    When SPUR, one of our affiliates, asked me to write an article about the California Futures Network, the request came at a time when CFN itself is going through an examination of its own future direction and is still implementing changes that came out of a major Strategic Plan process in 2001-2002.CFN had a major success last year in having the Governor sign AB 857, which for the first time sets state policy priorities for guiding future capital and infrastructure projects. With this achievement, CFN has become a visible force in the policy reform movement, and has an opportunity to educate an identified group of state leaders about workable approaches to land use reform measures

    A guide to nestling development and aging in altricial passerines

    Nestling growth and development studies have been a topic of interest for a greater part of the last century (Sutton 1935, Walkinshaw 1948) and continue to be of interest today. This is not surprising since studies on nestling growth can provide a wealth of biological information that has larger implications for avian management and conservation. Despite this history of studying nestling development, basic information is still limited or absent for many species. Many questions remain unanswered, and contradictory conclusions are often found in the literature (Starck and Ricklefs 1998a). Therefore, much information on aging and development can still be gained from studying the development patterns of similar species and from comparative studies, across avian orders (Minea et al. 1982, Saunders and Hansen 1989, Carsson and Hörnfeldt 1993). Additionally, nestling growth studies can yield insight into the effects of different nesting strategies on productivity (O’Connor 1978), as well as the impacts of parental effort and environmental variables on fitness (Ross 1980, Ricklefs and Peters 1981, Magrath 1991). Since low reproductive success may play a significant role in the declines of many North American passerines (Sherry and Holmes 1992, Ballard et al. 2003), a better understanding of the factors that influence reproductive success is a vital component of avian conservation (Martin 1992). Data on nestling aging can be used to improve nest survival estimates (Dinsmore 2002, Nur et al. 2004), providing information that can be used to more precisely age nests (Pinkowski 1975, Podlesack and Blem 2002), (Jones and Geupel 2007). Indeed, the relatively short time period young spend developing in the nest is a critical part of a bird’s life cycle and a nestling’s developmental path can affect its survival to independence, its survival as an adult, and its future reproductive success

    Social Enterprise: bridging the gap between statutory and third sector

    This article contributes to research of vulnerable communities and investigates the role of social enterprise created or saved from closure by social entrepreneurs affected personally by a life-changing event, in the context of stroke survival. Qualitative research is deployed to investigate the ways in which social enterprise supports survivors of stroke and their caregivers. Research analysis identifies start-up motives and challenges faced by social entrepreneurs and highlights how social enterprise can bridge the gap in support provision provided by the statutory and third sectors. Involvement in stroke clubs was found to be a key positive contributor to participants’ life after stroke. This study has found that those who become social entrepreneurs after a life-changing event exhibit altruistic behaviours, while engagement between these social enterprises and this vulnerable group created specific benefits for vulnerable individuals and their caregivers, highlighting the potential for social enterprise to bridge the gap between statutory and third sectors which is currently overlooked in existing policy provision. The article concludes by making detailed recommendations for future research in this context and for governments and policymakers

    Sampling variance of flood quantiles from the generalised logistic distribution estimated using the method of L-moments

    International audienceThe method of L-moments is the recommended method for fitting the three parameters (location, scale and shape) of a Generalised Logistic (GLO) distribution when conducting flood frequency analyses in the UK. This paper examines the sampling uncertainty of quantile estimates obtained using the GLO distribution for single site analysis using the median to estimate the location parameter. Analytical expressions for the mean and variance of the quantile estimates were derived, based on asymptotic theory. This has involved deriving expressions for the covariance between the sampling median (location parameter) and the quantiles of the estimated unit-median GLO distribution (growth curve). The accuracy of the asymptotic approximations for many of these intermediate results and for the quantile estimates was investigated by comparing the approximations to the outcome of a series of Monte Carlo experiments. The approximations were found to be adequate for GLO shape parameter values between ?0.35 and 0.25, which is an interval that includes the shape parameter estimates for most British catchments. An investigation into the contribution of different components to the total uncertainty showed that for large returns periods, the variance of the growth curve is larger than the contribution of the median. Therefore, statistical methods using regional information to estimate the growth curve should be considered when estimating design events at large return periods.     Hot Gas Structure in the Elliptical Galaxy NGC 4472

    We present X-ray spectroscopic and morphological analyses using Chandra ACIS and ROSAT observations of the giant elliptical galaxy NGC 4472 in the Virgo cluster. We discuss previously unobserved X-ray structures within the extended galactic corona. In the inner 2' of the galaxy, we find X-ray holes or cavities with radii of ~2 kpc, corresponding to the position of radio lobes. These holes were produced during a period of nuclear activity that began 1.2 x 10^7 years ago and may be ongoing. We also find an asymmetrical edge in the galaxy X-ray emission 3' (14 kpc) northeast of the core and an ~8' tail (36 kpc) extending southwest of the galaxy. These two features probably result from the interaction of NGC 4472 gas with the Virgo gas, which produces compression in the direction of NGC 4472's infall and an extended tail from ram pressure stripping. Assuming the tail is in pressure equilibrium with the surrounding gas, we compute its angle to our line of sight and estimate that its true extent exceeds 100 kpc. Finally, in addition to emission from the nucleus (first detected by Soldatenkov, Vikhlinin & Pavlinsky), we detect two small extended sources within 10'' of the nucleus of the galaxy, both of which have luminosities of ~7 x 10^38 erg/s.Comment: 25 pages, 11 figures, accepted by Ap

    The classical topological invariants of homogeneous spaces

    We study the homogeneous spaces of a simply connected, compact, simple Lie group GG through the lens of K-theory. Our methods apply equally well to the case where GG is in one of the four infinite families of classical groups, or one of the five exceptional groups. The main examples we study in detail are the four symmetric spaces FII, EIII, EVI, EVIII in Cartan's list of symmetric spaces. These are, respectively, homogeneous spaces for F4F_4, E6E_6, E7E_7, E8E_8 with dimensions 1616, 3232, 6464, 128128. They are the four Rosenfeld projective planes.Comment: 27 page

    Time-Dependent Behavior of High-Strength Kevlar and Vectran Webbing

    High-strength Kevlar and Vectran webbings are currently being used by both NASA and industry as the primary load-bearing structure in inflatable space habitation modules. The time-dependent behavior of high-strength webbing architectures is a vital area of research that is providing critical material data to guide a more robust design process for this class of structures. This paper details the results of a series of time-dependent tests on 1-inch wide webbing including an initial set of comparative tests between specimens that underwent realtime and accelerated creep at 65 and 70% of their ultimate tensile strength. Variability in the ultimate tensile strength of the webbings is investigated and compared with variability in the creep life response. Additional testing studied the effects of load and displacement rate, specimen length and the time-dependent effects of preconditioning the webbings. The creep test facilities, instrumentation and test procedures are also detailed. The accelerated creep tests display consistently longer times to failure than their real-time counterparts; however, several factors were identified that may contribute to the observed disparity. Test setup and instrumentation, grip type, loading scheme, thermal environment and accelerated test postprocessing along with material variability are among these factors. Their effects are discussed and future work is detailed for the exploration and elimination of some of these factors in order to achieve a higher fidelity comparison
