexity for optimization and variational inequalities by inexact model

    In this paper we propose a general algorithmic framework for first-order methods in optimization in a broad sense, including minimization problems, saddle-point problems and variational inequalities. This framework allows to obtain many known methods as a special case, the list including accelerated gradient method, composite optimization methods, level-set methods, Bregman proximal methods. The idea of the framework is based on constructing an inexact model of the main problem component, i.e. objective function in optimization or operator in variational inequalities. Besides reproducing known results, our framework allows to construct new methods, which we illustrate by constructing a universal conditional gradient method and universal method for variational inequalities with composite structure. These method works for smooth and non-smooth problems with optimal complexity without a priori knowledge of the problem smoothness. As a particular case of our general framework, we introduce relative smoothness for operators and propose an algorithm for VIs with such operator. We also generalize our framework for relatively strongly convex objectives and strongly monotone variational inequalities

    In the issue of financing for development, Civil Society organization were recognized as development actors in their own right, and the commitments were made to create enabling environments for them. The article discusses the effects of the participation of the Organized Civil Society in the Agenda of Aid Effectiveness, on the capacity of advocacy of civil society organizations for the creation of enabling environments for their activities as development actors. As for the finding, it is possible to state the increase of the capacity of advocacy of civil society organizations because of their engagement in Aid Effectiveness Agenda.En el financiamiento al desarrollo, las Organizaciones de Sociedad Civil fueron reconocidas como actores por derecho propio; y los involucrados se comprometieron a&nbsp;crear ambientes habilitantes. El artículo discute los efectos de participación de Sociedad Civil en Agenda de Eficacia de Ayuda sobre sus capacidades de incidencia dirigida a la creación de ambientes propicios para su deliberación. Como hallazgo, se puede constatar el aumento en la capacidad de incidencia de organizaciones de la Sociedad Civil dirigida a la creación de ambientes propicios como resultado de su participación en Agenda de Eficacia de Ayuda

    Subject. The author examines the approaches to determination of wages of the bank employee on the basis of two indicators: the development strategy of the organization and data of consultancy reports on wage bank workers on the labour market.Purpose. Present the algorithm of calculation of wages and ranking positions of bank employees on the market of wages incorporating an integrated approach with use of surveys of consulting companies.Methodology. The division of market salary surveys consulting firms of 2 types: generic and boutique. Description of performance surveys. Generic surveys are more affordable for buyers; the vast majority of organizations that are major participants in the labour market buy and use them, since those surveys contain data on wages for typical positions / functions by sectors of the economy and jobs in the regions. Boutique surveys — more expensive — usually bought large organizations as a complement to generic, to fit their more specific requirements (the study of methods of calculating premiums, KPIs, structure, income, market rate salaries for rare, non-standard positions on the national and international labour markets). We highlight requirements without which we cannot use surveys of both types for management of employees’ remuneration: the relevance of the analyzed labour market; a high degree of coincidence of the estimated market specification of the position within an organization; precision, representativeness of the data. We define also the procedure of comparison of posts within an organization with the market ones: first we use generic surveys, then, after identifying the lack of data — we use data of boutique surveys ordered by organizations.Result. We analyzed the mechanisms of mapping estimated positions in the banking sector with market data, the impact of macroeconomic indicators on the positioning of the employer at the market of wages, and the types of studies that can provide generic and boutique surveys of wages.Conclusions. The integrated approach that was used to calculate the wages of employees of the bank employees taking into account the proposed comparison algorithm with market data on wages submitted by the consulting companies, may potentially contribute to improving the competitiveness of HR-brand of the organization and optimize the size of the wage fund.Предмет. Исследуются подходы к определению размера заработной платы работника банка на основе учета двух показателей: стратегии развития организации и  данных консалтинговых отчетов о  заработной плате банковских работников на рынке труда.Цель. Представить алгоритм расчета размера зарплат и позиционирования должностей работников банка на рынке оплаты труда на основе интегрированного подхода с использованием обзоров консалтинговых компаний.Методология. Разделение рыночных обзоров заработных плат консалтинговых компаний на 2 типа: общеиндустриальные и бутиковые. Характеристика свойств обзоров. Общеиндустриальные — более доступные по цене — закупает и использует подавляющее большинство организаций — крупных участников рынка труда, так как данные о зарплатах по типовым должностям / функционалу собираются в разрезе отраслей экономики и рабочих мест в регионах присутствия. Бутиковые — более дорогие — как правило, заказывают большие организации в  качестве дополнения к  общеиндустриальным, под свои, более конкретизированные требования (изучение методов исчисления премий, КПЭ, структуры дохода, рыночных ставок заработных плат по редким, нетиповым, должностям на национальном и зарубежных рынках труда). Выделяются требования, без которых нельзя использовать обзоры обоих типов при управлении оплатой труда работников: релевантность анализируемого рынка труда, высокая степень совпадения оцениваемого рыночного функционала должности с имеющимся в организации, точность, репрезентативность данных. Определен порядок сравнения должностей организации с рынком: сначала используются общеиндустриальные, затем, после выявления недостатка в данных — организациями заказываются бутиковые.Результат. Проанализированы механизмы сопоставления оцениваемой должности в  банковском секторе с  рыночными данными, влияние макроэкономических показателей на позиционирование работодателя на рынке оплаты труда, а также виды исследований, которые могут предоставить общеиндустриальные и бутиковые обзоры зарплат.Вывод: интегрированный подход, используемый для расчета размера заработной платы работников банка при соблюдении предлагаемого алгоритма сравнения с рыночными данными о зарплатах, представляемыми консалтинговыми компаниями, может потенциально способствовать повышению конкурентоспособности HR-бренда организации и оптимизации размера фонда оплаты труда

