Os guarani transfronteiriços: a realidade de quem existe sem existir

I Congresso Internacional América Latina e Interculturalidade: América Latina e Caribe: cenários linguístico-culturais contemporâneos, 07, 08 e 09 de novembro de 2013 - UNILAO trabalho discute a situação dos Guarani transfronteiriços, principalmente daqueles que vivem no estado brasileiro de Mato Grosso do Sul, na fronteira entre o Brasil e o Paraguai, no diz respeito a situação de indocumentação e das consequentes dificuldades enfrentadas por esses indígenas para o acesso às diversas políticas públicas. Observa­se que os Kaiowá e os Guarani Ñandeva frequentemente têm sua nacionalidade questionada pela população envolvente e pelos governos nacionais do Brasil e do Paraguai. No Brasil, os militantes ruralistas propagam o discurso de que os indígenas falantes da Língua Guarani são na verdade paraguaios, o que, em sua visão, deslegitimaria as reivindicações por demarcações de terras de ocupação tradicional indígena. Com a negação de uma identidade nacional tenta­se suprimir um direito constitucional embasado em critérios ligados a identidades étnicas. A negação da identidade nacional desdobra­se na negação de uma série de outros direitos garantidos pela Constituição Federal Brasileira de 1988. Observa­se que a língua indígena aí é utilizada como instrumento de negação de uma identidade nacional brasileira, a qual seria ratificada pelo domínio da língua portuguesa numa tentativa de reprodução do mito do monolinguismo brasileiro. Em 2010, uma iniciativa que envolveu os Ministérios Públicos e algumas Universidades da Argentina, do Brasil e do Paraguai propôs ao governo brasileiro via os mecanismos de integração do MERCOSUL a criação de uma nacionalidade cumulativa para os membros dos grupos indígenas transfronteiriços, proposta essa que não foi levada a diante pelo governo da presidente Dilma Rousseff. Dessa forma, mais um dos princípios da Convenção no 169 da OIT está sendo ignorado, qual seja: o que prevê que os governos devem favorecer os contatos entre os povos que vivem nas regiões de fronteira

LIDERANÇAS INDÍGENAS E A LUTA PELA TERRA COMO EXPRESSÃO DA ORGANIZAÇÃO SOCIOPOLÍTICA GUARANI E KAIOWÁ

Based on historical and ethnographic data obtained in guarani and kaiowá indigenous lands in southern state of Mato Grosso do Sul between 2009 and 2014, this paper proposes a discussion about the traditional forms of leadership between the Kaiowá and Guarani and the captaincy model imposed by the Serviço de Proteção ao Índio - SPI (Indian Protection Service). The research shows that the impracticability of maintaining traditional socio-political relations within the indigenous reserves drives traditional lands retake movements. These retake moements enable the restoration, although in poor conditions, of the socio-political organization, thus providing opportunities for the creation of new extended families and new “tekoha”.Com base em dados históricos e em dados etnográficos obtidos em terras indígenas guarani e kaiowá na região sul do estado de Mato Grosso do Sul entre os anos de 2009 e 2014, o artigo propõe uma discussão sobre as formas tradicionais de liderança entre os povos Kaiowá e Guarani e a capitania, modelo imposto pelo Serviço de Proteção ao Índio. A partir dessa discussão é possível uma reflexão no sentido de que a inviabilização da manutenção das relações sociopolíticas tradicionais no interior das reservas indígenas que impulsiona movimentos de retomada de frações de terras de ocupação tradicional indígena para que assim, seja possível o restabelecimento, ainda que em condições precárias, principalmente entre os grupos familiares extensos no que diz respeito à sua organização sociopolítica, possibilitando assim a constituição de novas famílias extensas e de novos tekoha

10 anos da Revista Eletrônica História em Reflexão (2007-2017): Análise crítica da trajetória de um periódico científico da/na fronteira

O texto tem como interesse central historicizar o processo de criação da Revista Eletrônica História em Reflexão no interior do Programa de Pós-Graduação em História da Universidade Federal da Grande Dourados, projeto iniciado no ano de 2006 pelos discentes do PPGH/UFGD e que está em pleno desenvolvimento na atualidade. Problematizar a maneira como é realizada a avaliação de periódicos científicos pelo Qualis e como essa discussão é fervorosa na área de História. Para tal, procuramos retomar algumas passagens que acompanhamos desde o interior da Revista até a composição da Comissão de Avaliação, no sentido de reforçar a nossa atuação junto aos meios de difusão de conhecimento científico

