ПРОАКТИВНИЙ МЕХАНІЗМ БЮДЖЕТНОГО МЕНЕДЖМЕНТУ В СИСТЕМІ ДЕРЖАВНОГО РЕГУЛЮВАННЯ ЕКОНОМІКИ

Study outlines conceptual principles of the transition from the reactive to the proactive mechanism of budget management in order to reform the budget relations in the State system of economy regulation. The reactive mechanism of budget management is investigated and its weaknesses are highlighted. The necessity of development of budget management system based on proactive approach is grounded, ways and means of its realization are defined. As a result of the comparative analysis of proactive approach advantages it is proposed to increase the effectiveness of budget management through the expansion of its categorical apparatus content and essence ("proactive management in the budget sphere" is defined as a new type of management, in which actors, affecting the object transformation from one state to another, provide an opportunities for immediate influence on deviations identifying; "proactive budget" — as a system for the State and local budget funds formation and allocation using proactive tools that allow public authorities and local self-government bodies functions implementation; a "proactive mechanism of budgetary management" — as a set of financial and economic relations influenced by State authorities and local self-government bodies, as well as legal methods, that ensure formation and allocation of budgetary funds through the use of functions, principles and methods, providing opportunities to prevent deflections in the budget process and ensure socio-economic development of the State in general). Based on the proposed definitions, budget management tools were specified and the essence of the budget process stages disclosed. Proposed innovations ensure management effectiveness increasing through preventing of the budget process deviations. The study tested the effectiveness functional and cost analysis tools for introducing a proactive budget management mechanism. The material presented in the article has a practical significance because its application makes it possible to identify unsatisfying proactivity criteria components of the budget management mechanism and disassemble them in the reform process.С целью реформирования бюджетных отношений в системе государственного регулирования экономики обозначены концептуальные основы перехода от реактивного к проактивному механизму бюджетного менеджмента. Исследован реактивный механизм бюджетного менеджмента, выделены его недостатки. Аргументировано необходимость развития бюджетного менеджмента на основе проактивного подхода, определены пути и способы его реализации. По результатам сравнительного анализа преимуществ проактивного подхода предложено повышать результативность бюджетного менеджмента путем расширение содержательного наполнения его категориального аппарата; конкретизацию управленческого инструментария; раскрытие этапов бюджетного процесса и управленческих отношений. Назначением предлагаемых новаций является повышение результативности управления через предотвращения возникновения отклонений в бюджетном процессе. Показано, что эффективным средством введения проактивного механизма управления бюджетом функционально-стоимостной анализ. Его применение позволяет выявлять составляющие механизма бюджетного менеджмента не соответствующие критериям проактивности и демонтировать их в ходе реформ.Для реформування бюджетних відносин у системі державного регулювання економіки окреслено концептуальні засади переходу від реактивного до проактивного механізму бюджетного менеджменту. Досліджено реактивний механізм бюджетного менеджменту, виокремлено його недоліки. Аргументовано необхідність розвитку бюджетного менеджменту на основі проактивного підходу, визначено шляхи і способи його реалізації. За наслідками порівняльного аналізу переваг проактивного підходу запропоновано підвищувати результативність бюджетного менеджменту через розширення змістового наповнення його категоріального апарату («проактивне управління в бюджетній сфері» як новий вид управління, спрямований на результат, за якого суб’єкти, впливаючи на об’єкт, переводять його з одного стану в інший, надають можливості відразу виявляти інструменти впливу на відхилення; «проактивний бюджет» як система формування й використання коштів державного і місцевих бюджетів через застосування проактивних інструментів, які дозволяють органам державної влади і органам місцевого самоврядування реалізувати їхні функції; «проактивний механізм бюджетного менеджменту» як сукупність фінансово-економічних відносин, які виникають під впливом діяльності органів державної влади та органів місцевого самоврядування, а також нормативно-правових прийомів і забезпечують формування й використання бюджетних коштів шляхом застосування функцій, принципів і методів, надаючи можливості завчасно запобігти відхиленням у бюджетному процесі та забезпечити соціально-економічний розвиток країни в цілому). На підставі запропонованих дефініцій конкретизовано управлінський інструментарій бюджетного менеджменту, розкрито сутність етапів бюджетного процесу. Призначенням запропонованих новацій є підвищення результативності управління через запобігання виникненню відхилень у бюджетному процесі. Показано, що ефективним засобом запровадження проактивного механізму управління бюджетом є функціонально-вартісний аналіз. Його застосування дає можливість виявляти складові механізму бюджетного менеджменту, які не відповідають критеріям проактивності, і демонтувати їх у ході реформ

Public value management and new public governance as modern approaches to the development of public administration

