West African monsoon 2012
Living up to its reputation as a highly variable climate system, the West African Monsoon (WAM) 2012 contrasted strikingly with the previous year. In 2011, the West African rainy season was delayed, patchy, and irregular. In 2012, whilst it was anomalously wet in many area, the Guinea coastal countries and some crucial agricultural regions remained very dry, persisting from the previous year. As a result, 2012 generated the third big food crisis to hit the region in the last seven years. The 2012 WAM forecast, observed climate conditions and the ongoing socio-economic implications for the region are reviewed here
Feeding the Worlth Healthily: the Challenge of Measuring the effects of Agriculture on Health
Agricultural production, food systems and population health are intimately linked. While there is a strong evidence base to inform our knowledge of what constitutes a healthy human diet, we know little about actual food production or consumption in many populations and how developments in the food and agricultural system will affect dietary intake patterns and health. The paucity of information on food production and consumption is arguably most acute in low- and middle-income countries, where it is most urgently needed to monitor levels of under-nutrition, the health impacts of rapid dietary transition and the increasing ‘double burden’ of nutrition-related disease. Food availability statistics based on food commodity production data are currently widely used as a proxy measure of national-level food consumption, but using data from the UK and Mexico we highlight the potential pitfalls of this approach. Despite limited resources for data collection, better systems of measurement are possible. Important drivers to improve collection systems may include efforts to meet international development goals and partnership with the private sector. A clearer understanding of the links between the agriculture and food system and population health will ensure that health becomes a critical driver of agricultural change

Food production and consumption in Bamyan Province, Afghanistan: the challenges of sustainability and seasonality for dietary diversity
In Asia, high levels of malnutrition threaten the health and livelihoods of millions of households. This paper concentrates on linkages between agriculture and nutrition in Afghanistan where food and nutrition insecurity are increasing and agricultural sustainability is increasingly compromised by climate change. We explore seasonal patterns of food production and consumption in the remote and robust ecological environment of Shah Foladi, Bamyan Province. Analysis of qualitative data from household interviews in eight villages has provided a wealth of insights into the seasonality of diets. Even within a broadly homogeneous environment, households
were found to be markedly heterogeneous in respect of their assets, production, market, finance and employment strategies. The so-called ‘lean season’ was found to
vary accordingly. Nevertheless, a general lack of dietary diversity during much of the year is likely to cause micronutrient malnutrition, especially for the vulnerable groups of children, adolescent girls and women. Potential interventions are proposed which need to account for the local context in order to overcome the natural and political constraints. These strategies include agricultural innovation and multi-sectoral policy
approaches. In the end, reducing national insecurity is a pre-requisite for sustainable improvement in nutrition-sensitive agricultural development
Assessing multidimensional food system risks in Asia and the Pacific : INsights on Food SystEm Risks – INFER
This working paper introduces INFER (INsights on Food SystEm Risks), a risk assessment framework that provides insights into multidimensional risks to three food system outcomes: human health and nutrition; ecosystem health and sustainability; and shared prosperity. It spans six dimensions of food security. Building on publicly available data, INFER enables tracking of risk over time and comparison across countries. It therefore strengthens the tools available for food systems monitoring and for ensuring that food systems resilience-building strategies are risk-informed. The results of applying INFER for Asia and the Pacific are presented, including profiles for Bangladesh, Fiji, Kazakhstan, Lao People’s Democratic Republic, Pakistan, Sri Lanka and Uzbekistan, which have been prepared using international, rather than national, data sources.</p
Wild food collection and nutrition under commercial agriculture expansion in agriculture-forest landscapes
Wild food constitutes a substantial part of household food consumption around the world, but rapid land use changes influence the availability of wild foods, which has implications for smallholders' food and nutrient intake. With increasing commercial agriculture and biodiversity conservation efforts in forested tropical regions, many shifting cultivation systems are being intensified and their extent restricted. Studies examining the consequences of such pressures commonly overlook the diminishing role of wild food. Using a combination of collection diaries, participant observation, remote sensing, and interviews, we examined the role of agriculture-forest landscapes in the provision of wild food in rapidly transforming shifting cultivation communities in northern Laos. We found that wild food contributed less to human diets in areas where pressure on land from commercial agriculture and conservation efforts was more intense. Our results demonstrate that increasing pressure on land creates changes in the shifting cultivation landscape and people's use thereof with negative effects on the quality of nutrition, including protein deficiency, especially in communities adjacent to core conservation areas. The impact of adoption of conservation agriculture on smallholder farmers’ food security in semi-arid zones of southern Africa
BACKGROUND
In southern Africa, conservation agriculture (CA) has received a lot of research and promotional support from various organizations in the past decades. Conservation agriculture is largely promoted as one of the few win–win technologies affordable to farmers, in the sense that potentially it improves farmers’ yields (in the long term) at the same time conserving the environment. This is because conservation agriculture reduces nitrogen loss in the soil, promotes water and soil conservation and improves agronomic use efficiency of applied nutrients. However, some concerns have been raised over the feasibility of conservation agriculture on smallholder farms given constraints imposed by the biophysical and institutional realities under which smallholder farmers operate. The main aim of this study is to answer the question whether conservation agriculture is resulting in tangible livelihood outcomes to smallholder farmers. The counterfactual outcome approach was used to estimate ex post impact of conservation agriculture adoption on one of the key livelihood outcomes—food security.
