    Simply stated, this paper proposes revitalization of a long dormant Hawaiian legislative plan to create a state-of-the-art facility in the Aloha State specializing in avoiding, managing and resolving international commercial conflicts using methods other than traditional litigation. The paper\u27s premise is that a mid-Pacific facility specializing in the use of non-litigation methods for dealing with Pacific Rim transnational commercial disputes would both enhance Pacific Rim commerce, in general, and posture Hawaii as a major player in that valuable and rapidly growing sector of global affairs

Цель работы – разработать методику идентификации сварных соединений контейнеров с ОЯТ и РАО. В процессе исследования проводилась разработка методики идентификации текстурных особенностей поверхностей сварных соединений, рассмотрены вопросы технологии и компонентов систем реконструкции, рассмотрены аспекты социальной ответственности и финансового менеджмента. В результате исследования разработана методики идентификации сварных соединений с помощью оптических методов сканирования. Значимость работы состоит в том, что система позволяет увеличить эффективность систем идентификации учетных единиц.Master's thesis consist of 110 pages, 27 illustrations, 41 references and 9 attaches. The objects of research are methods of optical two-dimensional and three-dimensional reconstruction. Purpose of this work is to develop methodology for the identification containers welds with spent nuclear fuel and radioactive waste. The study was carried out to develop methods of identification textural features of surfaces of welds, the issues of technology and components renovation systems, considered aspects of social responsibility and financial management. This study developed a technique of identification of welded joints using optical scanning techniques. The significance of the work lies in the fact that the system allows to increase the efficiency identification systems

This in turn will benefit the design of cognitive robots capable of learning to handle and manipulate objects and tools autonomously, to cooperate and communicate with other robots and humans, and to adapt their abilities to changing internal, environmental, and social conditions. Four key areas of research challenges are discussed, specifically for the issues related to the understanding of: 1) how agents learn and represent compositional actions; 2) how agents learn and represent compositional lexica; 3) the dynamics of social interaction and learning; and 4) how compositional action and language representations are integrated to bootstrap the cognitive system. The review of specific issues and progress in these areas is then translated into a practical roadmap based on a series of milestones. These milestones provide a possible set of cognitive robotics goals and test scenarios, thus acting as a research roadmap for future work on cognitive developmental robotics.Peer reviewe

    Production of 26Al in stellar hydrogen-burning environments: spectroscopic properties of states in 27Si

    Model predictions of the amount of the radioisotope 26Al produced in hydrogen-burning environments require reliable estimates of the thermonuclear rates for the 26gAl(p,{\gamma})27Si and 26mAl(p,{\gamma})27Si reactions. These rates depend upon the spectroscopic properties of states in 27Si within about 1 MeV of the 26gAl+p threshold (Sp = 7463 keV). We have studied the 28Si(3He,{\alpha})27Si reaction at 25 MeV using a high-resolution quadrupole-dipole-dipole-dipole magnetic spectrograph. For the first time with a transfer reaction, we have constrained J{\pi} values for states in 27Si over Ex = 7.0 - 8.1 MeV through angular distribution measurements. Aside from a few important cases, we generally confirm the energies and spin-parity assignments reported in a recent {\gamma}-ray spectroscopy study. The magnitudes of neutron spectroscopic factors determined from shell-model calculations are in reasonable agreement with our experimental values extracted using this reaction.Comment: accepted for publication in Phys.     Absolute Determination of the 22Na(p,g) Reaction Rate in Novae

