    O setor da água em Portugal e a introdução da remunicipalização : o caso de Mafra

    Mestrado em Economia e Políticas PúblicasA presente dissertação pretende estudar a introdução do conceito de remunicipalização no Setor da Água em Portugal, pretendendo aprofundar o debate sobre a aplicação desta matéria no território nacional. Com o intuito de atingir esse objetivo, esta dissertação tenta dar um encadeamento lógico entre o recurso e as suas caraterísticas socioeconómicas, como o monopólio natural que se forma no seu abastecimento à população, a evolução do papel do Estado, e as formas de regulação do recurso; o panorama e as particularidades do desenvolvimento do setor no território nacional, como o leque de modelos de gestão que são aplicados no setor; e a elaboração de uma análise comparada das causas que despoletaram o processo de remunicipalização do serviço de abastecimento e saneamento de Mafra, as caraterísticas do processo e os possíveis resultados do mesmo, com exemplos internacionais. Graças a esse encadeamento lógico, fica latente que qualquer privatização neste setor, de extrema importância, será sempre eticamente questionável e, face à divisão de riscos assimétrica entre as partes, uma ameaça ao bem-estar social.This thesis aims to study the introduction of the concept of remunicipalization in Portugal's Water Sector, with the purpose of creating a deeper debate on the application of this method in the national territory. To achieve that goal, this thesis tries to create a logic relation between the resource and its socioeconomic characteristics, as is the natural monopoly that is formed in the supply to the public, the evolution of the role of the State and the ways in which the resource can be regulated; the panorama and particularities of the development of the sector in the national territory, as the range of management models that are applied to the sector; and the construction of a comparative analysis of the causes that triggered the remunicipalization process for the supply and sanitation service in Mafra, the characteristics of the process and its possible outcomes, including international examples. Thanks to that logic relation, it is made clear that any privatisation within this sector, of outmost importance, will always be ethically questionable and, due to the asymmetrical risk distribution between the parties, a threat to social well-being.info:eu-repo/semantics/publishedVersio

    Aplicação de Ferramentas Lean numa Linha de Embalamento: Caso de Estudo

    O constante dinamismo dos mercados e a recessão económica mundial, originaram um mercado cada vez mais competitivo. Uma das formas de atingir os requisitos do cliente é melhorando as condições de trabalho dos profissionais da empresa e os processos por eles utilizados. Melhoria contínua de processos, nos dias atuais, não é uma vantagem das empresas sobre os seus concorrentes; é um dever. A presente dissertação descreve um caso de estudo desenvolvido nas linhas de embalamento na Sovena Consumer Goods. Este estudo de caso, desenvolvido na empresa Sovena, tem como objetivo a perceção e identificação de possíveis oportunidades de melhoria, de forma a se responder às expectativas colocadas pelos clientes. Para conseguir alcançar este objetivo a metodologia utilizada passou pela aplicação de ferramentas Lean. De forma a aferir quais os processos causadores de desperdícios, recorreu-se a observação do funcionamento das linhas de embalamento, a diálogos efetuados com os funcionários e ao registo de tempos de paragens das linhas. Baseado nos problemas identificados, foram elaboradas propostas de melhorias. Estas focaram-se maioritariamente na redução de desperdício, na padronização de atividades e na melhoria da gestão visual. Por limitação de tempo de execução do trabalho, esta dissertação apresenta dois tipos de propostas: as que foram implementadas pela empresa e aquelas que permaneceram em fase de proposta com o objetivo de mais tarde serem aplicadas pela empresa. A maioria das propostas implementadas não permite uma quantificação direta de melhoria, permite apenas a redução da probabilidade de erro por parte dos funcionários

    UID/HIS/00021/2013Entre 2007 e 2012 realizaram-se cinco intervenções arqueológicas na praça-forte de Almeida, no âmbito da minimização de impactes de obras públicas da responsabilidade da Câmara Municipal de Almeida. Não obstante a limitação dos trabalhos realizados, estes permitiram obter novos dados sobre a história de Almeida na Época Moderna, nomeadamente acerca da estrutura militar, do convento das freiras de Nossa Senhora do Loreto, de contextos habitacionais, do saneamento da vila e das vias de circulação no seu entorno. From 2007 until 2012 there were five archaeological interventions in the stronghold of Almeida, under the minimization of impacts of public works responsibility of Almeida Municipality. Despite the limitation of the work, it enabled new data over the history of Almeida from 17th to 19th centuries, especially referring to the military structure, Nossa Senhora do Loreto convent, housing contexts, sanitation of the village and traffic routes in their surroundings.publishersversionpublishe

    Turbulent Energy Budgets of a Ground Vortex Flow

    Turbulent kinetic energy budgets are presented for a highly curved flow generated by the collision of plane wall turbulent jet with a low-velocity boundary layer. The different terms are obtained in the vertical plane of symmetry by quadratic interpolation of the LDV (Laser Doppler Velocimetry) measurements, for a wall jet-to-boundary layer velocity ratio of 2. The results, which have relevance to flows encountered in powered-lift aircraft operating in ground effect, quantify the structure of the complex ground vortex flow. The analysis of turbulent energy equation terms using the measured data revealed that production by normal and shear stresses are both very important to the turbulent structure of the impact zone of the ground vortex. This is an indication that the modeling of turbulence of a ground vortex requires a good representation of the production by normal stresses which is most important in the collision zone.Fundação para a Ciência e a Tecnologiainfo:eu-repo/semantics/publishedVersio

