Connecting Society and Policymakers? Conceptualizing and Measuring the Capacity of Civil Society Organizations to Act as Transmission Belts
Civil Society Organizations (CSOs) are considered important intermediaries between citizens and policymakers. They are assumed to function as transmission belts that filter societal preferences and channel them to policymakers. Although the ability of CSOs to connect civil society with policymakers has been put into question, it has rarely been theoretically specified and empirically tested. This paper develops a conceptualization of CSOs that examines their capacity to function as transmission belts. It does so by distinguishing two organizational dimensions related to member involvement and organizational capacity. The paper draws on a large survey of CSOs active at the EU to empirically assess these organizational dimensions and relate them to basic CSOs’ characteristics. The findings indicate that one out of three organizations approximates the ideal-type transmission belt. The findings contribute to a better understanding and assessment of CSO’s potential contribution to policy-making in representative democracies.NWOThe politics and administration of institutional chang
Unpacking interest groups: on the intermediary role of interest groups and its effects for their political relevance
Interest groups are often described as transmission belts that connect the preferences of their members with public officials in policymaking processes. Through this linkage, public officials can obtain relevant information and gain legitimacy from those affected by public policies. However, this important intermediary function is not a straightforward endeavor as interest groups often struggle to reconcile their dual function of representing their members while being politically active. This dissertation unpacks interest groups mobilized at the European Union level and examines how they are organized so as to function as transmission belts. Subsequently, it analyzes the effects of this transmissive role for the level of access and influence obtained by groups in policymaking processes. Lagrangean Duals and Exact Solution to the Capacitated p-Center Problem
In this work we study the Capacitated p-Center Problem (CpCP) and we propose an
exact algorithm to solve it. We study two auxiliary problems and their relation to CpCP, and we propose two different Lagrangean duals based on each of the auxiliary problems. The lower and upper bounds provided by each of the Lagrangean duals reduce notably the set of candidate radii and allow to solve the problem with an exact algorithm based on binary search. The results obtained with experimental testing on various data sets from literature
show the efficiency of the proposal that outperforms previous proposals
El abordaje transapofisario en las fracturas complejas del extremo distal femoral y proximal tibial
Los autores presentan las ventajas e inconvenientes, así como los distintos
pasos de la técnica quirúrgica en el abordaje transapofisario, para
resolver aquellas fracturas complejas tanto del extremo distal femoral como
del extremo proximal tibial, en donde una amplia exposición del foco
fracturario es imprescindible para lograr la restauración lo más anatómica
posible de la superficie articular, que le permita a los pacientes reiniciar una
movilización articular precoz.
Consideran a este tipo de abordaje quirúrgico como muy beneficioso e imprescindible
en estas fracturas tan complejas, presentando su experiencia

Conditional wavefunction theory: a unified treatment of molecular structure and nonadiabatic dynamics
We demonstrate that a conditional wavefunction theory enables a unified and
efficient treatment of the equilibrium structure and nonadiabatic dynamics of
correlated electron-ion systems. The conditional decomposition of the many-body
wavefunction formally recasts the full interacting wavefunction of a closed
system as a set of lower dimensional (conditional) coupled `slices'. We
formulate a variational wavefunction ansatz based on a set of conditional
wavefunction slices, and demonstrate its accuracy by determining the structural
and time-dependent response properties of the hydrogen molecule. We then extend
this approach to include time-dependent conditional wavefunctions, and address
paradigmatic nonequilibrium processes including strong-field molecular
ionization, laser driven proton transfer, and Berry phase effects induced by a
conical intersection. This work paves the road for the application of
conditional wavefunction theory in equilibrium and out of equilibrium ab-initio
molecular simulations of finite and extended systems
