    A Juridical Analysis on the Authority of the Indonesian National Land Office of Medan City in Terms of Implementation of Land Registration in Assuring the Legal Certainty

    Land appears to have a significant role in the development dynamics, accordingly, the Article 33 clause (3) of 1945 Constitution of Indonesia says that “The land, the waters and the natural resources in it shall be under the power of the State and shall be used to the greatest benefit of the people”. The Provisions on the land matters can also be found in the Law of the Republic of Indonesia Number 5 of 1960 on the Fundamental Regulations on the Agrarian Affairs (UUPA). On the other hands, there are several constraints occuring at Indonesian National Land (BPN) Office in term of the Land Administration, such as: Factor of Limited Human Resources and Equipment, Factor of Poor Community Legal Awareness, Factor of Inability to Present the Adjacent Neighbours and Land Boundaries, Factor of the use of illegal negotiator, Factor of Ignorance of Many People for the existence of PRONA (Agrarian National Operations Project), Factor of Distant Location for Land Administration. These kind of constraints in Land Registration can be solved by the way of socialization, either at the sub-district, district level or direct socialization to the community, and emphasizing the importance of Land Certificate Registration, in order to raise the community awareness and provide more clear explanation on the administration system as specified in the Government Regulation Number 128 of 2015, and ultimately, the community will no longer use the illegal negotiator and feel harmed Keywords: Land, Authority, Legal Certainty, Legal Registratio

    Perilaku seks bebas dan penyalahgunaan  Napza (Narkotika, Alkohol, Psikotropika dan Zat Adiktif) adalah masalah utama kenakalan remaja pada sekolah menengah di kota Medan. Sekolah  yang menjadi  mitra  PKM ini adalah  SMA Bina Taruna Medan  yang berada di kecamatan Medan Marelan sebagai daerah dengan tingkat kenakalan remaja tertinggi di kota Medan. Sekolah ini belum mempunyai materi pelajaran dan belum didukung dengan sarana dan prasarana untuk menambah pemahaman siswa tentang  perilaku seks bebas dan penyalahgunaan  Napza (Narkotika, Alkohol, Psikotropika dan Zat Adiktif). Untuk itu sekolah mitra sangat membutuhkan pelatihan mengenai Pusat Informasi dan Konseling (PIK) Remaja. Metode  pelatihan dilaksanakan dengan memilih 30 (tiga puluh) siswa yaitu dengan memilih 10 (sepuluh) siswa  sebagai perwakilan dari kelas 1 (satu) sampai kelas 3  (tiga). Pelatihan dilakukan dengan memberikan materi yang berhubungan dengan peraturan perundang-undangan tentang perilaku seks bebas dan penyalahgunaan  Napza (Narkotika, Alkohol, Psikotropika dan Zat Adiktif) serta sebab dan akibatnya. Setelah  pelatihan di sekolah mitra akan dibentuk Pusat Informasi dan Konseling (PIK) Remaja dan peserta akan diberikan sertifikat. Pelatihan ini diharapkan bisa mengurangi dan mencegah kenakalan remaja terutama yang berhubungan dengan perilaku seks bebas dan penyalahgunaan  Napza (Narkotika, Alkohol, Psikotropika dan Zat Adiktif) di kota Medan

    Purpose: Citation analysis is frequently employed to assess the research output of individuals, departments, and institutions. Intra-country institutional analysis of bibliometric analysis is needed to formulate appropriate research policies. To assess the research output of dental colleges in Saudi Arabia Research design: An observational study was conducted for publications from Dental Colleges in Saudi Arabia using the SCOPUS database. The data for the years 2016-18 were retrieved for 18 dental colleges of the Kingdom of Saudi Arabia (KSA). Key findings: The highest publication productivity was reported for King Abdulaziz University- Faculty of Dentistry (Jeddah). The highest number of publications in the years 2016-18 was from Jazan University- Faculty of Dentistry. The highest h index for 2016-18 was 8 for Imam Abdulrahman Bin Faisal University- College of Dentistry. The journal in which the most articles were published was the Journal of Contemporary Dental Practice. Conclusions/Implications: Jazan University- Faculty of Dentistry, King Abdulaziz University- Faculty of Dentistry (Jeddah) and Imam Abdulrahman Bin Faisal University- College of Dentistry are the leading dental institutions in the KSA regarding the number of papers published, the number of citations and the h index.     The combined effect of H2O and SO2 on the simultaneous calcination/sulfation reaction in CFBs

