    NASA-ARC 91.5-cm airborne infrared telescope

    A 91.5 cm aperture telescope installed aboard NASA-Lockheed C-141A aircraft for the performance of infrared astronomy is described. A unique feature of the telescope is that its entire structure is supported by a 41 cm spherical air bearing which effectively uncouples it from aircraft angular motion, and with inertial stabilization and star tracking, limits tracking errors to less than 1 arc second in most applications. A general description of the system, a summary of its performance, and a detailed description of an offset tracking mechanism is presented

    We advocate the publication of review/survey articles that will be updated regularly, both in traditional journals and novel venues. We call these "perpetual reviews." This idea naturally builds on the dissemination and archival capabilities present in the modern internet, and indeed perpetual reviews exist already in some forms. Perpetual review articles allow authors to maintain over time the relevance of non-research scholarship that requires a significant investment of effort. Further, such reviews published in a purely electronic format without space constraints can also permit more pedagogical scholarship and clearer treatment of technical issues that remain obscure in a brief treatment.Comment: This is a draft white paper and we seek comments from the communit

    Linking personality to cultural intelligence : an interactive effect of openness and agreeableness

    The personality trait of openness is generally believed to influence an individual's cultural intelligence, which is an ability to deal effectively with people from different cultural backgrounds. This study examines whether a relationship between the two depends on the individual's degree of agreeableness, a personality trait important for building interpersonal relationships. Data collected from 244 international professionals shows that openness is positively related to three facets of cultural intelligence when agreeableness is high, but not when agreeableness is low. The findings suggest that research on personality and cultural intelligence would benefit from an interactive approach, and that assessment, selection and development of international talents should consider personality traits not in isolation, but in concert

    This paper examines publicly-funded human services and highlights a body of evidence that speaks to both the social and economic value for society when investments are made into human services. The story that emerges points to the advantages of investments in human services in three distinct ways: Human services provide a lifeline for many of the state's most disadvantaged residents -- seniors, people with disabilities, people who are poor, those experiencing homelessness, children -- thereby honoring concepts of human rights, equality, and the inherent dignity and worth of each and every individual. There are a variety of documented positive impacts of a variety of human services programs including enhanced quality of life and stronger and more economically competitive individuals, families, and communities. Such programs are wise investments, staving off the much larger immediate and/or future costs that would be incurred if the social problems they address were left unchecked

    Much of the focus in organic chemistry today is in area of green chemistry. With such large amounts of attention being paid to how do we create a more sustainable world, the focus has been to come up with new ways to not only create energy but to conserve energy and use recyclable products. One possible solution is through the use of organic and organometallic semiconductors. Due to their structural nature, organic semiconductors show similar conducting potential to that of metals such as copper with the potential to be more durable and more efficient. This project focuses strictly on the synthesis and characterization of pyridazines and fulvenes that have shown promise in this field of organic conducting materials. Future applications could be in the electronics industry for components such as OLEDs, OTFTs, and RF-IDs. Due to the fact, that these molecules are air stable and can be synthesized at room temperature they also show the promise of low cost of production, making them well suited for commercial fabrication

    Alternative communication network designs for an operational Plato 4 CAI system

    The cost of alternative communications networks for the dissemination of PLATO IV computer-aided instruction (CAI) was studied. Four communication techniques are compared: leased telephone lines, satellite communication, UHF TV, and low-power microwave radio. For each network design, costs per student contact hour are computed. These costs are derived as functions of student population density, a parameter which can be calculated from census data for one potential market for CAI, the public primary and secondary schools. Calculating costs in this way allows one to determine which of the four communications alternatives can serve this market least expensively for any given area in the U.S. The analysis indicates that radio distribution techniques are cost optimum over a wide range of conditions
