    On the Possibility of Electrochemical Processing of Dump Industrial Iron-Antimony Matte

    One of the most important and urgent problems facing the metallurgical industry is the problem of processing dump mattes (DM). These are alloys of sulfides of various metals, and in some locations have accumulated to such an extent that they fill entire landfills with environmentally hazardous substances. During prolonged storage in air, DM decomposes and produces toxic substances. Therefore it is important to find an environmentally safe way to store or processes DM. The available information on the technologies for processing sulfide-oxide metallurgical raw materials and sources of DM formation are analysed in this study. Chemical analysis of the DM indicates a high iron content, which a priori determines the high conductivity of dump materials. The aim of this research is to examibne the physicochemical properties of the DM melts of the Kadamjai antimony industrial complex, in which, according to the technological schedule, iron and antimony are accumulated in sulfide form, followed by pyroelectrochemical processing of them into commodity products in the case of optimal metal current yields and good extraction. The electrical conductivity (æ) of the industrial DM melt is characteristic of multifunctional conductors with a predominant semiconductor mechanism of conductivity. The addition of a heteropolar additive (Na2S) into the DM melt suppresses the electronic component of conductivity and decreaseds æ in the system to values that are typical for ionic melts. Current-voltage characteristics for the composition of the system with 60 and 70 mol. % Na2S indicate polarization in the melts. The electrolysis of DM-Na2S melts is accompanied by the release of sulfur on the anode. For a final assessment of the possibility of using electrochemical processing of DM melts into antimony metal, it is recommended that a preliminary economic calculation of the entire technological process be performed.     AbstractSets of low-energy structures were determined by energy calculations for two cyclic analogues of enkephalin (Ek), [D-Pen2, D-Pen5]-Ek and [D-Pen2, L-Pen5]-Ek, possessing the highest specificity towards δ-opioid receptors. Comparison of mutual spatial orientations of the α-amino group and aromatic moieties of the Tyr and Phe residues permitted one to suggest a model for the δ-receptor-bound conformation of enkephalin-related peptides. Развитие национальной экономики невозможно без качественного и планомерного развития топливно-энергетического комплекса и отдельных его отраслей, а потому возникает необходимость в изучении теоретических аспектов государственного регулирования устойчивого развития, которые могут быть положены в основу формирования государственной политики устойчивого развития топливно-энергетического комплекса.Цель: исследование особенностей государственного регулирования устойчивого развития топливно-энергетического комплекса, функционирующего в условиях нестабильной геополитической обстановки. Исследование основных элементов механизма управления предприятиями ТЭК в условиях кризисных явлений.Методы: теоретического исследования, системного анализа, дедуктивно-индуктивный метод.Результаты: определены основные механизмы государственного регулирования устойчивого развития. Выявлены основные структурные элементы механизма государственного регулирования топливно-энергетического комплекса. Определена роль инвестиционной и инновационной политики государства в обеспечении условий устойчивого развития отраслей топливно-энергетического комплекса.Область применения результатов: полученные результаты могут быть применены субъектами экономической деятельности, осуществляющими деятельность на рынках топливно-энергетического комплекса.In modern conditions of management, when the world market of energy resources is unstable, the issue of effective state management and functioning of the fuel and energy complex of Russia is becoming especially relevant. The development of the national economy is impossible without a qualitative and planned development of the fuel and energy complex and its separate branches, and therefore there is a need to study the theoretical aspects of state regulation of sustainable development that can be used as the basis for the formation of a state policy for sustainable development of the fuel and energy complex.Purpose: a study of the peculiarities of state regulation of the sustainable development of the fuel and energy complex functioning in an unstable geopolitical environment. Research of the basic elements of the mechanism of management of enterprises of fuel and energy complex in the conditions of the crisis phenomena.Methodology: theoretical research, system analysis, deductive-inductive method.Results. The basic mechanisms of state regulation of sustainable development are defined. The main structural elements of the mechanism of state regulation of the fuel and energy complex are revealed.     Building capacities for sustainable energy in municipalities of Western Balkans

    This paper discusses challenges of capacity building in sustainable urban energy planning and development in Western Balkan Countries (WBC). It identifies needs in training of municipal staff and addresses obstacles for transferring sustainable energy education from EU universities to universities of WBC. The analysis of the ten training courses developed and piloted in collaboration with academic and non-academic stakeholders in Bosnia and Herzegovina, Montenegro and Serbia shows that while international cooperation has a good potential to improve quality of capacity building and to catalyse university-society collaboration in WBC, significant efforts on national and local (university) levels are needed to fully capitalise on these opportunities. In particular, it is necessary to enhance an interdisciplinary approach to education in sustainable energy, incorporating economic, social and institutional aspects of energy production and consumption together with the technical ones. On the national level, the lifelong learning system should get political and financial support in WBC to ensure efficiency and continuity of the training activities.Postprint (published version
