    Bogged Down Trying to Define Federal Wetlands

    This article examines these cases as well as the history, policies, and rationales behind identifying and conserving wetlands. It proposes a unique analytical method for valuation of wetlands. Under the proposed analysis, government agencies and landowners would be required to prepare economic impact statements containing cost/benefit analyses measuring the effects of wetlands delineations upon land values. These analyses would provide the basis for determining the value of preserving wetlands ecosystems as well as the basis for determining fair compensation payable to landowners in the event they suffer land use or income loss as a result of wetlands delineations

    Systematic review and meta-analysis of the association between childhood overweight and obesity and primary school diet and physical activity policies.

    Open Access ArticleObesity is a major public health concern and there are increasing calls for policy intervention. As obesity and the related health conditions develop during childhood, schools are being seen as important locations for obesity prevention, including multifaceted interventions incorporating policy elements. The objective of this systematic review was to evaluate the effects of policies related to diet and physical activity in schools, either alone, or as part of an intervention programme on the weight status of children aged 4 to 11 years. A comprehensive and systematic search of medical, education, exercise science, and social science databases identified 21 studies which met the inclusion criteria. There were no date, location or language restrictions. The identified studies evaluated a range of either, or both, diet and physical activity related policies, or intervention programmes including such policies, using a variety of observational and experimental designs. The policies were clustered into those which sought to affect diet, those which sought to affect physical activity and those which sought to affect both diet and physical activity to undertake random effects meta-analysis. Within the diet cluster, studies of the United States of America National School Lunch and School Breakfast Programs were analysed separately; however there was significant heterogeneity in the pooled results. The pooled effects of the physical activity, and other diet related policies on BMI-SDS were non-significant. The multifaceted interventions tended to include policy elements related to both diet and physical activity (combined cluster), and although these interventions were too varied to pool their results, significant reductions in weight-related outcomes were demonstrated. The evidence from this review suggests that, when implemented alone, school diet and physical activity related policies appear insufficient to prevent or treat overweight or obesity in children, however, they do appear to have an effect when developed and implemented as part of a more extensive intervention programme. Additional evidence is required before recommendations regarding the focus of policies can be made and therefore, increased effort should be made to evaluate the effect of policies and policy containing intervention programmes upon weight status.Medical Research Council (MRC)National Institute for Health Research (NIHR

    Global Macroevolution and Macroecology of Passerine Song

    Studying the macroevolution of the songs of Passeriformes (perching birds) has proved challenging. The complexity of the task stems not just from the macroevolutionary and macroecological challenge of modeling so many species, but also from the difficulty in collecting and quantifying birdsong itself. Using machine learning techniques, we extracted songs from a large citizen science dataset, and then analyzed the evolution, and biotic and abiotic predictors of variation in birdsong across 578 passerine species. Contrary to expectations, we found few links between life‐history traits (monogamy and sexual dimorphism) and the evolution of song pitch (peak frequency) or song complexity (standard deviation of frequency). However, we found significant support for morphological constraints on birdsong, as reflected in a negative correlation between bird size and song pitch. We also found that broad‐scale biogeographical and climate factors such as net primary productivity, temperature, and regional species richness were significantly associated with both the evolution and present‐day distribution of bird song features. Our analysis integrates comparative and spatial modeling with newly developed data cleaning and curation tools, and suggests that evolutionary history, morphology, and present‐day ecological processes shape the distribution of song diversity in these charismatic and important birds

    Hypertension Canada's 2018 Guidelines for the Management of Hypertension in Pregnancy

    We present Hypertension Canada's inaugural evidence-based Canadian recommendations for the management of hypertension in pregnancy. Hypertension in pregnancy is common, affecting approximately 7% of pregnancies in Canada, and requires effective management in order to reduce maternal, fetal and newborn complications. Given this importance, these guidelines were developed in partnership with the Society of Obstetricians and Gynaecologists of Canada with the main common objective of improving the management of women with hypertension in pregnancy. Guidelines for the diagnosis, assessment, prevention and treatment of hypertension in adults and children are published separately. In this first Hypertension Canada Guidelines for hypertension in pregnancy, seven recommendations for the management of non-severe and severe hypertension in pregnancy are presented. For non-severe hypertension in pregnancy (systolic blood pressure 140-159 mm Hg and/or diastolic blood pressure 80-109 mm Hg), we provide guidance for the threshold for initiation of antihypertensive therapy, blood pressure targets, as well as first- and second-line antihypertensive medications. Severe hypertension (systolic blood pressure ≥160 mm Hg and/or diastolic blood pressure ≥110 mm Hg) requires urgent antihypertensive therapy to reduce maternal, fetal and newborn adverse outcomes. From highlighting key aspects of the design to illustrating lessons learned from the operation of this complex system, this paper will attempt to educate the reader on why some subsystems operated flawlessly and why specific vulnerabilities were exposed in others.     Dissecting the Mid-Infrared Heart of M83 with JWST

    We present a first look at the MRS observations of the nucleus of the spiral galaxy M83, taken with MIRI onboard JWST. The observations show a rich set of emission features from the ionized and warm molecular gas, as well as traces of the dust properties in this highly star forming environment. To begin dissecting the complex processes taking place in this part of the galaxy, we divide the nucleus observations into four different regions. We find that the strength of the emission features appears to strongly vary in all four regions, with the south-east region displaying the weakest features tracing both the dust continuum and ISM properties. Comparison between the cold molecular gas traced by the 12^{12}CO (1-0) transition with ALMA and the H2_2 0-0 S(1) transition showed a similar spatial distribution throughout the nucleus. This is in contrast to the distribution of the much warmer H2_2 emission from the S(7) transition found to be concentrated mainly around the optical nucleus. We modeled the H2_2 excitation using the rotational emission lines and estimate a total molecular gas mass accounting for the warm H2_2 component of M(>>50 K)H2_{\rm H_{2}} = 59.33 (±4.75\pm 4.75) ×\times 106^{6} M_{\odot}. We compared this value to the total molecular gas mass inferred by probing the cold H2_2 gas through the 12^{12}CO (1-0) emission, M(CO)H2_{\rm H_{2}} = 14.99 ×\times 106^{6} M_{\odot}. Our findings indicate that \sim75\% of the total molecular gas mass in the core of M83 is contained in the warm H2_2 component. We also identify [OIV]25.89 μ\mum and [FeII]25.99 μ\mum emission (indicative of shocks) in all four nuclear regions with the strongest emission originating from the north-west section. We propose that the diffuse [FeII]25.99 μ\mum emission is an indication of the combined effects of both the collective supernova explosions and the starbursts themselves.Comment: 13 pages, 3 Tables, 8 Figures, to be submitted to Ap