    Observations of the urban boundary layer in a cold climate city

    Cold environment supports a large diversity of local climates. Among them, urban climates in northern cities stand out for their pronounced warm temperature anomaly known as the Urban Heat Island (UHI). UHI in northern cities has been already studies through satellite images and in-situ observations in the urban canopy layer (UCL). Yet, the vertical structure of the urban atmospheric boundary layer (UBL) has not been studied there. This work presents new observations of UBL in Nadym – a sub-Arctic Siberian city. During several intensive observing periods we run simultaneous registration of urban and rural meteorological parameters with unmanned drones, a microwave temperature profiler and a dense network of ground-based sensors. The data analysis reveals details of UHI development in the UCL and UBL, and links together horizontal urban-rural canopy-layer temperature differences, boundary layer stability, and UHI vertical extent. We show that during strong temperature inversions, UBL is less stratified than its rural counterpart, but it still remains very thin and limited in height by a few tens of meters. The observations disclose that the ground-based (50 m – 100 m above ground) temperature inversion is one of the strongest control factors for UHI in cold climate conditions in winter

    Can scalar leptoquarks explain the f_{D_s} puzzle?

    Motivated by the disagreement between experimental and lattice QCD results on the D_s decay constant we systematically reinvestigate role of leptoquarks in charm meson decays. We consider scalar leptoquarks that transform as a weak interaction triplet, doublet, or singlet in a model independent approach, and also argue that in a particular SU(5) GUT model these leptoquark states, contained in the 45-dimensional Higgs representation, could be safe against proton decay bounds. Using the current experimental measurements in tau, kaon and charm sectors, we find that scalar leptoquarks cannot naturally explain the D_s --> mu nu and D_s --> tau nu decay widths simultaneously. While any contributions of the triplet leptoquarks are already excluded, the singlets could only contribute significantly to the D_s --> tau nu width. Finally, a moderate improvement of the experimental upper bound on the D^0 --> mu^+\mu^- decay width could exclude the doublet contribution to the D_s --> mu nu, while present experimental data limits its mass to be below 1.4 TeV.