    Taxonomy, distribution and ecology of the order Phyllodocida (Annelida, Polychaeta) in deep-sea habitats around the Iberian margin

    The polychaetes of the order Phyllodocida (excluding Nereidiformia and Phyllodociformia incertae sedis) collected from deep-sea habitats of the Iberian margin (Bay of Biscay, Horseshoe continental rise, Gulf of Cadiz and Alboran Sea), and Atlantic seamounts (Gorringe Bank, Atlantis and Nameless) are reported herein. Thirty-six species belonging to seven families – Acoetidae, Pholoidae, Polynoidae, Sigalionidae, Glyceridae, Goniadidae and Phyllodocidae, were identified. Amended descriptions and/or new illustrations are given for the species Allmaniella setubalensis, Anotochaetonoe michelbhaudi, Lepidasthenia brunnea and Polynoe sp.. Relevant taxonomical notes are provided for other seventeen species. Allmaniella setubalensis, Anotochaetonoe michelbhaudi, Harmothoe evei, Eumida longicirrata and Glycera noelae, previously known only from their type localities were found in different deep-water places of the studied areas and constitute new records for the Iberian margin. The geographic distributions and the bathymetric range of thirteen and fifteen species, respectively, are extended. The morphology-based biodiversity inventory was complemented with DNA sequences of the mitochondrial barcode region (COI barcodes) providing a molecular tag for future reference. Twenty new sequences were obtained for nine species in the families Acoetidae, Glyceridae and Polynoidae and for three lineages within the Phylodoce madeirensis complex (Phyllodocidae). A brief analysis of the newly obtained sequences and publicly available COI barcode data for the genera herein reported, highlighted several cases of unclear taxonomic assignments, which need further study.Thanks are due to the chief-scientists, scientific parties and crews of the 17 cruises that originated the material examined herein.     Antidepressants detection and quantification in whole blood samples by GC–MS/MS, for forensic purposes

    Depression is among the most prevalent psychiatric disorders of our society, leading to an increase in antidepressant drug consumption that needs to be accurately determined in whole blood samples in Forensic Toxicology Laboratories. For this purpose, this work presents a new gas chromatography tandem mass spectrometry (GC–MS/MS) method targeting the simultaneous and rapid determination of 14 common Antidepressants in whole blood: 13 Antidepressants (amitriptyline, citalopram, clomipramine, dothiepin, fluoxetine, imipramine, mianserin, mirtazapine, nortryptiline, paroxetine, sertraline, trimipramine and venlafaxine) and 1 Metabolite (N-desmethylclomipramine). Solid-phase extraction was used prior to chromatographic separation. Chromatographic and MS/MS parameters were selected to improve sensitivity, peak resolution and unequivocal identification of the eluted analyte. The detection was performed on a triple quadrupole tandem MS in selected ion monitoring (SIM) mode in tandem, using electronic impact ionization. Clomipramine-D3 and trimipramine-D3 were used as deutered internal standards. The validation parameters included linearity, limits of detection, lower limit of quantification, selectivity/ specificity, extraction efficiency, carry-over, precision and robustness, and followed internationally accepted guidelines. Limits of quantification and detection were lower than therapeutic and subtherapeutic concentration ranges. Overall, the method offered good selectivity, robustness and quick response (<16 min) for typical concentration ranges, both for therapeutic and lethal levels.info:eu-repo/semantics/acceptedVersio

    The role of tympanic membrane retractions in cholesteatoma pathogenesis

    Objective. To analyze the contralateral ear (CLE) of patients with cholesteatoma and to correlate the cholesteatoma growth pattern in the affected ear with the findings in the CLE. Methods. Videotoscopy of both ears in 432 patients with cholesteatomas classified as posterior epitympanic (PEC), posterior mesotympanic (PMC), two routes, or undetermined. Tympanic membrane (TM) retractions were classified by location and severity and TM perforations according to signs of previous TM retraction. Results. TM retraction was the most prevalent alteration in the CLE (42.6%). Cholesteatoma was observed in 17.4%. In patients with PEC, the retraction in the CLE was more frequent in the PF (66.7%) than in the PT (1.4%), and in those with two-route cholesteatoma, the retraction in the CLE most frequently involved both the PT and PF (65.6%; < 0.0001). Conclusion. Our results confirm the essential role of TM retraction at least in the earlier phases of cholesteatoma pathogenesis

    Para avaliar o ambiente e suas alterações é preciso avaliar os atributos do meio físico que permitam identificar áreas críticas ou frágeis, em relação ao uso e ocupação, que devem ser protegidas por políticas públicas. No caso do Brasil, o Código Florestal normatiza as regras de uso do solo para todo o país. Neste contexto, a aplicação de algumas normas do código foi avaliada para o caso da Sub-bacia Hidrográfica do Rio Mandu, permitindo algumas considerações sobre as relações de uso. Isto resultou em um cenário com predomínio de práticas deletérias ao ambiente, com o não cumprimento das regras para Áreas de Preservação Permanete e Reserva Legal
