Legal standards of free utilization of intellectual property in the sphere of digital economy
The aim of the article is the development of legal standards of free utilization of intellectual property, which will become the basis for the new complex legislative regulation of relationships, that has been arisen due to the development of digital economy. Conceptual basis for the new institutional environment can be represented by the theory of free culture, practical implementation of which provides the transition from agreement-based monopolistic rhetoric towards free utilization of the results of intellectual activity in the cyber environment.
We conclude the need to define the legal regime for intellectual property, dependent on its intended use into commercial and non-commercial. We propose to free the sphere of non-commercial from as many legislative barriers as possible. We also propose to widen the use of simplified registration procedures with the participation of commercial organizations, as well as intellectual property (IP) data bases. The preservation of copyright in this sphere is sensible.
The principles of equity, fairness should be fundamental institutions for the free utilization of IP. Authors propose the most open and vast rules of communication within the digital environment, which have evolved naturally. Separate standards exists in the form of concepts requiring practical implementation, others have been legally enforced, such as the priority of market mechanisms over government regulation of Internet, principle of balance of right-holders and users. Absence of unified standards of synchronization of digital hardware and high cost of automated systems of control with exclusive rights within the Internet network (e.g. Swiss DRM) oppose the development of digital economy. The results of the study can be used in further development of the stated problems.peer-reviewe
Formation and development of the legal regulation of foreign investments in Russia
The article’s purpose is to study the formation and the development of the legal regulation of foreign investment in the Russian Federation.
During the research, the authors analyzed the legal mechanisms for creating an enabling environment for attracting foreign investments in Russia.
The authors concluded that it is necessary to systematize Russian legislation in the field of foreign investments and to bring Russian legislation into line with the norms of international law.
They also came to the conclusion that it is necessary to develop legal regulation of foreign investments within the framework of the integration space of the Eurasian Economic Union.peer-reviewe
Double difiusion in Ar-N2 Binary gas system at the constant value of temperature gradient
An experimental study of the diffusion-gravitational convection transition boundary in an Ar-N2 binary system at different pressures and a constant temperature gradient is performed. It is shown that the diflusion is replaced by the gravitational convection at a pressure p 0:5 MPa. In terms of the stability theory, a perturbation boundary line is determined, dividing the Rayleigh numbers plane into the regions of the diflusion and the convective mass transfer. The experimental data agree well with the theoretical values

Orbital glass and spin glass states of 3He-A in aerogel
Glass states of superfluid A-like phase of 3He in aerogel induced by random
orientations of aerogel strands are investigated theoretically and
experimentally. In anisotropic aerogel with stretching deformation two glass
phases are observed. Both phases represent the anisotropic glass of the orbital
ferromagnetic vector l -- the orbital glass (OG). The phases differ by the spin
structure: the spin nematic vector d can be either in the ordered spin nematic
(SN) state or in the disordered spin-glass (SG) state. The first phase (OG-SN)
is formed under conventional cooling from normal 3He. The second phase (OG-SG)
is metastable, being obtained by cooling through the superfluid transition
temperature, when large enough resonant continuous radio-frequency excitation
are applied. NMR signature of different phases allows us to measure the

On the nature of Seyfert galaxies with high [OIII]5007 blueshifts
We have studied the properties of Seyfert galaxies with high [OIII]5007
blueshifts (`blue outliers'), originally identified because of their strong
deviation from the M_BH - sigma relation of normal, narrow-line Seyfert 1
(NLS1) and broad-line Seyfert 1 (BLS1) galaxies. These blue outliers turn out
to be important test-beds for models of the narrow-line region (NLR), for
mechanisms of driving large-scale outflows, for links between NLS1 galaxies and
radio galaxies, and for orientation-dependent NLS1 models. We report the
detection of a strong correlation of line blueshift with ionization potential
in each galaxy, including the measurement of coronal lines with radial
velocities up to 500--1000 km/s. All [OIII] blue outliers have narrow widths of
their broad Balmer lines and high Eddington ratios. While the presence of
non-shifted low-ionization lines signifies the presence of a classical outer
quiescent NLR in blue outliers, we also report the absence of any second,
non-blueshifted [OIII] component from a classical inner NLR. These results
place tight constraints on NLR models. We favor a scenario in which the NLR
clouds are entrained in a decelerating wind which explains the strong
stratification and the absence of a zero-blueshift inner NLR of blue outliers.
The origin of the wind remains speculative at this time (collimated radio
plasma, thermal winds, radiatively accelerated clouds). It is perhaps linked to
the high Eddington ratios of blue outliers. Similar, less powerful winds could
be present in all Seyfert galaxies, but would generally only affect the coronal
line region (CLR), or level off even before reaching the CLR. Similarities
between blue outliers in NLS1 galaxies and (compact) radio sources are briefly