    The combined effect of H2O and SO2 on the reaction kinetics and pore structure of limestone during simultaneous calcination/sulfation reactions under circulating fluidized bed (CFB) conditions was first studied in a constant‐temperature reactor. H2O can accelerate the sulfation reaction rate in the slow‐sulfation stage significantly but has a smaller effect in the fast‐sulfation stage. H2O can also accelerate the calcination of CaCO3, and should be considered as a catalyst, since the activation energy for the calcination reaction was lower in the presence of H2O. When the limestone particles are calcining, SO2 in the flue gas can react with CaO on the outer particle layer and the resulting CaSO4 blocks the CaO pores, increases the diffusion resistance of CO2 and, in consequence, decreases the calcination rate of CaCO3. Here, gases containing 15% H2O and 0.3% SO2 are shown to increase the calcination rate. This means that the accelerating effect of 15% H2O on CaCO3 decomposition is stronger than the impeding effect caused by 0.3% SO2. The calcination rate of limestone particles was controlled by both the intrinsic reaction and the CO2 diffusion rate in the pores, but the intrinsic reaction rate played a major role as indicated by the effectiveness factors determined in this work. This may explain the synergic effect of H2O and SO2 on CaCO3 decomposition observed here. Finally, the effect of H2O and SO2 on sulfur capture in a 600 MWe CFB boiler burning petroleum coke is also analyzed. The sulfation performance of limestone evaluated by simultaneous calcination/sulfation is shown to be much higher than that by sulfation of CaO. Based on our calculations, a novel use of the wet flue gas recycle method was put forward to improve the sulfur capture performance for high‐sulfur, low‐moisture fuels such as petroleum coke

    Atomic Layer Deposition of 2D Metal Dichalcogenides for Electronics, Catalysis, Energy Storage, and Beyond

    2D transition metal dichalcogenides (TMDCs) are among the most exciting materials of today. Their layered crystal structures result in unique and useful electronic, optical, catalytic, and quantum properties. To realize the technological potential of TMDCs, methods depositing uniform films of controlled thickness at low temperatures in a highly controllable, scalable, and repeatable manner are needed. Atomic layer deposition (ALD) is a chemical gas-phase thin film deposition method capable of meeting these challenges. In this review, the applications evaluated for ALD TMDCs are systematically examined, including electronics and optoelectonics, electrocatalysis and photocatalysis, energy storage, lubrication, plasmonics, solar cells, and photonics. This review focuses on understanding the interplay between ALD precursors and deposition conditions, the resulting film characteristics such as thickness, crystallinity, and morphology, and ultimately device performance. Through rational choice of precursors and conditions, ALD is observed to exhibit potential to meet the varying requirements of widely different applications. Beyond the current state of ALD TMDCs, the future prospects, opportunities, and challenges in different applications are discussed. The authors hope that the review aids in bringing together experts in the fields of ALD, TMDCs, and various applications to eventually realize industrial applications of ALD TMDCs.Peer reviewe

    The purpose of this research is to find out and analyze the extent of the efforts made by the Government and the DPR in overcoming the problems of articles that are multi-interpreted in several existing laws in Indonesia regarding the use of digital applications so that there is legal certainty, and bring up fair and transparent law enforcement. This research discusses the efforts made by the Government and the DPR in an effort to minimize the existing turmoil by doing various ways in order to overcome the problems associated with articles that are multi-interpreted in several existing laws in Indonesia regarding the use of digital applications, besides that in other studies only on the description of multi-interpreted articles and the explanation of the case, while in this research there is an addition on how to overcome problems to prevent turmoil in the community related to multi-interpreted articles that affect legal certainty and law enforcement. The research method used is descriptive qualitative analysis with a literature research approach. From the results of existing research, the conclusion of this study is that there are several articles of multiple interpretations that exist in the laws and regulations in force in Indonesia, where the article is article 27 paragraph 2 and article 28 paragraph 2 of Law No. 11 of 2008 concerning ITE and Article 1 Paragraph 4 of Law No. 27 of 2022 concerning the protection of personal data that is detrimental to society, as has happened in several cases in Indonesia. In addition, from the results of the research, it can be seen that there are several ways to prevent this multi-interpretation article, namely by conducting restorative justice for handling cases related to digital use activities, the efforts of the community to conduct judicial reviews of articles that are multi-interpreted when using digital applications, and the Government's desire to revise several articles in the law relating to the use of digital applications. If the implementation of articles that are contrary to the conscience of the people, which are multi-interpretive and also not in accordance with what the community expects is continued, it will make the State lose its authority, and the law will not be dealt with properly, to the detriment of the community, where this article will erode public confidence in law enforcement in Indonesia which is currently being tested because of the incompetence of law enforcers in handling cases
