    Forest governance and development effects on tropical charcoal production and deforestation

    Severe loss and degradation of tropical forests affects ecosystem services and livelihoods. Charcoal, an important energy and income source for millions of people, causes 7% of tropical deforestation and forest degradation. Forest governance aims at managing forest-related issues. On the one hand, development allows for financial investments in forest governance, e.g., in monitoring and enforcement, which the aim to control deforestation. On the other hand, deforestation often continues with increased human wellbeing. Here, we aim to (i) globally examine effects of forest governance on charcoal production and deforestation, and (ii) understand its association with development. We developed a typology of tropical forest governance systems based on a literature review of 54 USAID Country Profiles and combined it with global data on charcoal production, deforestation, governance quality and development. Our results suggest that countries’ development status affects charcoal production rather than governance quality; we observe a negative relationship between development status and charcoal production per capita (HDI: F(1,50) = 4.85, p = 0.032; GNI: F(1,50) = 4.64, p = 0.036). The limited influence of governance quality and rights on charcoal production per capita and deforestation suggests mismatches between formal and informal governance and exposes challenges in top-down percolation of governance goals. Our results highlight potential importance of tenure rights and potential opportunities for regional governing bodies to bridge local formal and informal actors to improve forest governance. Positive effects of regional tenure are driven by mixed effects of high development and governance quality related to decentralization in Asia and South America, highlighting transitions from charcoal as livelihood energy source to global commodity. Variability in results for FAO and UN charcoal production data advocates for better monitoring programs. Yet, for the first time, we explore global interactive patterns in charcoal production, development and governance – a starting point to differentiate good governance

    Sowing the seeds of sustainable rural livelihoods? An assessment of Participatory Forest Management through REDD+ in Tanzania

    Participatory forest management (PFM) initiatives have emerged worldwide for a range of aims including to improve forest governance, enhance resource conservation and to increase rural people’s access to and benefits from forest resources. Some of these initiatives have also received climate finance support to enhance their impact on mitigation. However, their effects on forest governance and livelihoods are complex and remain poorly studied. In this article, we address this gap by analysing governance and livelihood changes in a PFM initiative in Tanzania that has received funding as a REDD+ pilot site. Based on qualitative governance analysis and quantitative livelihood panel data (2011–2014) that compares villages and households within and outside the project, we find that improvements to forest governance are substantial in project villages compared to control villages, while changes in income have been important but statistically insignificant, and driven by a regional sesame cash crop boom unrelated to enhanced forestry revenues. Focusing on whether PFM had enhanced other wealth indicators including household conditions and durable assets, our analysis shows again no significant differences between participant and control villages, although the participant villages do have, on average, a greater level of durable assets. Overall, our findings are positive regarding forest governance improvements but inconclusive regarding livelihood effects, which at least in the short term seem to benefit more from agricultural intensification than forestry activities, whose benefits might become more apparent over a longer time period. In conclusion we emphasize the need for moving towards longer term monitoring efforts, improving understandings of local dynamics of change, particularly at a regional rather than community level, and defining the most appropriate outcome variables and cost-effective systems of data collection or optimization of existing datasets if we are to better capture the complex impacts of PFM initiatives worldwide

    Between dependence and deprivation: The interlocking nature of land alienation in Tanzania

    Studies of accumulation by dispossession in the Global South tend to focus on individual sectors, for example, large‐scale agriculture or nature conservation. Yet smallholder farmers and pastoralists are affected by multiple processes of land alienation. Drawing on the case of Tanzania, we illustrate the analytical purchase of a comprehensive examination of dynamics of land alienation across multiple sectors. To begin with, processes of land alienation through investments in agriculture, mining, conservation, and tourism dovetail with a growing social differentiation and class formation. These dynamics generate unequal patterns of land deprivation and accumulation that evolve in a context of continued land dependency for the vast majority of the rural population. Consequently, land alienation engenders responses by individuals and communities seeking to maintain control over their means of production. These responses include migration, land tenure formalization, and land transactions, that propagate across multiple localities and scales, interlocking with and further reinforcing the effects of land alienation.     Towards transferable functions for extraction of Non-timber Forest Products: A case study on charcoal production in Tanzania

    Mapping the distribution of the quantity and value of forest benefits to local communities is useful for forest management, when socio-economic and conservation objectives may need to be traded off. We develop a modelling approach for the economic valuation of annual Non-Timber Forest Product (NTFP) extraction at a large spatial scale, which has 4 main strengths: (1) it is based on household production functions using data of actual household behaviour, (2) it is spatially sensitive, using a range of explanatory variables related to socio-demographic characteristics, population density, resource availability and accessibility, (3) it captures the value of the actual flow rather than the potential stock, and (4) it is generic and can therefore be up-scaled across non-surveyed areas. We illustrate the empirical application of this approach in an analysis of charcoal production in the Eastern Arc Mountains of Tanzania, using a dataset comprising over 1100 observations from 45 villages. The total flow of charcoal benefits is estimated at USD 14 million per year, providing an important source of income to local households, and supplying around 11% of the charcoal used in Dar es Salaam and other major cities. We discuss the potential and limitations of up-scaling micro-level analysis for NTFP valuation.<br/

    The importance of local forest benefits:valuation of non-timber forest products in the Eastern Arc Mountains in Tanzania

    Understanding the spatial distribution of the quantity and value of Non-Timber Forest Product (NTFP) collection gives insight into the benefits that local communities obtain from forests, and can inform decisions about the selection of forested areas that are eligible for conservation and enforcement of regulations. In this paper we estimate transferable household production functions of NTFP extraction in the Eastern Arc Mountains (EAM) in Tanzania, based on information from several multisite datasets related to the behaviour of over 2000 households. These micro-level models can be used to predict the value of NTFP collection across a broader spatial scale. The study shows that the total benefit flow of charcoal, firewood, poles and thatch from the EAM to the local population has an estimated value of TSH 59 billion (USD 42 million) per year, and provides an important source of additional income for local communities, especially the poorest. We therefore argue that further restrictions on forest access to promote conservation will require additional policies to prevent a consequent increase in poverty, and an enforced trade-off between conservation and energy supply to rural and urban households
