    Private Agri-food Standards: Supply Chains and the Governance of Standards

    The articles in this second special issue of the International Journal of Sociology of Agriculture and Food on private agri-food standards consider key issues involved in the shift from government to governance within agri-food systems. The first special issue, published in February 2013, focused on ‘the contestation, hybridity and the politics of standards’ (Bain et al., 2013, p. 1). The articles in the first issue complicated our understanding of the relationship between public and private standards by examining the politics associated with their formation, implementation, and outcomes. At the same time, the first special issue drew attention to the diversity of private standards, and the spaces that exist – or get created – for actors to contest the values, content or outcomes of such standards. These are important themes, revisited in the second special issue. However, the concern with the politics of standards is extended through more systematic attention to the relationship between standards, certification, and the governance of agri-food supply chains

    Standards are an omnipresent yet generally taken-for-granted part of our everyday life (Higgins and Larner, 2010a; Timmermans and Epstein, 2010; Busch, 2011). Until recently, standards within the agri-food sector were typically dismissed (if thought of at all) by social scientists as rather benign, technical tools, primarily of interest to specialists concerned with facilitating markets and trade. Over the past decade, however, this assessment has changed considerably and many agri-food scholars now view standards as a useful entry point for analysing and understanding our social and material world. The degree of interest today is reflected in the fact that our call for papers on private agri-food standards attracted so many high-quality submissions that we are publishing this special issues in two parts. In part, this shift in interest reflects the influence of science studies and its concern with studying ‘mundane’ and taken-for-granted objects and practices (Higgins and Larner, 2010b). Here scholars take inanimate objects seriously, to understand, for example, how non-human actors such as standards allow humans to ‘act at a distance’ (Latour, 1987), thereby ordering relations across time and space. Many agri-food researchers are also concerned with the rise of private food standards developed by global retailers and non-government organizations, including understanding the role that these standards might play in coordinating and governing production and consumption relations within the context of globalization (Giovannucci and Ponte, 2005; Hatanaka et al., 2005; Mutersbaugh, 2005; Tallontire et al., 2011)

    A discovery down under: decoding the draft genome sequence of Pantoea stewartii from Australia's Critically Endangered western ground parrot / kyloring (Pezoporus flaviventris)

    Pantoea stewartii, a plant pathogen, is primarily transmitted through contaminated seeds and insect vectors, with the corn flea beetle (Chaetocnema pulicaria) being the primary carrier. P. stewartii is a bacterium belonging to the order Enterobacterales and can lead to crop diseases that have a significant economic impact worldwide. Due to its high potential for spread, P. stewartii is classified as a quarantine organism in numerous countries. Despite its impact on agriculture, the limited genome sequences of P. stewartii hamper understanding of its pathogenicity and host specificity, and the development of effective control strategies. In this study, a P. stewartii strain (C10109_Jinnung) was discovered in the faecal matter of the Critically Endangered western ground parrot/kyloring (Pezoporus flaviventris) in Australia, which to our knowledge is the first reported P. stewartii genome from a bird source. Whole-genome sequencing and phylogenomic analysis of strain C10109_Jinnung, obtained from a captive psittacine, provides new insights into the genetic diversity and potential transmission route for the spread of P. stewartii beyond insects and plants, where P. stewartii is typically studied. Our findings provide new insights into the potential transmission route for spread of P. stewartii and expand the known transmission agents beyond insects and plants. Expanding the catalogue of P. stewartii genomes is fundamental to improving understanding of the pathogenicity, evolution and dissemination, and to develop effective control strategies to reduce the substantial economic losses associated with P. stewartii in various crops and the potential impact of endangered animal species

    Disease surveillance and risk factors affecting mortality of captive cirl buntings (Emberiza cirlus) in a translocation for conservation purposes