Issues of drug circulation in a hospital: how to optimize work in a medical information system
Relevance. Currently, the implementation of information systems in healthcare is an urgent task for every medical organization. The main directions of the introduction of a medical information system in a medical organization are the development of automatic workplaces for specialists, the development of specialized soft ware for decision-making; creation of an electronic medical record and automation of managerial and administrative functions. With the right management approach to the operation of a medical information system (MIS), a medical organization can use all the possibilities of a MIS to reduce the labor costs of its employees in various areas, for example, in the case of the circulation of drugs. Objective. Show the possibilities of using MIS on the circulation of drugs in a multidisciplinary hospital. Methods. The work was carried out on the basis of the MIS of the North-Western State Medical University named after I. I. Mechnikov of the Ministry of Health of Russia through the introduction of a drug circulation system in a medical organization at various levels (clinical units, a pharmacy, the administration of a medical organization). Results. In the article, on the example of a multidisciplinary medical organization, the results of the implementation of accounting, planning and control over drug supply in the MIS are presented. Conclusion. The joint work of all departments involved in the circulation of drugs (pharmacy warehouse, purchasing department, clinical departments and clinical pharmacologist) allows improving the quality of drug supply and timely obtaining information about the costs and needs for medicines, which optimizes the financial costs of drugs in the hospital
CHEMOKINE MARKERS ASSOCIATED WITH EARLY REJECTION OF KIDNEY ALLOGRAFT
It is known at the present time that immunological biomarkers may become more sensitive, non-invasive methods of graft rejection diagnosis than those currently used. A growing amount of studies in animal models shows that chemokines, as active participants in the immune process, may be used to this purpose. Our earlier studies have shown an important prognostic significance of IL-6, IL-2, 17A and IL-1RA increase in pre-operative period as markers of acute kidney allograft rejection. When assessing changes in studied peripheral blood growth factors, we concluded that a sharp decrease in BDNF content is a diagnostically significant early sign of kidney allograft rejection. The aim of this study was to identify the prognostic role of serum chemokine levels at the preoperative stage, taking into account the production of anti-HLA antibodies during the post-transplant period as a risk factor of kidney allograft rejection. A comparative analysis of chemokine serum concentrations was performed in the patients with terminal-stage chronic kidney disease (CKD). In the patients from main clinical groups, the blood cytokine levels were measured 6 hours before transplantation, i.e., Eotaxin (CCL11), GRO-α (CXCL1), IL-8 (CXCL8), IP-10 (CXCL10), MCP-1 (CCL2), MIP-1α (CCL3), MIP-1β (CCL4), SDF-1α (CXCL12), RANTES (CCL5), MIG (CXCL9) by means of multiplex immunological assays, using appropriate test systems. The studies have shown significant changes in several chemokines in the CKD patients compared to age-matched controls. However, the following diagnostically significant biomarkers associated with early rejection of transplanted kidney should be considered: increased concentration of CCL2 and CCL4 chemokines, as well as an acute decrease in CCL11. Significantly decreased CXCL12 concentration in peripheral blood could be considered a marker of favorable posttransplant clinical course. Occurence of HLA antibodies in recipients is also associated with elevated serum levels of CXCL8, CXCL10, CCL4, and CCL5
My Approach = Your Apparatus? Entropy-Based Topic Modeling on Multiple Domain-Specific Text Collections
Comparative text mining extends from genre analysis and political bias
detection to the revelation of cultural and geographic differences, through to
the search for prior art across patents and scientific papers. These
applications use cross-collection topic modeling for the exploration,
clustering, and comparison of large sets of documents, such as digital
libraries. However, topic modeling on documents from different collections is
challenging because of domain-specific vocabulary. We present a
cross-collection topic model combined with automatic domain term extraction and
phrase segmentation. This model distinguishes collection-specific and
collection-independent words based on information entropy and reveals
commonalities and differences of multiple text collections. We evaluate our
model on patents, scientific papers, newspaper articles, forum posts, and
Wikipedia articles. In comparison to state-of-the-art cross-collection topic
modeling, our model achieves up to 13% higher topic coherence, up to 4% lower
perplexity, and up to 31% higher document classification accuracy. More
importantly, our approach is the first topic model that ensures disjunct
general and specific word distributions, resulting in clear-cut topic
representations
Ionic Coulomb blockade and the determinants of selectivity in the NaChBac bacterial sodium channel
Mutation-induced transformations of conductivity and selectivity in NaChBac bacterial channels are studied experimentally and interpreted within the framework of ionic Coulomb blockade (ICB), while also taking account of resonant quantised dehydration (QD) and site protonation. Site-directed mutagenesis and whole-cell patch-clamp experiments are used to investigate how the fixed charge Qf at the selectivity filter (SF) affects both valence selectivity and same-charge selectivity. The new ICB/QD model predicts that increasing |Qf | should lead to a shift in selectivity sequences towards larger ion sizes, in agreement with the present experiments and with earlier work. Comparison of the model with experimental data leads to the introduction of an effective charge Qf∗ at the SF, which was found to differ between Aspartate and Glutamate charged rings, and also to depend on position within the SF. It is suggested that protonation of the residues within the restricted space of the SF is important in significantly reducing the effective charge of the EEEE ring. Values of Qf∗ derived from experiments on divalent blockade agree well with expectations based on the ICB/QD model and have led to the first demonstration of ICB oscillations in Ca2+ conduction as a function of the fixed charge.
