Monitoring of Cape Vulture (Gyps coprotheres) breeding colonies in the Magaliesberg, South Africa: 2007-2009
Cape Vultures (Gyps coprotheres) at three colonies, Skeerpoort, Roberts’ Farm and Nooitgedacht, in the Magaliesberg range in South Africa were monitored during 2007- 2009 to determine their breeding success and population trends. All three colonies showed high levels of breeding success, but while Nooitgedacht and Roberts’ Farm supported increased numbers of breeding pairs over the monitoring period, Skeerpoort (the largest) showed a dramatic decline between 2008 and 2009, the cause of which is unknown.Keywords: Monitoring, breeding colonies, Magaliesberg, South Africa, Cape Vulture, Gyps coprothere
Designation of Medically Underserved and Health Professional Shortage Areas: Analysis of the Public Comments on the Withdrawn Proposed Regulation
In February 2008, the Health Resources and Services Administration (HRSA) proposed new regulations that would have modified and combined the Health Professional Shortage Area (HPSA) and Medically Underserved Area/Population (MUA/P) designation processes. The comment period was extended twice in response to the large volume of comments, through June 30th. On July 23rd, HRSA effectively withdrew the proposed rule, announcing that in light of its preliminary review of comments, the agency had elected to develop a new proposal. This Research Brief highlights some of the salient issues surrounding the proposed rule, based on an analysis of the public comments by researchers at the George Washington University School of Public Health and Health Services and the RCHN Community Health Foundation.
Of the total 725 comments filed, 205 comments were received prior to the end of the first comment period (April 29, 2008), while the majority - 520 - were received subsequent to the extension of the initial comment period. Analysis of the comments underscores that opposition was broad, particularly once the comment period was extended and commenters had the opportunity to offer specific analysis beyond a simple extension request. Seventy-eight percent of post-extension commenters specifically recommended that the regulation be withdrawn and/or recommended increased stakeholder involvement in the rulemaking.
Our review of the comments suggests that while redesigning the regulation, the agency should: Consider engaging stakeholders through a more formal engagement process; Provide a complete explanation of the policy effects of any proposed changes; Develop specific approaches to designating communities experiencing medical underservice separately from communities that experience an actual shortage of primary health care professionals; and Devise a provider shortage measure that reflects an appropriate standard of care
Strategic responses to global challenges: The case of European banking, 1973–2000
In applying a strategy, structure, ownership and performance (SSOP) framework to three major clearing banks (ABN AMRO, UBS, Barclays), this article debates whether the conclusions generated by Whittington and Mayer about European manufacturing industry can be applied to the financial services sector. While European integration plays a key role in determining strategy, it is clear that global factors were far more important in determining management actions, leading to significant differences in structural adaptation. The article also debates whether this has led to improved performance, given the problems experienced with both geographical dispersion and diversification, bringing into question the quality of decision-making over the long term
Trematodes of the Great Barrier Reef, Australia: emerging patterns of diversity and richness in coral reef fishes
The Great Barrier Reef holds the richest array of marine life found anywhere in Australia, including a diverse and fascinating parasite fauna. Members of one group, the trematodes, occur as sexually mature adult worms in almost all Great Barrier Reef bony fish species. Although the first reports of these parasites were made 100 years ago, the fauna has been studied systematically for only the last 25 years. When the fauna was last reviewed in 1994 there were 94 species known from the Great Barrier Reef and it was predicted that there might be 2,270 in total. There are now 326 species reported for the region, suggesting that we are in a much improved position to make an accurate prediction of true trematode richness. Here we review the current state of knowledge of the fauna and the ways in which our understanding of this fascinating group is changing. Our best estimate of the true richness is now a range, 1,100–1,800 species. However there remains considerable scope for even these figures to be incorrect given that fewer than one-third of the fish species of the region have been examined for trematodes. Our goal is a comprehensive characterisation of this fauna, and we outline what work needs to be done to achieve this and discuss whether this goal is practically achievable or philosophically justifiable
Long-Term Functionality of Rural Water Services in Developing Countries: A System Dynamics Approach to Understanding the Dynamic Interaction of Causal Factors
Research has shown that sustainability of rural water infrastructure in developing countries is largely affected by the dynamic and systemic interactions of technical, social, financial, institutional, and environmental factors that can lead to premature water system failure. This research employs systems dynamic modeling, which uses feedback mechanisms to understand how these factors interact dynamically to influence long-term rural water system functionality. To do this, the research first identified and aggregated key factors from literature, then asked water sector experts to indicate the polarity and strength between factors through Delphi and cross impact survey questionnaires, and finally used system dynamics modeling to identify and prioritize feedback mechanisms. The resulting model identified 101 feedback mechanisms that were dominated primarily by three and four-factor loops that contained some combination of the factors: Water System Functionality, Community, Financial, Government, Management, and Technology. These feedback mechanisms were then scored and prioritized, with the most dominant feedback mechanism identified as Water System Functionality – Community – Finance – Management. This research offers insight into the dynamic interaction of factors impacting sustainability of rural water infrastructure through the identification of these feedback mechanisms and makes a compelling case for future research to longitudinally investigate the interaction of these factors in various contexts
Spontaneous Local Gamma Oscillation Selectively Enhances Neural Network Responsiveness
Synchronized oscillation is very commonly observed in many neuronal systems and
might play an important role in the response properties of the system. We have
studied how the spontaneous oscillatory activity affects the responsiveness of a
neuronal network, using a neural network model of the visual cortex built from
Hodgkin-Huxley type excitatory (E-) and inhibitory (I-) neurons. When the
isotropic local E-I and I-E synaptic connections were sufficiently strong, the
network commonly generated gamma frequency oscillatory firing patterns in
response to random feed-forward (FF) input spikes. This spontaneous oscillatory
network activity injects a periodic local current that could amplify a weak
synaptic input and enhance the network's responsiveness. When E-E
connections were added, we found that the strength of oscillation can be
modulated by varying the FF input strength without any changes in single neuron
properties or interneuron connectivity. The response modulation is proportional
to the oscillation strength, which leads to self-regulation such that the
cortical network selectively amplifies various FF inputs according to its
strength, without requiring any adaptation mechanism. We show that this
selective cortical amplification is controlled by E-E cell interactions. We also
found that this response amplification is spatially localized, which suggests
that the responsiveness modulation may also be spatially selective. This
suggests a generalized mechanism by which neural oscillatory activity can
enhance the selectivity of a neural network to FF inputs

