Bankruptcy: Creditor Allowed to Set Off Debt After Discharge in Bankruptcy
Kommunikationen har en central roll i samhĂ€llsplaneringen och anvĂ€nds för att skapa visioner och mĂ„l, kommunicera till invĂ„nare och pĂ„verka beslut. I samband med Stockholmsförhandlingen hade kommunikationen stor betydelse för att lyckas förmedla behovet av tunnelbana. De konsulter som arbetar professionellt med kommunikation och anlitas för att formulera argumentationen förknippas ofta med lobbyism. NĂ€r jag först började studera Ă€mnet uppfattade jag att det finns olika definitioner av lobbyism och begreppet anvĂ€nds slarvigt för att uttrycka aktioner som egentligen bör skiljas Ă„t. Ett nĂ€rbeslĂ€ktat begrepp Ă€r public affairs, en tjĂ€nst som erbjuder kommunikativ rĂ„dgivning i pĂ„verkansarbete. Det hĂ€r arbetet handlar om politisk konsultverksamhet och fokuserar pĂ„ tjĂ€nsten public affairs, och kommunen som uppdragsgivare. UtgĂ„ngspunkten Ă€r ett samarbete mellan en kommun och en konsultbyrĂ„ inom public affairs i Stockholmsförhandlingen. Syftet Ă€r att undersöka kommunikationskonsultens roll, vilka möjligheter och varför det finns ett behov i den kommunala planeringen. För att kunna besvara mina frĂ„gestĂ€llningar föregĂ„s arbetet av litteraturstudier om planeringen som politisk aktivitet, det demokratiska styrelseskicket, den kommunala planeringen, lobbying och public affairs samt politisk konsultverksamhet. Sedan följer min empiriska studie som Ă€r baserad pĂ„ fem intervjuer med konsulter inom public affairs, och tjĂ€nstemĂ€n frĂ„n kommun och Regeringskansliet. Teori och empiri sammanvĂ€vs i analysen för att försöka besvara arbetets syfte och frĂ„gestĂ€llningar. Arbetet avslutas med en diskussion om resultat och metodval samt en slutsats. Huvudresultatet som presenteras i slutsatsen blev att kommunikationskonsulter kan möjliggöra ett bĂ€ttre samtal med medborgare, nĂ„got som inte överensstĂ€mmer med den kritik som teoridelen lyfter fram. In this work we find and discuss an asymptotic formula, as , for
the reproducing kernel in spaces of full-plane weighted polynomials
where is a holomorphic polynomial
of degree at most and is a fixed, real-valued function termed
"external potential". The kernel corresponds precisely to the canonical
correlation kernel in the theory of random normal matrices.
As is well-known, the large behaviour of must depend crucially
on the position of the points and relative to the droplet , i.e.,
the support of Frostman's equilibrium measure in external potential . In the
particular case when and are at the edge and , we prove the
formula where is the Szeg\H{o} kernel associated with the Hardy
space of analytic functions on unbounded component of
which vanish at infinity. This gives a rigorous
description of the slow decay of correlations at the boundary, which was
predicted by Forrester and Jancovici in 1996, in the context of elliptic

Arbetskraftsuthyrning och anstÀllningstryggheten vid verksamhetsövergÄng - Ett möte mellan överlÄtelsedirektivet och bemanningsdirektivet
A social dimension of EU law emerged when protection for employees was considered necessary because of the effects the internal market had on restructurings of enterprises. The basic idea of the Directive on Transfers of Undertakings â first adopted in 1977, with a new version in 2001 â is to make sure that the employees, in the event of a transfer of an undertaking, business or part of an undertaking or business, are taken over from the transferor by the transferee, with unchanged terms of employment. The focus of contemporary EU employment law has shifted to sustainable growth and high employment rates. The flexicurity agenda is vital in the EU2020 strategy, as well as in the Employment Guidelines from the Council. Basic components are atypical workers, employability and security for employment in general, rather than for the specific employment. The Directive of Temporary Agency Work, adopted in 2008, is a typical example of flexicurity. The option for employers to meet their labor needs with an external workforce increases numerical flexibility. The Directive also guarantees fair employment conditions, equivalent to those of other workers. The Directive encourages