The article studies Public Value Management and New Public Governance - two new approaches to the management process in the public sphere. It is established that they arose in response to modern challenges of the global world. Applying dialectical, theoretical and empirical methods of scientific research, in particular the method of analogy, classification, generalization, we identified the main factors that influenced the emergence of new approaches to management and policy making, and described each approach. The analogy of the traditional model of management and governance with the newest one is drawn. It is determined that according to the traditional model of public administration and governance, only the state has a monopoly on decision-making and centrally forms public policy

СИСТЕМА ЗАХОДІВ ПРОТИДІЇ НЕЗАКОННОМУ ЗБАГАЧЕННЮ В СУЧАСНИХ УМОВАХ

The paper deals with the contemporary problems of counteraction to illegal enrichment which research is carried out with taking into account international legal, criminal legal, criminalistical and criminal procedural aspects. The current state and the possibility of creating and then putting into practice an effective system of countermeasures against illegal enrichment, which is closely linked to the reforming of the national legislation, bringing it into compliance with the international legal requirements and standards, and to the realization of urgent measures aimed at improving investigative and judicial practice are analyzed. In order to elaborate a proper criminalistic ensuring detection and investigation of illicit enrichment, it seems appropriate to form a criminalistical investigation technique of such crimes. It’s substantiated that the information basis for the construction and realization of an optimal technique of investigation of the illegal enrichment serves a criminalistic characteristics of this type of crime.Розглянуто сучасні проблеми протидії незаконному збагаченню, які досліджуються з урахуванням міжнародно-правових, кримінально-правових, криміналістичних і кримінально-процесуальних аспектів. Проаналізовано сучасний стан і можливості створення та запровадження в практику дієвої системи заходів протидії незаконному збагаченню, яка тісно пов’язана із реформуванням національного законодавства, приведення його у відповідність із міжнародними вимогами та стандартами, ужиття невідкладних заходів, спрямованих на вдосконалення слідчої й судової практики. Із метою належного криміналістичного забезпечення виявлення та розслідування незаконного збагачення вбачається доцільним розроблення й формування криміналістичної методики розслідування таких злочинів. Обґрунтовано, що інформаційною основою формування оптимальної методики розслідування незаконного збагачення виступає криміналістична характеристика цього виду злочину

Coherent x-ray radiation generated near the axis of the beam of relativistic electrons in an artificial periodic structure

A theory of the coherent X-ray radiation produced by a beam of relativistic electrons in an artificial periodic structure and propagating along the electron-beam axis is developed. Expressions describing the spectral-angular densities of parametric X-ray radiation in the direction close to the electron velocity vector (FPXR) and of transition radiation (TR) and their interference are obtained in the Bragg scattering geometry. An analysis based on the obtained expressions for the spectral-angular density shows possibilities of their use to determine the optimal parameters of the experiment recording the FPX

Влияние абразивного инструмента на шероховатость поверхностей композитных подшипников полиграфической техники при тонком шлифовании

В статті наведені результати дослідження впливу складу абразивного інструменту на параметри шорсткості поверхонь підшипників ковзання, призначених для вузлів тертя поліграфічних машин і виготовлених з нових композитних матеріалів на основі відходів штампових сталей. Встановлені залежності параметрів шорсткості поверхонь від зернистості, матеріалу зерна та властивостей зв’язки абразивних інструментів для операцій тонкого шліфування.In the article there are the research results of influence the composition abrasive tools for parameters of surfaces bearing’s of sliding roughness which are appropriated for printing machines’ friction units and manufactured of new composite materials on the base of stamp steels wastes. Dependences of surfaces roughness parameters from graininess, material of abrasive grains and properties of abrasive tools’ coupling agent for the fine grinding technology have been determined.В статье приведены результаты исследований влияния состава абразивного инструмента на параметры шероховатости поверхностей подшипников скольжения, предназначенных для узлов трения полиграфических машин и изготовленных из новых композитных материалов на основе отходов штамповых сталей. ВЫДЕЛЕНИЕ ПРЯМЫХ КОНТУРНЫХ ЛИНИЙ НА АЭРОИЗОБРАЖЕНИЯХ С ИСПОЛЬЗОВАНИЕМ ЕВКЛИДОВА ФОРМ-ФАКТОРА

The algorithm of detection of direct contour lines base on euclidean form factor is presented. The essence of the algorithm is the detection of direct contour lines as a result of a comparison with unity of the value of the euclidean form factor, taking into account the sum of the euclidean distances between neighbors pixels forming the contour line, when its length is calculate. The developed algorithm makes it possible to increase the stability of the allocation of lines and the speed of response in comparison with the Hough algorithm is show. Разработан алгоритм выделения прямых контурных линий на основе евклидова форм-фактора. Сущность алгоритма заключается в детектировании прямых контурных линий в результате сравнения с единицей значения евклидова форм-фактора, учитывающего сумму эвклидовых расстояний между смежными пикселами, образующими контурную линию, при расчете ее длины. Показано, что разработанный алгоритм позволяет повысить стабильность выделения линий и быстродействие по сравнению с алгоритмом Хафа
