    The Effect of Compulsory Schooling Laws on Teenage Marriage and Births in Turkey

    This paper estimates the impact of the extension of compulsory schooling in Turkey from 5 to 8 years on the marriage and fertility behavior of teenage women in Turkey using the 2008 Turkish Demographic and Health Survey. We find that the new education policy reduces the probability of marriage and giving birth for teenage women substantially: the probability of marriage by age 16 is reduced by 44 percent and the probability of giving birth by age 17 falls by 36 percent. The effects of the education policy on the time until marriage and first-birth persist beyond the completion of compulsory schooling. In addition, we find that the delay in the time until first-birth is driven by the delay in the time until marriage. After a woman is married, the rise in compulsory schooling years does not have an effect on the duration until her first-birth. Finally, we find that the education policy was more effective in reducing early marriage than a change in the Civil Code aimed for this purpose.compulsory schooling, education, fertility, age at marriage

    A distorted physical model to study sudden dam break flows

    A distorted physical model, based upon Urkmez Dam in Izmir, Turkey, was built to study sudden dam break flows. The distorted model had a horizontal scale of 1/150 and vertical scale of 1/30, containing dam reservoir, dam body and downstream area—from dam body to Urkmez urban area until the sea coast. In the model, the reservoir is approximately 12 m3, the dam body has a width of 2.9 m and a height of 1.1 m and the downstream area is nearly 200 m2. The Ürkmez dam is chosen since it has reasonable dimensions and it is located close to Ürkmez village. The features creating roughness such as buildings, roads, plant, etc are also reflected in the physical model. The dam break problem is investigated for sudden partial collapse which is simulated by a trapezoidal breach on the dam body. The water depths are measured by using e+ WATER L (level) sensors. The velocities are determined by Ultrasonic Velocity Profiler (UVP) transducers. The propagation of the flood is recorded by a HD camera. The experimental results show that Urkmez area can be flooded in a matter of minutes, at depths reaching up to 3 meters in residential areas. The flood wave can reach in the residential areas in 4 minutes. Flood wave velocities at peak discharge can exceed 55 km/h

    Proposing a Popular Method for Meteorological Drought Monitoring in the Kabul River Basin, Afghanistan

    This paper investigates meteorological drought in one of Afghanistan's most important socio-economic river basins called Kabul River Basin (KRB) using a 38 years monthly precipitation data. Several drought indices such as Standardized Precipitation Index (SPI), Percent of Normal Precipitation Index (PNPI), Deciles Index (DI), and China-Z Index (CZI) were applied for the first time on the basin in order to observe the correlation among the indices in the basin for drought, and to see which method is suitable for drought monitoring in KRB. Due to the concerns that climate is changing and especially the rapid snowmelt that accounts for 80% of the precipitation in Afghanistan, it was essential to carry such a study in order to warn the responsible bodies in the country for a better drought management. Moreover, the rapid population increase and USAge of more water for both drinking and agricultural purposes in the basin with a possible decrease in the annual precipitation make it necessary to undertake such a study. The results of the investigation show that KRB area experienced drought conditions continuously from 2000 to 2004 with a peak extreme drought in 2001 which confirm to the reported worst drought in the region. It is noted that log-SPI, gamma-SPI, and Deciles captured the historical extreme and severe drought periods successfully, therefore, these methods are recommended to be applied to this region as drought assessment tools

    Vascular anatomical features of the medial thigh flap in human cadavers of Caucasian origin

    Background: Medial fasciocutaneous flaps, which are based on the femoral artery from the thigh region, are used for wide inguinal, scrotal, vaginal, perineal, leg, head and neck defect reconstructions in injured human patients. Within this regard, anatomical knowledge about perforating and cutaneous branches of the femoral artery is important for the surgeons. Materials and methods: In the present study, vascular pedicles of the medial thigh perforator flap based on the femoral artery were investigated according to anatomical and surgical landmarks. Human Caucasian preserved cadavers of 15 adults (13 males, 2 females; age range 55–82 years: 30 sides, bilaterally) that were previously formalin fixed were subjected to our analytical examinations. Micro dissections were performed under 4× loop magnification while representing the perforating branches of the femoral artery after filling by coloured latex injection via the external iliac artery. Results: The size and length parameters of these branches which appeared around the apex of the femoral triangle were evaluated. The mean size of the perforating branch at the point of origin was 0.14 cm and the mean size of the cutaneous branch at the point of origin was 0.09 cm, the mean length of the pedicle was 4.74 cm and the mean length of the cutaneous branch was 3.30 cm, respectively. Location of the perforating and the cutaneous branches were also determined according to the surgical landmarks such as the anterior superior iliac spine, inguinal ligament, pubic tubercle and interepicondylar line. Conclusions: The pedicle of the medial flap should locate up to 25 cm from the anterior superior iliac spine so as to preserve the vascular structures. Exact location of this artery helps the surgeons to perform anastomosis in an easier and safer manner during surgical operations.