    Gamma-ray telescopes in orbit around the Earth are searching for evidence of the elusive radionuclide 22Na produced in novae. Previously published uncertainties in the dominant destructive reaction, 22Na(p,g)23Mg, indicated new measurements in the proton energy range of 150 to 300 keV were needed to constrain predictions. We have measured the resonance strengths, energies, and branches directly and absolutely by using protons from the University of Washington accelerator with a specially designed beamline, which included beam rastering and cold vacuum protection of the 22Na implanted targets. The targets, fabricated at TRIUMF-ISAC, displayed minimal degradation over a ~ 20 C bombardment as a result of protective layers. We avoided the need to know the stopping power, and hence the target composition, by extracting resonance strengths from excitation functions integrated over proton energy. Our measurements revealed that resonance strengths for E_p = 213, 288, 454, and 610 keV are stronger by factors of 2.4 to 3.2 than previously reported. Upper limits have been placed on proposed resonances at 198-, 209-, and 232-keV. We have re-evaluated the 22Na(p,g) reaction rate, and our measurements indicate the resonance at 213 keV makes the most significant contribution to 22Na destruction in novae. Hydrodynamic simulations including our rate indicate that the expected abundance of 22Na ejecta from a classical nova is reduced by factors between 1.5 and 2, depending on the mass of the white-dwarf star hosting the nova explosion.Comment: 20 pages, 18 figures; shortened paper, accepted in Phys.     Absolute fluorescence and absorption measurements over a dynamic range of 106 with cavity-enhanced laser-induced fluorescence

    We present a novel spectroscopic technique that exhibits high sensitivity and a large dynamic range for the measurement of absolute absorption coefficients. We perform a simultaneous and correlated laser-induced fluorescence and cavity ring-down measurement of the same sample in a single pulsed laser beam. The combined measurement offers a large dynamic range and a lower limit of detection than either technique on its own. The methodology, dubbed cavity-enhanced laser-induced fluorescence, is developed and rigorously tested against the electronic spectroscopy of 1,4-bis(phenylethynyl)benzene in a molecular beam and density measurements in a cell. We outline how the method can be used to determine absolute quantities, such as sample densities, absorption cross sections, and fluorescence quantum yields, particularly in spatially confined samples

    Fungal-assisted algal flocculation: Application in wastewater treatment and biofuel production

    Background The microalgal-based industries are facing a number of important challenges that in turn affect their economic viability. Arguably the most important of these are associated with the high costs of harvesting and dewatering of the microalgal cells, the costs and sustainability of nutrient supplies and costly methods for large scale oil extraction. Existing harvesting technologies, which can account for up to 50% of the total cost, are not economically feasible because of either requiring too much energy or the addition of chemicals. Fungal-assisted flocculation is currently receiving increased attention because of its high harvesting efficiency. Moreover, some of fungal and microalgal strains are well known for their ability to treat wastewater, generating biomass which represents a renewable and sustainable feedstock for bioenergy production. Results We screened 33 fungal strains, isolated from compost, straws and soil for their lipid content and flocculation efficiencies against representatives of microalgae commercially used for biodiesel production, namely the heterotrophic freshwater microalgae Chlorella protothecoides and the marine microalgae Tetraselmis suecica. Lipid levels and composition were analyzed in fungal-algal pellets grown on media containing alternative carbon, nitrogen and phosphorus sources from wheat straw and swine wastewater, respectively. The biomass of fungal-algal pellets grown on swine wastewater was used as feedstock for the production of value-added chemicals, biogas, bio-solids and liquid petrochemicals through pyrolysis. Co-cultivation of microalgae and filamentous fungus increased total biomass production, lipid yield and wastewater bioremediation efficiency. Conclusion Fungal-assisted microalgal flocculation shows significant potential for solving the major challenges facing the commercialization of microalgal biotechnology, namely (i) the efficient and cost-effective harvesting of freshwater and seawater algal strains; (ii) enhancement of total oil production and optimization of its composition; (iii) nutrient supply through recovering of the primary nutrients, nitrogen and phosphates and microelements from wastewater. The biomass generated was thermochemically converted into biogas, bio-solids and a range of liquid petrochemicals including straight-chain C12 to C21 alkanes which can be directly used as a glycerine-free component of biodiesel. Pyrolysis represents an efficient alternative strategy for biofuel production from species with tough cell walls such as fungi and fungal-algal pellets

    Pair correlations in nuclei involved in neutrinoless double beta decay: 76Ge and 76Se

    Precision measurements were carried out to test the similarities between the ground states of 76Ge and 76Se. The extent to which these two nuclei can be characterized as consisting of correlated pairs of neutrons in a BCS-like ground state was studied. The pair removal (p,t) reaction was measured at the far forward angle of 3 degrees. The relative cross sections are consistent (at the 5% level) with the description of these nuclei in terms of a correlated pairing state outside the N=28 closed shells with no pairing vibrations. Data were also obtained for 74Ge and 78Se