This paper explores that application of evolutionary approaches to the study of entrepreneurship. It is argued an evolutionary theory of entrepreneurship must give as much concern to the foundations of evolutionary thought as it does the nature entrepreneurship. The central point being that we must move beyond a debate or preference of the natural selection and adaptationist viewpoints. Only then can the interrelationships between individuals, firms, populations and the environments within which they interact be better appreciated

A Proposal for a Three Detector Short-Baseline Neutrino Oscillation Program in the Fermilab Booster Neutrino Beam
A Short-Baseline Neutrino (SBN) physics program of three LAr-TPC detectors
located along the Booster Neutrino Beam (BNB) at Fermilab is presented. This
new SBN Program will deliver a rich and compelling physics opportunity,
including the ability to resolve a class of experimental anomalies in neutrino
physics and to perform the most sensitive search to date for sterile neutrinos
at the eV mass-scale through both appearance and disappearance oscillation
channels. Using data sets of 6.6e20 protons on target (P.O.T.) in the LAr1-ND
and ICARUS T600 detectors plus 13.2e20 P.O.T. in the MicroBooNE detector, we
estimate that a search for muon neutrino to electron neutrino appearance can be
performed with ~5 sigma sensitivity for the LSND allowed (99% C.L.) parameter
region. In this proposal for the SBN Program, we describe the physics analysis,
the conceptual design of the LAr1-ND detector, the design and refurbishment of
the T600 detector, the necessary infrastructure required to execute the
program, and a possible reconfiguration of the BNB target and horn system to
improve its performance for oscillation searches.Comment: 209 pages, 129 figure

Morale is high in acute inpatient psychiatry
Background: Morale on acute psychiatric wards has been considered to be problematic, and is reported to contribute to low quality patient care.
Aim: To assess the relationship of staff morale to patient, service environment, physical environment, patient routines, conflict, containment, staff demographics, and staff group variables.
Method: A multivariate cross sectional study was undertaken collecting data on morale and other variables on 136 acute admission psychiatric wards in England.
Results: Morale was higher than published comparison samples. Length of time in post was correlated with low morale, and qualified nurses had higher emotional exhaustion but also higher personal accomplishment. The level of verbal abuse on a ward was associated with low morale, as was a higher level of social deprivation among patients. Higher levels of order and organisation correlated with better morale.
Conclusions: Clear policies relating to the management of verbal abuse by patients, high levels of order and organisation, and staff rotation and education, may all support high morale. Acute inpatient psychiatry is generally a happy and rewarding work environment, and identified problems are likely to be due to other factors
