    Environment in Times of War

    The impact of Russia’s war against Ukraine has been devastating both politically and environmentally. On top of the environmental damage directly caused by military operations, the invasion has put an abrupt end to the EU-Russia “green cooperation”, which had previously raised many hopes. At the same time, it has also shifted international attention away from climate and environmental concerns, which are particularly acute in the post-Soviet region. This Report analyses some of the main climate change and environmental issues in the post-Soviet space, providing an initial assessment of the invasion’s impact. The bulk of the latest scholarly and policy production on these matters focuses on Russia – given the country’s geopolitical and energy relevance. However, this analysis finds that environmental disasters such as the desertification of the Aral Sea transcend state borders and require a broader approach both from an analytic and policy standpoint.Publishe

    Forward to the Past? New/Old Theatres of Russia’s International Projection

    Russia seems to be back in many “old” theatres where the Soviet Union was actively engaged. More than a quarter of a century after the fall of the USSR, it is clear that Russia’s President Vladimir Putin has made restoring Russia’s great power status a primary goal of his twenty years in power. Political and historical links dating back to the Cold War have been capitalised upon to build fresh partnerships and cement or re-establish Russia’s influence in Africa, Latin America and the Middle East. Just as the Soviet Union supported Western communist parties and ran disinformation campaigns, today’s Russia is accused of meddling with the electoral processes of several Western countries.     The Effects of Fiscal Policy on Employment: an Analysis of the Aggregate Evidence

    The study investigates whether fiscal policy is able to affect the trend of employment rate, triggering hysteresis independently from GDP. I attempt to shed a light on this issue analyzing a Panel of 17 OECD countries, covering the period 1980-2009 with annual data. The effects of fiscal policy are estimated with a SVAR, where the exogenous fiscal shock is identified employing a recent dataset provided by the IMF, containing predetermined fiscal policy changes due to fiscal consolidation issues. My results suggest that a fiscal shock can modify the employment equilibrium level even without influencing potential output. The fiscal multiplier for the employment rate trend after two years is -0.55 and accounts for almost half of the multiplier for overall employment rate (which is -1.10), while is -0.11 – and not significant – for the potential output. The multiplier for the real per capita GDP is -1.04, which sharply contrasts with the “expansionary austerity” hypothesis. Various extensions are presented, considering the role of composition, monetary policy, and state-dependency. I found that spending cuts affect employment more than tax increases, while tax effects are larger on real per capita GDP. Such a result may be explained by different reactions of monetary policy respect spending cuts and tax growths. My evidence suggests that the multiplier is state-dependent, i.e. larger during recessions, and such effect is stronger on employment trend

    Evaluating Natural Alternatives to Synthetic Acrylic Polymers: Rheological and Texture Analyses of Polymeric Water Dispersions

    The natural cosmetics market is growing, in line with the interest of public opinion on environmental safety. The availability of polysaccharides for cosmetic use is very wide; each raw material has its own sensorial specificities and hardly matches the performance of synthetic polymers. We developed an instrumental protocol based on rheology and texture analysis to evaluate alternatives to acrylic polymers. The study has been carried out on a set of water dispersions prepared with different synthetic, semisynthetic, and natural polymers at different concentrations. Using statistical principal component analysis, three different clusters have been identified: group A includes polymers with a stringy viscoelastic behavior, group B includes polymers with low firmness and a weak-gel rheological pattern, and group C includes polymers which formed soft and elastic gels. This work showed that this instrumental approach is a powerful toolto comprehensively characterize new rheological modifiers and to forecast their contribution to the formulation based on their applicative features. Moreover, rheology and texture analysis turned out to be complementary tools useful to compare polymeric raw materials and to identify appropriate alternatives to synthetic ones in order to formulate green cosmetic products

    Brain oscillations in cognitive control: a cross-sectional study with a spatial Stroop task

    An important aspect of cognitive control is the ability to overcome interference, by boosting the processing of task-relevant information while suppressing the irrelevant information. This ability is affected by the progressive cognitive decline observed in aging. The aims of this study were to shed light on the neural spectral dynamics involved in interference control and to investigate age-dependent differences in these dynamics. For these reasons two samples of participants of different ages (23 younger and 20 older adults, age range=[18 35] and [66 82], respectively) were recruited and administered a spatial Stroop task while recording electroencephalographic activity. Scalp- and source-based time-frequency analyses revealed a main role of theta and beta frequencies in interference control. Specifically, for the theta band, we found age-dependent differences both for early event-related spectral perturbation (ERSP) Stroop effects at the source level \u2013 which involved dorsomedial and dorsolateral prefrontal cortices \u2013 and for related brain-behaviour correlations. This ERSP Stroop effect in theta was greatly reduced in magnitude in the older group and, differently from what observed in younger participants, it was not correlated with behavioural performance. These results suggest an age-dependent impairment of the theta-related mechanism signalling the need of cognitive control, in line with existing findings. We also found age-related differences in ERSP and source spectral activity involving beta frequencies. Indeed, younger participants showed a specific ERSP Stroop effect in beta \u2013 with the main involvement of left prefrontal cortex \u2013 whereas the pattern of older participants was delayed in time and spread bilaterally over the scalp. This study shows clear age-related differences in the neural spectral correlates of cognitive control. These findings open new questions about the causal involvement of specific oscillations in different cognitive processes and may inspire future interventions against age-related cognitive decline

    monthly averaged anthropogenic aerosol direct radiative forcing over the mediterranean based on aeronet aerosol properties