RESULTS
The study that utilized a data set covering 1623 households in Zimbabwe, Malawi and Mozambique found no significant impact of conservation agriculture adoption on Food Consumption Score of farmers in Zimbabwe and Malawi. Possible reasons for the insignificant of CA impact on food security in Zimbabwe and Malawi could include the small land areas currently devoted to CA, and the failure to implement the full complement of practices necessary to set off the biophysical process that are expected to drive yield increases. In Mozambique, conservation agriculture significantly improved the Food Consumption Score for farmers exposed to the technology. A possible reason for effectiveness of CA in Mozambique could be due to the fact that often CA is being promoted together with other better cropping management practices such as timely weeding and improved seed varieties, which are poorly practiced by the generality of farmers in a country just emerging from a war period.
CONCLUSION
This paper provides one of the few ex post assessments of the impact of conservation agriculture adoption on household livelihood outcomes—food security. Given the mixed findings, the study suggests that conservation agriculture farmers in the three countries need to be supported to adopt a value chain approach to conservation agriculture. This entails the introduction of commercial or high-value crops in the conservation agriculture programmes, value addition on farmers produce, access to the necessary support services such as markets for seed, fertilizer, herbicides and equipment as well as reliable extension. We believe that under such circumstances conservation agriculture can effectively reduce food insecurity and poverty in the medium to long term
Multifunctionality of Agriculture Products: Towards Collaborative Policy Guidelines on Sustainable Agro-Related Fuel Development

This is a reasoned view under the United Nations rights-based theories and practice. Within this context, there are voluntary guidelines according to which countries must secure an adequate food supply. Nevertheless, agro-related fuel has recently attracted scientific and commercial attention, following revolutionary thinking concerning the multifunctionality nature of agriculture products and the innovative use of crop resources as conduits in building our energy security and promoting economic growth. Consequently, many countries may be facing the need for strategic decision-making in developing an agro-related fuel programme, given the lack of a credible global framework to inform policy approaches. On the back of this complexity, a key objective of this paper is to provide a critical assessment of whether a credible global collaborative framework can bring much-needed certainty to enable developing countries to weigh up the importance and risks involved and to manage all of the related biodiversity intricacies connected to agro-related policy development in relation to the realisation of sustainable food security.Peer reviewedFinal Accepted Versio
ICDS in India: Policy, Design and Delivery Issues
India's excellent economic growth in the last two decades has made little impact on the nutrition levels of its children. Its main intervention, the Integrated Child Development Services (ICDS) programme, has not yet succeeded in reducing child malnutrition. The programme is reaching less than one?third of all children. ICDS also faces substantial operational challenges, such as lack of monitoring. The article discusses the flaws in the design of ICDS, and suggests practical measures to improve its implementation. It argues that the basic nature of the ICDS scheme should be changed from centre?based to outreach?based, with a focus on children under two years old. The emphasis should be on the difficult tasks of changing child?rearing practices, and the control and treatment of infectious diseases. The article argues against provision of packaged food, as this is unpopular with young children and has led to corruption
The Socioeconomic Determinants of HIV/AIDS Infection Rates in Lesotho, Malawi, Swaziland and Zimbabwe
This paper uses data from the Demographic and Health Survey to analyze the relationship between HIV status and the socioeconomic and demographic characteristics of adults in Lesotho, Malawi, Swaziland and Zimbabwe. We construct the HIV/AIDS risk profile of the average adult, compute the values of age, education and wealth where the estimated probability of infection assumes its highest value, and we determine the percentage of adults for which age, education and wealth are positively correlated with the probability of infection. We find that in all the four countries: (i) the probability of being HIV positive is higher for women than for men; (ii) the likelihood of infection is higher for urban residents than for rural residents; and (iii) there is an inverted-U relationship between age and HIV status. We also find that unlike gender, rural/urban residence and age, the relationship between the probability of HIV infection and wealth, education and marital status varies by country. Our results provide support for country specific and more targeted HIV policies and programs