temporary agency work, a phenomenon not long ago prohibited in many European countries, including Sweden. Current law regarding the encounter between temporary agency work and transfers of undertakings is not entirely established; however some conclusions can be drawn. The right for an employer to switch from regular to temporary workers is relatively unrestricted, even when the transition is carried out close to the transfer. The existence of temporary agency work affects the purpose of the Transfer Directive. Temporary agency work is based on a triangular relationship in which the temporary worker is employed by a Temporary agency, but performs work at a User undertaking. Even though the temporary workers are closely linked to the User undertaking, the relationship does not constitute employment. This means that fewer workers performing work at the User undertaking are protected by the Transfer Directive. Widespread use of temporary workers can also affect the applicability of the Directive in case of an alleged transfer concerning the User undertaking, in a way that concerns the employees of that employer. Also, restructurings of temporary agencies will to a low extent fall within the scope of the Transfer Directive. The employment protection intended with the Transfer Directive is not completely in line with the Temporary Agency Work Directive and flexicurity. If the Transfer Regulation is given a wide scope, this might affect the possibility to conduct effective agency business. For current law to follow the EU employment strategy, the encounter between temporary agency work and a transfer of undertaking should therefore be solved mainly on the conditions of the temporary agency work.En social dimension av EU-rĂ€tten vĂ€xte fram nĂ€r den fria inre marknadens effekter, i form av förĂ€ndringar i företagsstrukturer, ansĂ„gs nödvĂ€ndiggöra ett skydd för arbetstagarna. Bemanningsdirektivet frĂ„n Ă„r 2008 utgör ett typexempel pĂ„ flexicurity. Möjligheten för arbetsgivare att tillgodose sitt arbetskraftsbehov med extern arbetskraft bidrar med kvantitativ flexibilitet. Samtidigt garanterar bemanningsdirektivet uthyrda arbetstagare goda anstĂ€llningsvillkor, likvĂ€rdiga med andra arbetstagares. Direktivet uppvisar en positiv syn pĂ„ arbetskraftsuthyrning, som vid det första överlĂ„telsedirektivets antagande var förbjudet i mĂ„nga av Europas lĂ€nder, dĂ€ribland Sverige. GĂ€llande rĂ€tt betrĂ€ffande mötet mellan arbetskraftsuthyrning och verksamhetsövergĂ„ng Ă€r inte i alla delar fastlagd. Vissa slutsatser kan Ă€ndĂ„ dras. En arbetsgivares möjlighet att stĂ€lla om frĂ„n ordinarie till inhyrd personal Ă€r förhĂ„llandevis oinskrĂ€nkt, Ă€ven nĂ€ra inpĂ„ en verksamhetsövergĂ„ng. Förekomsten av arbetskraftsuthyrning i en överlĂ„telsesituation pĂ„verkar överlĂ„telsedirektivets avsedda skydd. Uthyrning bygger pĂ„ ett trepartsÂŹförhĂ„llande, dĂ€r den uthyrda arbetstagaren Ă€r anstĂ€lld av uthyrningsföretaget, men utför arbete hos ett kundföretag. ĂverlĂ„telsereglerna kommer att skydda fĂ€rre av de personer som utför arbete hos överlĂ„taren; trots att de inhyrda arbetstagarna Ă€r nĂ€ra knutna till kundföretaget utgör inte relationen en anstĂ€llning. Utbredd inhyrning hos ett företag kan ocksĂ„ pĂ„verka överlĂ„telsereglernas tillĂ€mplighet vid en pĂ„stĂ„dd verksamhetsövergĂ„ng hos detta företag, och fĂ„ effekter Ă€ven för ordinarie personal. Strukturella förĂ€ndringar hos uthyrningsföretag torde dessutom i liten utstrĂ€ckning trĂ€ffas av överlĂ„telsereglernas skydd. ĂverlĂ„telsedirektivets Ă„syftade anstĂ€llningstrygghet gĂ„r inte helt i linje med bemanningsdirektivet och flexicurity. Om överlĂ„telsereglerna ges ett brett tillĂ€mpningsomrĂ„de kan detta komma att pĂ„verka möjligheten att bedriva effektiv uthyrningsverksamhet. För att rĂ€ttslĂ€get ska följa den EU-rĂ€ttsliga sysselsĂ€ttningsstrategin bör mötet mellan arbetskraftsuthyrning och verksamhetsövergĂ„ng dĂ€rför lösas i huvudsak pĂ„ arbetskraftsuthyrningens villkor
Exponential moments for disk counting statistics at the hard edge of random normal matrices
We consider the multivariate moment generating function of the disk counting
statistics of a model Mittag-Leffler ensemble in the presence of a hard wall.

