    Yet Another Model of Soft Gamma Repeaters

    We develop a model of SGR in which a supernova leaves planets orbiting a neutron star in intersecting eccentric orbits. These planets will collide in ∼104\sim 10^4 years if their orbits are coplanar. Some fragments of debris lose their angular momentum in the collision and fall onto the neutron star, producing a SGR. The initial accretion of matter left by the collision with essentially no angular momentum may produce a superburst like that of March 5, 1979, while debris fragments which later lose their angular momentum produce an irregular pattern of smaller bursts.Comment: 16pp, Tex, WU-JIK-94-

    They Tried to Make Me Go To Rehab: A Study of Rehabilitation in United States Corrections

    Rehabilitation has been a staple of the prison system in the United States since the 1700s. The idea that a criminal could be resocialized into a functioning individual in society has been the basis of the prison systems since they first began. Rehabilitation is always evolving in the criminal justice system and being improved to have more impact on recidivism rates. In this project, I examine the cultural and structural explanations for different forms of rehabilitation over time. I found that rehabilitation at various points has been influenced by religious, medical, psychiatric, and sociological understandings of crime. Currently, rehabilitation combines both psychiatric and sociological concepts while implementing programs. I researched common practices, in both the community and prison setting, to understand why and how they are effective. To compliment the academic research, I sought out practioners’ expertise on rehabilitation. I interviewed key personnel who work with rehabilitation programs in Rhode Island’s Department of Corrections, to obtain a professional understanding of rehabilitation. Based on research and interviews, I propose a hypothetical program utilizing cognitive behavioral therapy and parenting programs to effectively reduce recidivism rates

    An operator can rapidly and automatically produce coded electrical signals by manipulating mechanical thumb wheel switches so as to instruct a service center to connect any number of telephone lines to the console thus enabling the operator to listen and/or talk over several lines simultaneously. The system includes an on-site console having several mechanically operated thumb wheel switches to which the desired lines to be connected can be dialed in. Electrical coded signals are fed to a number of banks of line AND gates representing units, tens and hundreds, a group of channel gates, and a command gate. These signals are gated out in a controlled manner to an encoder which generates tones that are transmitted over a single line to a communication service center

    Impact of a mass vaccination campaign against a meningitis epidemic in a refugee camp.

    Serogroup A meningococcus epidemics occurred in refugee populations in Zaire in August 1994. The paper analyses the public health impact of a mass vaccination campaign implemented in a large refugee camp. We compared meningitis incidence rates from 2 similar camps. In Kibumba camp, vaccination was implemented early in the course of the epidemic whilst in the control camp (Katale), vaccination was delayed. At a threshold of 15 cases per 100 000 population per week an immunization campaign was implemented. Attack rates were 94 and 134 per 100,000 in Kibumba and Katale respectively over 2 months. In Kibumba, one week after crossing the threshold, 121,588 doses of vaccine were administered covering 76% of all refugees. Vaccination may have prevented 68 cases (30% of the expected cases). Despite its rapid institution and the high coverage achieved, the vaccination campaign had a limited impact on morbidity due to meningitis. In the early phase in refugee camps, the relative priorities of meningitis vaccination and case management need to be better defined

The definitive version was published in Journal of Atmospheric and Oceanic Technology 25 (2008): 2091-2105, doi:10.1175/2008JTECHO587.1.An automated, easily deployed Ice-Tethered Profiler (ITP) instrument system, developed for deployment on perennial sea ice in the polar oceans to measure changes in upper ocean water properties in all seasons, is described, and representative data from prototype instruments are presented. The ITP instrument consists of three components: a surface subsystem that sits atop an ice floe; a weighted, plastic-jacketed wire-rope tether of arbitrary length (up to 800 m) suspended from the surface element; and an instrumented underwater unit that employs a traction drive to profile up and down the wire tether. ITPs profile the water column at a programmed sampling interval; after each profile, the underwater unit transfers two files holding oceanographic and engineering data to the surface unit using an inductive modem and from the surface instrument to a shore-based data server using an Iridium transmitter. The surface instrument also accumulates battery voltage readings, buoy temperature data, and locations from a GPS receiver at a specified interval (usually every hour) and transmits those data daily. Oceanographic and engineering data are processed, displayed, and made available in near–real time (available online at http://www.whoi.edu/itp). Six ITPs were deployed in the Arctic Ocean between 2004 and 2006 in the Beaufort gyre with various programmed sampling schedules of two to six one-way traverses per day between 10- and 750–760-m depth, providing more than 5300 profiles in all seasons (as of July 2007). The acquired CTD profile data document interesting spatial variations in the major water masses of the Canada Basin, show the double-diffusive thermohaline staircase that lies above the warm, salty Atlantic layer, measure seasonal surface mixed layer deepening, and document several mesoscale eddies. Augmenting the systems already deployed and to replace expiring systems, an international array of more than one dozen ITPs will be deployed as part of the Arctic Observing Network during the International Polar Year (IPY) period (2007–08) holding promise for more valuable real-time upper ocean observations for operational needs, to support studies of ocean processes, and to facilitate numerical model initialization and validation.Initial development of the ITP concept was supported by the Cecil H. and Ida M.     Variation of the Western Equatorial Pacific ocean, 1986-1988

    Twenty one oceanographic sections made along 165°E during 1984-1988 provide a unique picture of the 1986-1987 El Nino and the subsequent La Nina in the Western Equatorial Pacific. The mean of six cruises from January 1984 throught June 1986, a relatively normal period, provides a reference with which the later sections are compared... Changes in the stratification along 165°E were corresponddingly large, reflecting both the geostrophic balance of the strong zonal currents and the changes in the volume of warm water in the Western Equatorial Pacific. The anomaly of warm water volume corresponded closely to the time integral of the warm water transport across 165°E. Local wind forcing and remotely forced waves were both important causes of the transport fluctuations. Winds, precipitation, and currents were all important factors determining the depth of the surface mixed layer and the thickness of the underlying barrier layer.
