    Connections between charge balance functions, charge fluctuations and correlations are presented. It is shown that charge fluctuations can be directly expressed in terms of a balance functions under certain assumptions.     A quantitative central limit theorem for linear statistics of random matrix eigenvalues

    It is known that the fluctuations of suitable linear statistics of Haar distributed elements of the compact classical groups satisfy a central limit theorem. We show that if the corresponding test functions are sufficiently smooth, a rate of convergence of order almost 1/n1/n can be obtained using a quantitative multivariate CLT for traces of powers that was recently proven using Stein's method of exchangeable pairs.Comment: Title modified; main result stated under slightly weaker conditions; accepted for publication in the Journal of Theoretical Probabilit

    We consider the logarithm of the characteristic polynomial of random permutation matrices, evaluated on a finite set of different points. The permutations are chosen with respect to the Ewens distribution on the symmetric group. We show that the behavior at different points is independent in the limit and are asymptotically normal. Our methods enables us to study more general matrices, closely related to permutation matrices, and multiplicative class functions.Comment: 30 pages, 2 figures.     Ewens measures on compact groups and hypergeometric kernels

    On unitary compact groups the decomposition of a generic element into product of reflections induces a decomposition of the characteristic polynomial into a product of factors. When the group is equipped with the Haar probability measure, these factors become independent random variables with explicit distributions. Beyond the known results on the orthogonal and unitary groups (O(n) and U(n)), we treat the symplectic case. In U(n), this induces a family of probability changes analogous to the biassing in the Ewens sampling formula known for the symmetric group. Then we study the spectral properties of these measures, connected to the pure Fisher-Hartvig symbol on the unit circle. The associated orthogonal polynomials give rise, as nn tends to infinity to a limit kernel at the singularity.Comment: New version of the previous paper "Hua-Pickrell measures on general compact groups".     The Dirichlet Markov Ensemble

    We equip the polytope of n×nn\times n Markov matrices with the normalized trace of the Lebesgue measure of Rn2\mathbb{R}^{n^2}. This probability space provides random Markov matrices, with i.i.d. rows following the Dirichlet distribution of mean (1/n,...,1/n)(1/n,...,1/n). We show that if \bM is such a random matrix, then the empirical distribution built from the singular values of\sqrt{n} \bM tends as n→∞n\to\infty to a Wigner quarter--circle distribution. Some computer simulations reveal striking asymptotic spectral properties of such random matrices, still waiting for a rigorous mathematical analysis. In particular, we believe that with probability one, the empirical distribution of the complex spectrum of \sqrt{n} \bM tends as n→∞n\to\infty to the uniform distribution on the unit disc of the complex plane, and that moreover, the spectral gap of \bM is of order 1−1/n1-1/\sqrt{n} when nn is large.Comment: Improved version.     Estimating the economic benefits of regional ocean observing systems

    We develop a methodology to estimate the potential economic benefits from new investments in regional coastal ocean observing systems in US waters, and apply this methodology to generate preliminary estimates of such benefits. The approach focuses on potential economic benefits from coastal ocean observing information within ten geographic regions encompassing all coastal waters of the United States, and within a wide range of industrial and recreational activities including recreational fishing and boating, beach recreation, maritime transportation, search and rescue operations, spill response, marine hazards prediction, offshore energy, power generation, and commercial fishing. Our findings suggest that annual benefits to users from the deployment of ocean observing systems are likely to run in the multiple $100s of millions of dollars per year. The project results should be considered first-order estimates that are subject to considerable refinement as the parameters of regional observing systems are better defined, and as our understanding of user sectors improves.Funding was provided by the Office of Naval Research under Grant No. N00014-02-1-1037
