Simulation of a Hybrid Optical/Radio/Acoustic Extension to IceCube for EeV Neutrino Detection
Astrophysical neutrinos at EeV energies promise to be an interesting
source for astrophysics and particle physics. Detecting the predicted
cosmogenic (``GZK'') neutrinos at 10 - 10 eV would test models of
cosmic ray production at these energies and probe particle physics at 100
TeV center-of-mass energy. While IceCube could detect 1 GZK event per
year, it is necessary to detect 10 or more events per year in order to study
temporal, angular, and spectral distributions. The IceCube observatory may be
able to achieve such event rates with an extension including optical, radio,
and acoustic receivers. We present results from simulating such a hybrid

A Cenozoic-style scenario for the end-Ordovician glaciation
The end-Ordovician was an enigmatic interval in the Phanerozoic, known for massive glaciation potentially at elevated CO2 levels, biogeochemical cycle disruptions recorded as large isotope anomalies and a devastating extinction event. Ice-sheet volumes claimed to be twice those of the Last Glacial Maximum paradoxically coincided with oceans as warm as today. Here we argue that some of these remarkable claims arise from undersampling of incomplete geological sections that led to apparent temporal correlations within the relatively coarse resolution capability of Palaeozoic biochronostratigraphy. We examine exceptionally complete sedimentary records from two, low and high, palaeolatitude settings. Their correlation framework reveals a Cenozoic-style scenario including three main glacial cycles and higher-order phenomena. This necessitates revision of mechanisms for the end-Ordovician events, as the first extinction is tied to an early phase of melting, not to initial cooling, and the largest δ13C excursion occurs during final deglaciation, not at the glacial apex
New pixelized Micromegas detector with low discharge rate for the COMPASS experiment
New Micromegas (Micro-mesh gaseous detectors) are being developed in view of
the future physics projects planned by the COMPASS collaboration at CERN.
Several major upgrades compared to present detectors are being studied:
detectors standing five times higher luminosity with hadron beams, detection of
beam particles (flux up to a few hundred of kHz/mm^{2}, 10 times larger than
for the present Micromegas detectors) with pixelized read-out in the central
part, light and integrated electronics, and improved robustness. Two solutions
of reduction of discharge impact have been studied, with Micromegas detectors
using resistive layers and using an additional GEM foil. Performance of such
detectors has also been measured. A large size prototypes with nominal active
area and pixelized read-out has been produced and installed at COMPASS in 2010.
In 2011 prototypes featuring an additional GEM foil, as well as an resistive
prototype, are installed at COMPASS and preliminary results from those
detectors presented very good performance. We present here the project and
report on its status, in particular the performance of large size prototypes

TARGET: toward a solution for the readout electronics of the Cherenkov Telescope Array
TARGET is an application specific integrated circuit (ASIC) designed to read
out signals recorded by the photosensors in cameras of very-high-energy
gamma-ray telescopes exploiting the imaging of Cherenkov radiation from
atmospheric showers. TARGET capabilities include sampling at a high rate
(typically 1 GSample/s), digitization, and triggering on the sum of four
adjacent pixels. The small size, large number of channels read out per ASIC
(16), low cost per channel, and deep buffer for trigger latency (~16 s at
1 GSample/s) make TARGET ideally suited for the readout in systems with a large
number of telescopes instrumented with compact photosensors like multi-anode or
silicon photomultipliers combined with dual-mirror optics. The possible
advantages of such systems are better sensitivity, a larger field of view, and
improved angular resolution. The two latest generations of TARGET ASICs, TARGET
5 and TARGET 7, are soon to be used for the first time in two prototypes of
small-sized and medium-sized dual-mirror telescopes proposed in the framework
of the Cherenkov Telescope Array (CTA) project. In this contribution we report

Risk Sharing When Unemployment Hits: How Policy Design Influences Citizen Support For European Unemployment Risk Sharing (EURS):Policy report
In the aftermath of the Eurozone crisis, proposals to share the risk of unemployment shocks have been high on the political agenda. Welfare states have built-in automatic stabilisers to cushion economic shocks, notably unemployment insurance. The argument with regard to the Eurozone is that a monetary union needs mechanisms to buttress or complement the automatic stabilizers of its member states; support for national unemployment insurance might achieve this. However, are European citizens ready to share the risk of unemployment crises hitting their countries? This report sheds light on that crucial, yet unresolved question by conducting a conjoint survey experiment on public support for European unemployment risk sharing (EURS) among a representative sample of 19641 respondents in 13 European member states in October and November 2018. The conjoint experiment studies citizen preferences for policy proposals, implementing EURS, that vary on six dimensions: (1) generosity, (2) education and training conditions, (3) between-country redistribution, (4) national versus European administration, (5) impact on taxes, and (6) conditions with regard to individual job search effort. Our results show that policy design matters for public support. They also highlight variation across countries and socio-economic and ideological differences among citizens. Most importantly, fundamental opposition to EURS is confined to a small segment of the European population. The PANDA GEM-based TPC Prototype
We report on the development of a GEM-based TPC prototype for the PANDA
experiment. The design and requirements of this device will be illustrated,
with particular emphasis on the properties of the recently tested GEM-detector,
the characterization of the read-out electronics and the development of the