    Anatomy of the anteromedial thigh flap based on the oblique branch of the descending branch of the lateral circumflex femoral artery

    Anteromedial thigh (AMT) flaps based on lateral circumflex femoral artery (LCFA) have characteristics which make them favourable for use in reconstruction of extensive thigh, head, neck and leg defects. AMT flap which is elevated on the artery has the advantages of low donor site morbidity and preservation of main arteries. Due to inconstant anatomy of the pedicle, the flap is mostly not preferable. Hence, we aimed to describe the anatomical features of the unnamed branch of the descending branch of the LCFA harvesting AMT flap. For this purpose, the external iliac artery was displayed bilaterally on 15 adult (13 males and 2 females; age range 55–82 years) preserved cadavers using latex injection. The perforator branch of the descending branch from the LCFA was microdissected under 4× loupe magnification. The perforator branch was located 28.53 (20.20–34.20) cm distal to the anterior superior iliac spine, 22.12 (13.40–28.00) cm distal to the pubic tubercle, and 13.20 (10.80–16.20) cm proximal to the interepicondylar line. At the level of origin point the mean diameter of the perforating branch was 0.17 cm and the mean diameter of its cutaneous branch was 0.14 cm. The mean length of the pedicle was 5.71 (3.70–9.00) cm. We conclude that our findings contribute to the literature in terms of anatomical knowledge for surgical safety.

    The writers thank the discusser for his interest in the study of Perumal et al. (2017) and welcome the opportunity to address the issues raised by the discusser. The discusser has mainly raised four issues on the comparative study carried out by Perumal et al. (2017) in evaluating the performances of the VPMM model and the NLM based models, which was initiated by Gill (1977, 1978). These four issues are addressed by these writers in the following pages: As a first issue, the discusser has raised a question about the appropriateness of using the VPMM model (Perumal and Price, 2013), which he considers as the much improved routing model of the Muskingum-Cunge family approach, and the original nonlinear Muskingum model of Gill (1978), which he, perhaps, considers as a initial version of the NLM models. These writers perceive that the discusser intends to convey that the performance evaluation study presented by Perumal et al. (2017) based on a latest improved model and a initial version of the NLM models is inappropriate. Before discussing straightaway on this issue, the writer would like to clarify on the misconception of the discusser in categorizing the VPMM method and the Muskingum-Cunge method under one family approach

    Applying advanced data analytics and machine learning to enhance the safety control of dams

    The protection of critical engineering infrastructures is vital to today’s so- ciety, not only to ensure the maintenance of their services (e.g., water supply, energy production, transport), but also to avoid large-scale disasters. Therefore, technical and financial efforts are being continuously made to improve the safety control of large civil engineering structures like dams, bridges and nuclear facilities. This con- trol is based on the measurement of physical quantities that characterize the struc- tural behavior, such as displacements, strains and stresses. The analysis of monitor- ing data and its evaluation against physical and mathematical models is the strongest tool to assess the safety of the structural behavior. Commonly, dam specialists use multiple linear regression models to analyze the dam response, which is a well- known approach among dam engineers since the 1950s decade. Nowadays, the data acquisition paradigm is changing from a manual process, where measurements were taken with low frequency (e.g., on a weekly basis), to a fully automated process that allows much higher frequencies. This new paradigm escalates the potential of data analytics on top of monitoring data, but, on the other hand, increases data quality issues related to anomalies in the acquisition process. This chapter presents the full data lifecycle in the safety control of large-scale civil engineering infrastructures (focused on dams), from the data acquisition process, data processing and storage, data quality and outlier detection, and data analysis. A strong focus is made on the use of machine learning techniques for data analysis, where the common multiple linear regression analysis is compared with deep learning strategies, namely recur- rent neural networks.
