    Segmentation and Profiling of Media Communications: Industrial and Educational Determinants

    The subject of this article is the explication of segmentation and profiling of media communications. The rationale is based on a combination of interdependent industrial and educational determinants. A case study method is used on the example of the best practices of National Research University Higher School of Economics, where ‘Media communications’ was developed. It is an innovative direction for the Russian educational space, which is currently included in the curriculum of more than ten universities of the country (not only in the federal center but in the regions as well). The research also involved a secondary analysis of statistical data. The productivity of this direction is determined both for the Russian media industry and higher education

    The paper is devoted to the study of particular political effects of digitalization of urban governance in the Russian Federation. Based on the concept of «surveillance capitalism» and research on the digital transformation of public administration, the authors analyzes the structure and logic of functioning of the «smart city» model using the example of Moscow. Based on the material of street protests, the political effects of the use of digital infrastructure by the city authorities, in particular, camera systems with face recognition technologies, are examined. The study of the Russian situation correlates with the latest decisions of the United Nations (UN) Human Rights Council and the European Union’s initiatives to control remote biometric recognition technologies

    Digital Panopticon. How Do Autocracies Use Technological Infrastructure?

    The purpose of this article is to examine the causes and consequences of the formation in a non-democratic state of the digital infrastructure of control and suppression of society. As a research method, a comparative case study was used in the interpretation of A. Lijphart and a cross-temporal comparison, as an analysis of dynamic changes in specific periods of time. It should be noted that the comparison here also serves as a special view at the political phenomenon (in this case, the use of digital technology in autocracies). The theoretical foundations of the emergence of modern autocracies and the reasons for increasing government attention to technology are considered. Specifi c examples consider the use of digital technologies to control society and strengthen the political regime of autocracies. Both political and socio-economic aspects of the functioning of modern authoritarian systems are revealed on the example of the China and the Philippines. At the end of the text is considered the probability of the spread of such practices in modern Russian Federation. Based on a theoretical and practical analysis, the authors come to the following conclusions: autocracies use digital technological infrastructure to form a system of control over citizens; the technological leader in the formation of such control systems is China, which exports elements of the technological infrastructure to other autocracies through state-owned corporations; In the Russian Federation, after a number of legislative changes in the information sphere, with the support of the China, elements of control over the internet and a system of big data collection subordinate to the state are being formed

    Remote Prophylaxis of Social and Educational Adaptation of University International Entrants in Total Pandemic

    The relevance of the study is due to the trends of the global pandemic, which provoked an extremal transition of all areas of higher education to distance learning, as the only possible way to work with domestic and international entrants and students. In addition, the trends of the pandemic in the current educational environment also determine the special need to develop remote mechanisms for a prophylaxis approach to solving the problems of social and educational adaptation of international entrants – future University students. In this regard, this article is aimed at identifying the features of remote prophylaxis of social and educational adaptation of entrants. The article reveals the transformation of social and educational adaptation of international entrants in the global pandemic; defines the structure and content of remote prophylaxis of social and educational adaptation of international University entrants in the global pandemic. Based on the results of the research, the authors of the article substantiate the prophylaxis model of the educational and software complex for remote prophylaxis of social and educational adaptation of University international entrants. The effectiveness of the model is proved by the results of its use in the process of remote social and educational adaptation of University international entrants in the context of a global pandemic. The materials of the article have practical application and can be useful in the development and implementation of various methods and practices of social and educational adaptation of international entrants – future University students in the context of a global pandemic.     Directed energy transfer due to orientational broadenning of energy levels in photosynthetic pigment solutions

    The directed non-radiative energy transfer through monomeric molecules of chlorophyll “a” and pheophytin “a” at high concentrations (c ~ 10⁻²) in a rigid matrix of polyvinylbutyral has been found by using the nanosecond laser spectrofluorimeter. The phenomenon is caused by orientational broadening of pigment molecular spectra owing to its interaction with a solvent. The observed temporal shift of the luminescence spectrum to the red region in a nanosecond time scale as well as the red shift of the time integrated spectrum at a high concentration of pigment molecules and the monotonic growth of the luminescence lifetime with a shift to the red region of the spectrum served as indications of the directed energy transfer in the sample. The non-radiative energy transfer from monomeric molecules towards aggregates is also directly demonstrated by the deformation of instantaneous luminescence spectra in the long-wavelength range (λ > 700 nm). The role and the possibility of the directed energy transfer between molecules with orientationally broadened spectra in the biological systems are discussed
