Katsauksessa tarkastellaan eläkejärjestelmiä, niiden rakennetta ja vaikutuksia taloustieteen näkökulmasta. Eläketurvan taloustieteellisten perusteiden lisäksi käsitellään myös viimeaikaista tutkimusta mm. säästämiskäyttäytymisestä, eläkejärjestelmien riskeistä ja niiden työmarkkinavaikutuksista

Optimal Tax Policy with Environmental Externalities and Heterogeneous Preferences

This study considers simultaneously two important aspects of taxation, environmental policy and redistribution. Tax policy is constrained by the a symmetric information of agents’ productivities and preferences. Two-dimensional heterogeneity affects the optimality of commodity taxation: it can be used to redistributional or environmental purposes, but there seems to be a trade-off between these objectives. However, the contradiction between the two aspects is not as clear as in the case with identical consumer preferences. It is also shown that the Sandmo-Dixit result of these parability of environmental taxes fails with two-dimensional heterogeneity in the pool ingoptimum, but not in these parating optimum. The explanation to this is that there are too few policy instruments in the pooling equilibrium: commodity taxes should take care of both redistribution and externality internalisation

Carrots, sticks and old-age retirement : A review of the literature on the effects of the 2005 and 2017 pension reforms in Finland – an extended version

This article reviews the behavioural effects of Finland’s pension reforms in 2005 and 2017. With employment rates in older age groups at relatively low levels, both these reforms aimed to encourage later retirement and introduced a flexible old-age retirement age, initially between ages 63–68 and progressively raised to 65–70 years. However, the two reforms differed notably in terms of the means adopted. The 2005 reform relied heavily on “carrots”, i.e. individual choices and financial incentives. In the 2017 reform, “sticks” had a much bigger role, raising the age of eligibility for old-age pension. We consider how the behavioural effects of these two policies differed from each other. The article reviews the existing literature on pre-reform policy evaluations concerning the effects of the pension reforms and explores actual post-reform retirement behaviour based on studies that use register and survey data. It is shown that the 2005 reform failed to induce later retirement, and that employees in higher socio-economic positions benefited more from financial incentives associated with later retirement. In this regard, the 2017 reform, which will automatically increase retirement age via a higher age of eligibility, treats different socio-economic groups more equally

The Finnish Academic Profession’s Divided Opportunities in Management and Governance

Finnish higher education consists of research-oriented universities and teaching-oriented universities of applied sciences, and both sectors have a role in research, development and innovation. This paper focuses on governance and management at the institutional and academic unit levels, based on responses to several questions in the APIKS survey regarding the influence of academics, performance targets of academic units and the influence of academics in decision making and workload. Institutions in both sectors of Finnish higher education emphasise strategies and are heavily reliant on public funding. Both sectors also have an orientation to strong performance management.Peer reviewe