Rationale, study design, and analysis plan of the Alveolar Recruitment for ARDS Trial (ART): Study protocol for a randomized controlled trial

Background: Acute respiratory distress syndrome (ARDS) is associated with high in-hospital mortality. Alveolar recruitment followed by ventilation at optimal titrated PEEP may reduce ventilator-induced lung injury and improve oxygenation in patients with ARDS, but the effects on mortality and other clinical outcomes remain unknown. This article reports the rationale, study design, and analysis plan of the Alveolar Recruitment for ARDS Trial (ART). Methods/Design: ART is a pragmatic, multicenter, randomized (concealed), controlled trial, which aims to determine if maximum stepwise alveolar recruitment associated with PEEP titration is able to increase 28-day survival in patients with ARDS compared to conventional treatment (ARDSNet strategy). We will enroll adult patients with ARDS of less than 72 h duration. The intervention group will receive an alveolar recruitment maneuver, with stepwise increases of PEEP achieving 45 cmH(2)O and peak pressure of 60 cmH2O, followed by ventilation with optimal PEEP titrated according to the static compliance of the respiratory system. In the control group, mechanical ventilation will follow a conventional protocol (ARDSNet). In both groups, we will use controlled volume mode with low tidal volumes (4 to 6 mL/kg of predicted body weight) and targeting plateau pressure <= 30 cmH2O. The primary outcome is 28-day survival, and the secondary outcomes are: length of ICU stay; length of hospital stay; pneumothorax requiring chest tube during first 7 days; barotrauma during first 7 days; mechanical ventilation-free days from days 1 to 28; ICU, in-hospital, and 6-month survival. ART is an event-guided trial planned to last until 520 events (deaths within 28 days) are observed. These events allow detection of a hazard ratio of 0.75, with 90% power and two-tailed type I error of 5%. All analysis will follow the intention-to-treat principle. Discussion: If the ART strategy with maximum recruitment and PEEP titration improves 28-day survival, this will represent a notable advance to the care of ARDS patients. Taking the pulse of Earth's tropical forests using networks of highly distributed plots

Tropical forests are the most diverse and productive ecosystems on Earth. While better understanding of these forests is critical for our collective future, until quite recently efforts to measure and monitor them have been largely disconnected. Networking is essential to discover the answers to questions that transcend borders and the horizons of funding agencies. Here we show how a global community is responding to the challenges of tropical ecosystem research with diverse teams measuring forests tree-by-tree in thousands of long-term plots. We review the major scientific discoveries of this work and show how this process is changing tropical forest science. Our core approach involves linking long-term grassroots initiatives with standardized protocols and data management to generate robust scaled-up results. By connecting tropical researchers and elevating their status, our Social Research Network model recognises the key role of the data originator in scientific discovery. Conceived in 1999 with RAINFOR (South America), our permanent plot networks have been adapted to Africa (AfriTRON) and Southeast Asia (T-FORCES) and widely emulated worldwide. Now these multiple initiatives are integrated via ForestPlots.net cyber-infrastructure, linking colleagues from 54 countries across 24 plot networks. Collectively these are transforming understanding of tropical forests and their biospheric role. Together we have discovered how, where and why forest carbon and biodiversity are responding to climate change, and how they feedback on it. This long-term pan-tropical collaboration has revealed a large long-term carbon sink and its trends, as well as making clear which drivers are most important, which forest processes are affected, where they are changing, what the lags are, and the likely future responses of tropical forests as the climate continues to change. By leveraging a remarkably old technology, plot networks are sparking a very modern revolution in tropical forest science. Etno-história e história indígena: Questões sobre conceitos, métodos e relevância da pesquisa

Since the 1990s, research into indigenous history has grown both quantitatively and qualitatively in Brazilian academia. Nevertheless the concepts of ethnohistory and indigenous history have been frequently used imprecisely. This article discusses the concept of ethnohistory and its development. Also, it discusses the interdisciplinary character of research into indigenous history and its social relevance. Questions are also raised about the training of human resources for teaching, the research into indigenous history, the teaching of it in the context of basic education and the professional ethics of the researcher