Estimating Discrete Markov Models From Various Incomplete Data Schemes
The parameters of a discrete stationary Markov model are transition
probabilities between states. Traditionally, data consist in sequences of
observed states for a given number of individuals over the whole observation
period. In such a case, the estimation of transition probabilities is
straightforwardly made by counting one-step moves from a given state to
another. In many real-life problems, however, the inference is much more
difficult as state sequences are not fully observed, namely the state of each
individual is known only for some given values of the time variable. A review
of the problem is given, focusing on Monte Carlo Markov Chain (MCMC) algorithms
to perform Bayesian inference and evaluate posterior distributions of the
transition probabilities in this missing-data framework. Leaning on the
dependence between the rows of the transition matrix, an adaptive MCMC
mechanism accelerating the classical Metropolis-Hastings algorithm is then

Uppföljning av kvalitetsförÀndringar i Àngs- och betesmark via NILS Är 2007
Denna rapport presenterar resultat för ett antal indikatorer pÄ kvalitet och skötsel i ett stickprov av Àngs- och betesmarker i hela Sverige. Inventeringen och analyserna görs varje Är frÄn och med 2006 pÄ uppdrag av Jordbruksverket, som underlag för bl.a. utvÀrderingen av miljökvalitetsmÄlet Ett rikt odlingslandskap. Som indikatorer har i första hand valts ett antal organismgrupper (fjÀrilar, humlor, kÀrlvÀxter, grova lövtrÀd och epifytlavar), och dessutom beskrivs vegetationens struktur och sammansÀttning i provytor, som underlag för att ta fram strukturella indikatorer (t.ex. pÄverkan av gödsling och hÀvdintensitet/igenvÀxning). Urvalet bygger pÄ förslag som tagits fram av Naturcentrum AB. De resultat som presenteras i denna rapport kommer frÄn de första tvÄ Ärens inventering, vilket innefattar tvÄ femtedelar av det totala stickprovet. Efter fem Är fÄr man sÄledes de mest tillförlitliga mÀngdskattningarna. DÀrefter Äterkommer man till samma objekt med samma intervall, vilket gör att man pÄ ett tillförlitligt sÀtt kan analysera förÀndringar baserat pÄ jÀmförelser mellan femÄrsperioder.
Arbetet har utförts vid institutionen för skoglig resurshushÄllning, Sveriges lantbruksuniversitet, UmeÄ, i samarbete med inst. för ekologi, SLU och avd. för biologi/IFM, Linköpings universitet. Uppdraget att inventera Àngs- och betesmarker samordnas med fÀltarbetet i NILS (Nationell Inventering av Landskapet i Sverige), och metodiken Àr till stor del likartad, med en del tillÀggsmoment. NILS Àr ett rikstÀckande miljöövervakningsprogram som följer tillstÄnd och förÀndringar i det svenska landskapet och hur dessa pÄverkar förutsÀttningarna för den biologiska mÄngfalden. NILS finansieras av NaturvÄrdsverket och ingÄr i programomrÄde Landskap. Ett viktigt syfte med NILS Àr att följa upp de nationella miljökvalitetsmÄlen för olika naturtyper och fungera som underlag för att till exempel visa om genomförda miljövÄrdsÄtgÀrder leder till önskade förbÀttringar pÄ nationell nivÄ eller landsdelsnivÄ
