    Designing participation processes for water management and beyond

    This article addresses the question of how to design participation processes in water management and other fields. Despite a lot of work on participation, and especially its evaluation, this question has received little attention in the research literature. However, it is important, because previous research has made it clear that participation may yield important benefits for humans and the environment but that these benefits do not occur automatically. One precondition is sound design. The design of participation processes has been addressed in detail in the so-called "craft" literature but more rarely in the scientific literature. This article helps close this gap by systematically analyzing and comparing five design guides to determine whether it is possible to combine them into a more robust guide. The article confirms that possibility and presents a preliminary outline for such a guide. Principles for participatory process orientation are presented, as well as numerous partially iterative steps. The adaptive process is laid out in a way intended to help designers determine the objectives of the participation process and the initial design context, and make preplanning choices that eventually lead to the selection of suitable participation mechanisms. There are also design tools that facilitate this work. We discuss how our findings are largely compatible with previous research on participation, notably the work on criteria for "good" or "effective" participation processes. We also argue that our article advances research on an important remaining question in the scientific literature on participation: What process should be chosen in which context

    Transforming European Water Governance? Participation and River Basin Management under the EU Water Framework Directive in 13 Member States

    The European Union (EU) Water Framework Directive (WFD) requires EU member states to produce and implement river basin management plans, which are to be designed and updated via participatory processes that inform, consult with, and actively involve all interested stakeholders. The assumption of the European Commission is that stakeholder participation, and institutional adaptation and procedural innovation to facilitate it, are essential to the effectiveness of river basin planning and, ultimately, the environmental impact of the Directive. We analyzed official documents and the WFD literature to compare implementation of the Directive in EU member states in the initial WFD planning phase (2000–2009). Examining the development of participatory approaches to river basin management planning, we consider the extent of transformation in EU water governance over the period. Employing a mixed quantitative and qualitative approach, we map the implementation “trajectories” of 13 member states, and then provide a detailed examination of shifts in river basin planning and participation in four member states (Germany, Sweden, Poland and France) to illustrate the diversity of institutional approaches observed. We identify a general tendency towards increased, yet circumscribed, stakeholder participation in river basin management in the member states examined, alongside clear continuities in terms of their respective pre-WFD institutional and procedural arrangements. Overall, the WFD has driven a highly uneven shift to river basin-level planning among the member states, and instigated a range of efforts to institutionalize stakeholder involvement—often through the establishment of advisory groups to bring organized stakeholders into the planning process

    Applying participatory processes to address conflicts over the conservation of large carnivores: understanding conditions for successful management

    Social conflicts over large carnivores are becoming more frequent following the general recovery of large carnivores in human shaped landscapes in Europe. To manage conflicts over large carnivores a detailed knowledge is necessary on the social, economic, cultural but also interpersonal dimensions of the conflicts. This can be achieved through a participatory engagement of all stakeholders within a procedure tailored to local contexts. We looked at conditions necessary for implementing the above approach in areas of intense large carnivores-human conflict across Europe (bear and wolves), and where traditional management conflict policies do not appear to be successful, as often based on urgent responses to emergency situations. We focussed on four areas in Europe where we interviewed stakeholders to characterize the conflicts and assess the potential for mitigation interventions through participatory processes. We focused on four key aspects related to social conflicts: (a) perception of the current situation and relationship with other stakeholders; (b) availability and accessibility of information and communication; (c) economic, ecological and social impacts; and (d) promotion of coexistence and participatory processes. We show that (lack of) trust between stakeholders and the relevant authorities as well as the lack of genuine communication among stakeholders were the key features that characterized social conflicts related to large carnivores. With specific reference to large carnivores, the lack or inaccessibility of reliable information was reported in all cases by all stakeholders, as well as the need for proactive and inclusive policies developed and implemented by the relevant authorities. A consistent message was that support and engagement from relevant management institutions was pivotal for effective management of conflicts over large carnivores. Our findings highlight the importance for conflict mitigation of a deeper and mutual understanding of issues prior to the implementation of participatory processes

    Missing the peacock - arts, sciences, creativity, and chronic environmental conflicts

    Debate on conflicts and disputes over environmental issues has intensified due to climate change and other global pressing problems becoming ever more pronounced. Simultaneously, there is little evidence of natural or social sciences helping transform even local conflicts, some of them lasting decades, gradually becoming chronic and having severe and pervasive effects on people’s lives. On the contrary, natural sciences often become part of the conflicts while social sciences remain distant observers. Conflict management requires creativity: imagining new solutions, relating to, thinking and acting in new ways. Hence, stimulation of creative thinking might offer avenues for coping with conflicting situations. We tested new forms of interaction and opportunities of creative work in managing prolonged conflicts in a series of meetings between natural scientists, social scientists, artists and conflict mediation professionals. This article discusses the experiences emerging from this experimental process. Experimenting with creative working methods provided us with new tools to facilitate interaction in the conflicts we intervene in or study. However, we don't see arts-science collaborations as a panacea to resolving conflict situations. More than interactive skills and tools that would lead to a clear-cut end of conflicts, we emphasize the ability to reflect on our own practice and role in environmental conflicts. Creative experiments can be valuable in pointing out open questions, such as what is the role that scientists, artists and mediators take and should take in controversial situations

    Beyond Dry Feet? Experiences from a Participatory Water-Management Planning Case in The Netherlands

    Participation of stakeholders in planning processes is increasingly seen as an essential element in adaptive and integrated water management and sometimes a policy requirement from higher-level governance bodies. Despite an extensive literature on the advantages and disadvantages of public participation and criteria for effective participation, not much is known about how water managers should proceed in a given context. Water-management agencies have to face the challenge of effectively involving stakeholders in developing their water-management plans and must design and implement a balanced process approach among the available time, finances, organization, and facilitation without compromising their authority. This article presents a participatory planning process designed and implemented at Water Board "Hoogheemraadschap De Stichtse Rijnlanden" (HDSR) in the center of The Netherlands. For a period of 2 yrs, these three groups were involved in various ways, participating in different types of meetings and workshops, using a range of participatory tools and techniques. The process and results of the three groups were monitored and evaluated using a tailored evaluation strategy. This paper analyzes the way the design and implementation of the process is perceived by both the conveners and participants and suggests practical lessons for water managers. Based on our case, it is argued that a careful process design, a thorough and continuous stakeholder analysis, building reflective workshops within and after the process, and ensuring experienced and qualified process leaders can greatly enhance the adaptive capacity and successful outcome of the participatory planning process