    Abstract. The all-sky direct radiative effect by anthropogenic aerosol (DREa) is calculated in the solar (0.3–4 μm) and infrared (4–200 μm) spectral ranges for six Mediterranean sites. The sites are differently affected by pollution and together reflect typical aerosol impacts that are expected over land and coastal sites of the central Mediterranean basin. Central to the simulations are aerosol optical properties from AERONET sun-/sky-photometer statistics for the year 2003. A discussion on the variability of the overall (natural + anthropogenic) aerosol properties with site location is provided. Supplementary data include MODIS satellite sensor based solar surface albedos, ISCCP products for high- mid- and low cloud cover and estimates for the anthropogenic aerosol fraction from global aerosol models. Since anthropogenic aerosol particles are considered to be smaller than 1 μm in size, mainly the solar radiation transfer is affected with impacts only during sun-light hours. At all sites the (daily average) solar DREa is negative all year round at the top of the atmosphere (ToA). Hence, anthropogenic particles produce over coastal and land sites of the central Mediterranean a significant cooling effect. Monthly DREa values vary from site to site and are seasonally dependent as a consequence of the seasonal dependence of available sun-light and microphysical aerosol properties. At the ToA the monthly average DREa is −(4±1) W m−2 during spring-summer (SS, April–September) and −(2±1) W m−2 during autumn-winter (AW, October–March) at the polluted sites. In contrast, it varies between −(3±1) W m−2 and −(1±1) W m−2 on SS and AW, respectively at the less polluted site. Due to atmospheric absorption the DREa at the surface is larger than at the ToA. At the surface the monthly average DREa varies between the most and the least polluted site between −(7±1) W m−2 and −(4±1) W m−2 during SS, and between −(4±3) W m−2 and −(1±1) W m−2 during AW. The DREa at infrared wavelengths is positive but negligible, especially at the ToA (<0.3 W m−2). The average of DREa monthly-means referring to all sites has allowed getting a ToA- and sfc-DREa yearly-mean value of −(3±2) and −(5±3) W m−2, respectively at solar wavelengths. Last data, even if refer to a particular year, indicate that the radiative energy-balance of Central Mediterranean land and coastal sites is quite affected by anthropogenic particles

    SKDCGN: Source-free Knowledge Distillation of Counterfactual Generative Networks using cGANs

    With the usage of appropriate inductive biases, Counterfactual Generative Networks (CGNs) can generate novel images from random combinations of shape, texture, and background manifolds. These images can be utilized to train an invariant classifier, avoiding the wide spread problem of deep architectures learning spurious correlations rather than meaningful ones. As a consequence, out-of-domain robustness is improved. However, the CGN architecture comprises multiple over parameterized networks, namely BigGAN and U2-Net. Training these networks requires appropriate background knowledge and extensive computation. Since one does not always have access to the precise training details, nor do they always possess the necessary knowledge of counterfactuals, our work addresses the following question: Can we use the knowledge embedded in pre-trained CGNs to train a lower-capacity model, assuming black-box access (i.e., only access to the pretrained CGN model) to the components of the architecture? In this direction, we propose a novel work named SKDCGN that attempts knowledge transfer using Knowledge Distillation (KD). In our proposed architecture, each independent mechanism (shape, texture, background) is represented by a student 'TinyGAN' that learns from the pretrained teacher 'BigGAN'. We demonstrate the efficacy of the proposed method using state-of-the-art datasets such as ImageNet, and MNIST by using KD and appropriate loss functions. Moreover, as an additional contribution, our paper conducts a thorough study on the composition mechanism of the CGNs, to gain a better understanding of how each mechanism influences the classification accuracy of an invariant classifier.     Nonviral-Mediated Hepatic Expression of IGF-I Increases Treg Levels and Suppresses Autoimmune Diabetes in Mice

C.J.M.In type 1 diabetes, loss of tolerance to β-cell antigens results in T-cell-dependent autoimmune destruction of β cells. The abrogation of autoreactive T-cell responses is a prerequisite to achieve long-lasting correction of the disease. The liver has unique immunomodulatory properties and hepatic gene transfer results in tolerance induction and suppression of autoimmune diseases, in part by regulatory T-cell (Treg) activation. Hence, the liver could be manipulated to treat or prevent diabetes onset through expression of key genes. IGF-I may be an immunomodulatory candidate because it prevents autoimmune diabetes when expressed in β cells or subcutaneously injected. Here, we demonstrate that transient, plasmid-derived IGF-I expression in mouse liver suppressed autoimmune diabetes progression. Suppression was associated with decreased islet inflammation and β-cell apoptosis, increased β-cell replication, and normalized β-cell mass. Permanent protection depended on exogenous IGF-I expression in liver nonparenchymal cells and was associated with increased percentage of intrapancreatic Tregs. Importantly, Treg depletion completely abolished IGF-I-mediated protection confirming the therapeutic potential of these cells in autoimmune diabetes. This study demonstrates that a nonviral gene therapy combining the immunological properties of the liver and IGF-I could be beneficial in the treatment of the disease
