    Socio-hydrology: Use-inspired water sustainability science for the Anthropocene

    Water is at the core of the most difficult sustainability challenges facing humans in the modern era, involving feedbacks across multiple scales, sectors, and agents. We suggest that a transformative new discipline is necessary to address many and varied water-related challenges in the Anthropocene. Specifically, we propose socio-hydrology as a use-inspired scientific discipline to focus on understanding, interpretation, and scenario development of the flows and stocks in the human-modified water cycle across time and space scales. A key aspect of socio-hydrology is explicit inclusion of two-way feedbacks between human and water systems, which differentiates socio-hydrology from other inter-disciplinary disciplines dealing with water. We illustrate the potential of socio-hydrology through three examples of water sustainability problems, defined as paradoxes, which can only be fully resolved within a new socio-hydrologic framework that encompasses such two-way coupling between human and water systems

    Spanning Boundaries in an Arizona Watershed Partnership: Information Networks as Tools for Entrenchment or Ties for Collaboration?

    The need to develop successful collaborative strategies is an enduring problem in sustainable resource management. Our goal is to evaluate the relationship between information networks and conflict in the context of collaborative groundwater management in the rapidly growing central highland region of Arizona. In this region, water-management conflicts have emerged because of stakeholders’ differing geographic perspectives and competing scientific claims. Using social network analyses, we explored the extent to which the Verde River Basin Partnership (VRBP), which was charged with developing and sharing scientific information, has contributed to collaboration in the region. To accomplish this, we examined the role that this stakeholder partnership plays in reinforcing or overcoming the geographic, ideological, expert, and power conflicts among its members. Focusing on information sharing, we tested the extent to which several theoretically important elements of successful collaboration were evidenced by data from the VRBP. The structure of information sharing provides insight into ways in which barriers between diverse perspectives might be retained and elucidates weaknesses in the partnership. To characterize information sharing, we examined interaction ties among individuals with different geographic concerns, hierarchical scales of interest, belief systems (about science, the environment, and the role of the partnership), and self-identified expertise types. Results showed that the partnership’s information-sharing network spans most of these boundaries. Based on current theories of collaboration, we would expect the partnership network to be conducive to collaboration. We found that information exchanges are limited by differences in connection patterns across actor expertise and environmental-belief systems. Actors who view scientists as advocates are significantly more likely to occupy boundary-spanning positions, that appear to impede the success of the partnership. This analysis challenges widely held assumptions about the properties that separate successful collaborations from those that are less successful. It has implications for our understanding of the factors that constrain information processing, knowledge production, and collective-action capability in institutions

    Ego Network Properties as a Way to Reveal Conflict in Collaboration\u27s Clothing

    A need for successful collaborative strategies is an enduring problem in natural resource management. Several qualities of “successful” partnerships have been identified but few empirical studies have tested these claims against the information sharing structure of “unsuccessful” partnerships. This paper examines the ego networks of members in a partnership that has not successfully reached its goals as an illustration of the ways in which external ties relate to attitudes and relationships within a partnership. By focusing on information sharing frequencies, member ideologies, and power structure among organizations involved in a groundwater controversy, we test the extent to which the process and outcomes of participation align with conditions often used to indicate “success”. Results show that individuals who think that science is objective maintain information sharing ego networks that include a larger proportion of ties outside of the partnership than those who consider science to be less certain. Individuals who consider themselves a member of the partnership are more central to the network of organizations invited to join the partnership and maintain a greater proportions of unique ties relative to ties common across multiple actors. This case study challenges widely held assumptions about the properties of successful collaborations and supports claims that scientific discourse can be used to obscure debates over values

    Development and Validation Protocol for an Instrument to Measure Household Water Insecurity Across Cultures and Ecologies the Household Water InSecurity Experiences (HWISE) Scale