    Cirl buntings in the UK were translocated over a 5-year period by collecting chicks from the residual population, hand-rearing and releasing them at a site in Cornwall with the aim of establishing a second breeding population. Because mortality and morbidity during captivity restrict the number and fitness of individuals available for release, selected parasites were monitored in the captive chicks, and all deaths were investigated by autopsy, histopathology and bacteriology. Risk factors associated with captive deaths were analysed. Annual mortality during captivity ranged from 4% (3 of 75 chicks in 2006) to 42% (26 of 73 in 2007) of chicks collected. Infectious disease associated with immunosuppression was an important factor in many deaths, and chicks collected with lower body weight were at greater risk of mortality. These findings emphasise the need for rigorous monitoring of all aspects of captive care during passerine translocations and provide evidence-based recommendations for future projects

    Predicting the cost of the consequences of a large nuclear accident in the UK

    Nuclear accidents have the potential to lead to significant off-site effects that require actions to minimise the radiological impacts on people. Such countermeasures may include sheltering, evacuation, restrictions on the sale of locally-grown food, and long-term relocation of the population amongst others. Countries with nuclear facilities draw up emergency preparedness plans, and put in place such provisions as distributing instructions and iodine prophylaxis to the local population. Their plans are applied in simulated exercises on a regular basis. The costs associated with emergency preparedness and the safety provisions to reduce the likelihood of an accident, and/or mitigate the consequences, are justified on the basis of the health risks and accident costs averted. There is, of course, only limited actual experience to indicate the likely costs so that much of the costing of accidents is based on calculations. This paper reviews the methodologies used, in particular the approach that has been developed in the UK, to appraise the costs of a hypothetical nuclear accident. Results of analysing a hypothetical nuclear accident at a fictitious reactor site within the United Kingdom are discussed in relation to the accidents at Three Mile Island 2, Chernobyl and Fukushima Dai-ichi

    Structure of the trypanosome transferrin receptor reveals mechanisms of ligand recognition and immune evasion.

    To maintain prolonged infection of mammals, African trypanosomes have evolved remarkable surface coats and a system of antigenic variation1. Within these coats are receptors for macromolecular nutrients such as transferrin2,3. These must be accessible to their ligands but must not confer susceptibility to immunoglobulin-mediated attack. Trypanosomes have a wide host range and their receptors must also bind ligands from diverse species. To understand how these requirements are achieved, in the context of transferrin uptake, we determined the structure of a Trypanosoma brucei transferrin receptor in complex with human transferrin, showing how this heterodimeric receptor presents a large asymmetric ligand-binding platform. The trypanosome genome contains a family of around 14 transferrin receptors4, which has been proposed to allow binding to transferrin from different mammalian hosts5,6. However, we find that a single receptor can bind transferrin from a broad range of mammals, indicating that receptor variation is unlikely to be necessary for promiscuity of host infection. In contrast, polymorphic sites and N-linked glycans are preferentially found in exposed positions on the receptor surface, not contacting transferrin, suggesting that transferrin receptor diversification is driven by a need for antigenic variation in the receptor to prolong survival in a host

    Corticosterone alters materno-fetal glucose partitioning and insulin signalling in pregnant mice.

    Glucocorticoids affect glucose metabolism in adults and fetuses, although their effects on materno-fetal glucose partitioning remain unknown. The present study measured maternal hepatic glucose handling and placental glucose transport together with insulin signalling in these tissues in mice drinking corticosterone either from day (D) 11 to D16 or D14 to D19 of pregnancy (term = D21). On the final day of administration, corticosterone-treated mice were hyperinsulinaemic (P 0.05). Insulin receptor and insulin-like growth factor type I receptor abundance did not differ with treatment in either tissue. Corticosterone upregulated the stress-inducible mechanistic target of rapamycin (mTOR) suppressor, Redd1, in liver (D16 and D19) and placenta (D19), in ad libitum fed animals (P < 0.05). Concomitantly, hepatic protein content and placental weight were reduced on D19 (P < 0.05), in association with altered abundance and/or phosphorylation of signalling proteins downstream of mTOR.
