The author reviews a concept of «national consent» as a variety of communication between power and community. The basic types of social consent are determined: consent as legitimization of power on the part of society, consent as a definite variety of identity («national consent»), consent as a consensus in politics

Objective - Although junctional adhesion molecule-A (JAM-A) has recently been implicated in leukocyte recruitment on early atherosclerotic endothelium and after reperfusion injury, its role in neointima formation after arterial injury remains to be elucidated. Methods and Results - Here we show that the genetic deletion of JAM-A in apolipoprotein E - deficient (apoE(-/-)) mice significantly reduced neointimal hyperplasia after wire injury of carotid arteries without altering medial area. This was associated with a significant decrease in neointimal macrophage content, whereas the relative content of smooth muscle cells and endothelial recovery was unaltered in JAM-A(-/-) apoE(-/-) compared with JAM-A(-/-) apoE(-/-) lesions. In carotid arteries perfused ex vivo, deficiency in JAM-A significantly impaired the recruitment of monocytes 1 week, but not 1 day, after injury. These effects were paralleled by an attenuation of monocyte arrest and transmigration on activated JAM-A(-/-) apoE(-/-) versus JAM-A(-/-) apoE(-/-) endothelial cells under flow conditions in vitro. A mechanism underlying reduced recruitment was implied by findings that the luminal expression of the arrest chemokine RANTES in injured arteries and its endothelial deposition by activated platelets in vitro were diminished by JAM-A deficiency. Conclusions - Our data provide the first evidence to our knowledge for a crucial role of JAM-A in accelerated lesion formation and monocyte infiltration in atherosclerosis-prone mice

Characterization of elastic scattering near a Feshbach resonance in rubidium 87

The s-wave scattering length for elastic collisions between 87Rb atoms in the state |f,m_f>=|1,1> is measured in the vicinity of a Feshbach resonance near 1007 G. Experimentally, the scattering length is determined from the mean-field driven expansion of a Bose-Einstein condensate in a homogeneous magnetic field. The scattering length is measured as a function of the magnetic field and agrees with the theoretical expectation. The position and the width of the resonance are determined to be 1007.40 G and 0.20 G, respectively.Comment: 4 pages, 2 figures minor revisions: added Ref.6, included error bar

The relevance of this report due to the presence of problems in the field of budgetary control at all levels of the Russian budget system, which leads to numerous cases of misuse and inefficient use of budget funds and other public property, overestimation of the cost of purchased goods, works and services for state and municipal needs, the use of other corruption schemes in the budget mechanism

The role of interparticle heterogeneities in the selenization pathway of Cu Zn Sn S nanoparticle thin films a real time study

Real time energy dispersive X ray diffraction EDXRD analysis has been utilized to observe the selenization of Cu Zn Sn S nanoparticle films coated from three nanoparticle populations Cu and Sn rich particles roughly 5 nm in size, Zn rich nanoparticles ranging from 10 to 20 nm in diameter, and a mixture of both types of nanoparticles roughly 1 1 by mass , which corresponds to a synthesis recipe yielding CZTSSe solar cells with reported total area efficiencies as high as 7.9 . The EDXRD studies presented herein show that the formation of copper selenide intermediates during the selenization of mixed particle films can be primarily attributed to the small, Cu and Sn rich particles. Moreover, the formation of these copper selenide phases represents the first stage of the CZTSSe grain growth mechanism. The large, Zn rich particles subsequently contribute their composition to form micrometer sized CZTSSe grains. These findings enable further development of a previously proposed selenization pathway to account for the roles of interparticle heterogeneities, which in turn provides a valuable guide for future optimization of processes to synthesize high quality CZTSSe absorber layer
