    Method for a structured identification of suitable safety and securing systems for Level Crossings

    Safety and securing systems for level crossing have a long life time. Once a system reaches a life time when it is no longer conform to applicable regulations, it has to be modernized or replaced. The planner of the level crossing system alongside the road and railroad has to adapt the system to various local conditions and rules. He has to choose a suitable system by the use of his individual expert knowledge. The decisions he made are often hard to understand or to trace for the operating company. This paper presents a structured method, which was developed as a basis for the decision making. It helps to trace the decisions of the engineer and even enables the engineer to identify a suitable level crossing system

    Specific Investments and Ownership Structures in Railways – An Experimental Analysis

    We analyze the impact of different organizational structures on incentives to invest in railways: vertical integration, vertical separation, and a hybrid form. Economic theory predicts that vertical integration fosters socially optimal investment, whereas, due to potential hold-up problems, both vertical separation and hybrid forms cause severe underinvestment. We test these theoretical predictions in a laboratory experiment and find evidence that, in a vertically integrated environment, the level of investment in rolling stock and in rail infrastructure is roughly socially optimal. The complete absence of a discrepancy in our experimental results between vertical separation and the hybrid organisational structure, contradicting the predictions of model-theory, is surprising and can be attributed to the relatively high investments in the separated model.     Toward a modular precision ecosystem for high performance computing

    [EN] With the memory bandwidth of current computer architectures being significantly slower than the (floating point) arithmetic performance, many scientific computations only leverage a fraction of the computational power in today's high-performance architectures. At the same time, memory operations are the primary energy consumer of modern architectures, heavily impacting the resource cost of large-scale applications and the battery life of mobile devices. This article tackles this mismatch between floating point arithmetic throughput and memory bandwidth by advocating a disruptive paradigm change with respect to how data are stored and processed in scientific applications. Concretely, the goal is to radically decouple the data storage format from the processing format and, ultimately, design a "modular precision ecosystem" that allows for more flexibility in terms of customized data access. For memory-bounded scientific applications, dynamically adapting the memory precision to the numerical requirements allows for attractive resource savings.