    Introduction A wide range of water-related problems contribute to the global burden of disease. Despite the many plausible consequences for health and well-being, there is no validated tool to measure individual- or household-level water insecurity equivalently across varying cultural and ecological settings. Accordingly, we are developing the Household Water Insecurity Experiences (HWISE) Scale to measure household-level water insecurity in multiple contexts. Methods and analysis After domain specification and item development, items were assessed for both content and face validity. Retained items are being asked in surveys in 28 sites globally in which waterrelated problems have been reported (eg, shortages, excess water and issues with quality), with a target of at least 250 participants from each site. Scale development will draw on analytic methods from both classical test and item response theories and include item reduction and factor structure identification. Scale evaluation will entail assessments of reliability, and predictive, convergent, and discriminant validity, as well as the assessment of differentiation between known groups. Ethics and dissemination Study activities received necessary ethical approvals from institutional review bodies relevant to each site. We anticipate that the final HWISE Scale will be completed by late 2018 and made available through open-access publication. Associated findings will be disseminated to public health professionals, scientists, practitioners and policymakers through peer-reviewed journals, scientific presentations and meetings with various stakeholders. Measures to quantify household food insecurity have transformed policy, research and humanitarian aid efforts globally, and we expect that an analogous measure for household water insecurity will be similarly impactful

    The Household Water InSecurity Experiences (HWISE) Scale: Development and Validation of a Household Water Insecurity Measure for Low-Income and Middle-Income Countries

    Objective Progress towards equitable and sufficient water has primarily been measured by population-level data on water availability. However, higher-resolution measures of water accessibility, adequacy, reliability and safety (ie, water insecurity) are needed to understand how problems with water impact health and well-being. Therefore, we developed the Household Water InSecurity Experiences (HWISE) Scale to measure household water insecurity in an equivalent way across disparate cultural and ecological settings. Methods Cross-sectional surveys were implemented in 8127 households across 28 sites in 23 low-income and middle-income countries. Data collected included 34 items on water insecurity in the prior month; socio-demographics; water acquisition, use and storage; household food insecurity and perceived stress. We retained water insecurity items that were salient and applicable across all sites. We used classical test and item response theories to assess dimensionality, reliability and equivalence. Construct validity was assessed for both individual and pooled sites using random coefficient models. Findings Twelve items about experiences of household water insecurity were retained. Items showed unidimensionality in factor analyses and were reliable (Cronbach’s alpha 0.84 to 0.93). The average non-invariance rate was 0.03% (threshold \u3c25%), indicating equivalence of measurement and meaning across sites. Predictive, convergent and discriminant validity were also established. Conclusions The HWISE Scale measures universal experiences of household water insecurity across low-income and middle-income countries. Its development ushers in the ability to quantify the prevalence, causes and consequences of household water insecurity, and can contribute an evidence base for clinical, public health and policy recommendations regarding water

    Abstract Household survey data from 27 sites in 22 countries were collected in 2017–2018 in order to construct and validate a cross-cultural household-level water insecurity scale. The resultant Household Water Insecurity Experiences (HWISE) scale presents a useful tool for monitoring and evaluating water interventions as a complement to traditional metrics used by the development community. It can also help track progress toward achievement of Sustainable Development Goal 6 ‘clean water and sanitation for all’. We present HWISE scale scores from 27 sites as comparative data for future studies using the HWISE scale in low- and middle-income contexts. Site-level mean scores for HWISE-12 (scored 0–36) ranged from 1.64 (SD 4.22) in Pune, India, to 20.90 (7.50) in Cartagena, Colombia, while site-level mean scores for HWISE-4 (scored 0–12) ranged from 0.51 (1.50) in Pune, India, to 8.21 (2.55) in Punjab, Pakistan. Scores tended to be higher in the dry season as expected. Data from this first implementation of the HWISE scale demonstrate the diversity of water insecurity within and across communities and can help to situate findings from future applications of this tool

    Improving community health through marketing exchanges: A participatory action research study on water, sanitation, and hygiene in three Melanesian countries

    Diseases related to poor water, sanitation and hygiene (WaSH) are major causes of mortality and morbidity. While pursuing marketing approaches to WaSH to improve health outcomes is often narrowly associated with monetary exchange, marketing theory recognises four broad marketing exchange archetypes: market-based, non-market-based, command-based and culturally determined. This diversity reflects the need for parameters broader than monetary exchange when improving WaSH. This study applied a participatory action research process to investigate how impoverished communities in Melanesian urban and peri-urban informal settlements attempt to meet their WaSH needs through marketing exchange. Exchanges of all four archetypes were present, often in combination. Motivations for participating in the marketing exchanges were based on social relationships alongside WaSH needs, health aspirations and financial circumstances. By leveraging these motivations and pre-existing, self-determined marketing exchanges, WaSH practitioners may be able to foster WaSH marketing exchanges consistent with local context and capabilities, in turn improving community physical, mental and social health
