    The development of normative theory in International Relations: Some practical implications for norm-based and value-based scholarly inquiry

    This article attempts to assess the development and significance of normative theory in International Relations as an academic discipline. It is pointed out that a revival of normative concerns and issues in International Relations has transpired in recent decades, and that many scholars in International Relations today accept a proposition that scientific knowledge and inquiry in the discipline and its application should be underpinned or directed by a defensible normative commitment. It is furthermore pointed out that normative theory and some practical manifestations of norm-based and valuebased scholarly inquiry in the discipline are a matter of great significance, since these issues relate to some moral and ethical dimensions of activities in the international community. The article concludes by asserting that the growth of normative theory in International Relations is also of great importance and significance for scholarly research from a Christian perspective

    Establishing AFRICOM: Pressing questions, political concerns and future prospects

    In the post-Cold War period, Africa did not constitute a top strategic priority for the U.S. A 1995 report by the Department of Defence (DoD) listed Africa at the bottom of the world's regions in strategic terms. In 1998, the National Security Strategy of the U.S. confirmed that America's security interests with regard to Africa were limited. Hence the tendency in the past was to relegate Africa to the periphery of American strategy.1 However, as Metz rightly argued some years ago, such an approach would not be wise: the U.S. does indeed have strategic interests in Africa. After all, from a U.S. point of view, serious transnational threats emanate from the region, including: state-sponsored terrorism, narcotics trafficking, weapons proliferation, international crime, environmental damage, and pandemic disease. Furthermore, Africa has been the scene of recurrent humanitarian crises, often as a result of intra-state armed conflict.     The importance and significance of peace studies with special reference to South Africa’s political-security role in Africa

    The origins of peace studies as an academic field of inquiry could be traced to the late 1940s and the field has been developing considerably since then. Currently, scholars at various tertiary institutions over the world are involved in using their academic skills to educate students about the causes of wars and violent conflict while pointing out various alternatives to these phenomena. Peace studies in the South African and broader African context are certainly of great significance and importance. After all, the gripping and devastating violence that manifested in African countries such as Liberia, Sierra Leone, Sudan, Burundi, Rwanda, the DRC, Somalia, Angola, the Comoros and many other conflict-stricken areas warrant scholarly attention with a view to better understanding the causes, dynamics and effects of such conflict. By means of this understanding the conflict could be addressed through mechanisms of conflict resolution and peace building could be promoted. Furthermore, the South African Government’s progressive military involvement in international peace missions in recent years is far more than an issue of mere military concern. It is a matter of great political interest and significance. Being supportive of the need for peace studies in the curricula of South African universities (and African universities in general), this article argues that South African students should be exposed to a rich and comprehensive literature on the search for international peace and security; of how to understand and deal with the causes of large-scale conflict and violence; and how these could be curtailed and resolved ? literature which informs scholarly discussions and research in many centres and places of education, training and peace building

    Mortality trends in the City of Cape Town between 2001 and 2013: Reducing inequities in health

    Background. The City of Cape Town (CoCT), South Africa, has collected cause-of-death data from death certificates for many years to monitor population health. In 2000, the CoCT and collaborators set up a local mortality surveillance system to provide timeous mortality data at subdistrict level. Initial analyses revealed large disparities in health across subdistricts and directed the implementation of public health interventions aimed at reducing these disparatities.Objectives. To describe the changes in mortality between 2001 and 2013 in health subdistricts in the CoCT.Methods. Pooled mortality data for the periods 2001 - 2004 and 2010 - 2013, from a local mortality surveillance system in the CoCT, were analysed by age, gender, cause of death and health subdistrict. Age-specific mortality rates for each period were calculated and age-standardised using the world standard population, and then compared across subdistricts.Results. All-cause mortality in the CoCT declined by 8% from 938 to 863 per 100 000 between 2001 - 2004 and 2010 - 2013. Mortality in males declined more than in females owing to a large reduction in male injury mortality, particularly firearm-related homicide. HIV/AIDS and tuberculosis (TB) mortality dropped by ~10% in both males and females, but there was a marked shift to older ages. Mortality in children aged <5 years dropped markedly, mostly owing to reductions in HIV/AIDS and TB mortality. Health inequities between subdistricts were reduced, with the highest-burden subdistricts achieving the largest reductions in mortality.Conclusions. Local mortality surveillance provides important data for planning, implementing and evaluating targeted health interventions at small-area level. Trends in mortality over the past decade indicate some gains in health and equity, but highlight the need for multisectoral interventions to focus on HIV and TB and homicide and the emerging epidemic of non-communicable diseases.

    Bovine pericardium retail preserved in glutaraldehyde and used as a vascular patch

    <p>Abstract</p> <p>Background</p> <p>In this study we evaluated the performance of bovine pericardium preserved in glutaraldehyde used as a vascular patch.</p> <p>Methods</p> <p>Fourteen young pigs, six females and eight males, weighting 10.3 - 18.4 kg were used in our study. We implanted three remnants in each pig, two in the abdominal aorta and one was juxtaposed to the peritoneum. The smooth face (SF) and rough face (RF) of each remnant were implanted turned to the vessel inner portion and one remnant was juxtaposed to the peritoneum. The animals were sacrificed in 4.5 - 8 months after surgery (75 - 109 kg). The remnants were assessed for aorta wall, fibroses formation in inner apposition and calcification related to the face turned to the vessel inner portion.</p> <p>Results</p> <p>The rough face showed a lower dilatation level compared to the face implanted in adjacent aorta. There was no difference between intensity and/or incidence of graft calcification when the superficies were compared. The bovine pericardium preserved in glutaraldehyde did not show alterations in its structure when implanted with different faces turned to the inner portion of vessel.</p> <p>Conclusion</p> <p>When turned to the inner portion of the vessel, the rough face of the remnant presented a lower dilatation in relation to the adjacent aorta and a better quality of endothelium layer and did not show a difference between intensity and/or incidence of graft calcification.</p

    Evidence for rangewide panmixia despite multiple barriers to dispersal in a marine mussel

    Oceanographic features shape the distributional and genetic patterns of marine species by interrupting or promoting connections among populations. Although general patterns commonly arise, distributional ranges and genetic structure are species-specific and do not always comply with the expected trends. By applying a multimarker genetic approach combined with Lagrangian particle simulations (LPS) we tested the hypothesis that oceanographic features along northeastern Atlantic and Mediterranean shores influence dispersal potential and genetic structure of the intertidal mussel Perna perna. Additionally, by performing environmental niche modelling we assessed the potential and realized niche of P. perna along its entire native distributional range and the environmental factors that best explain its realized distribution. Perna perna showed evidence of panmixia across > 4,000 km despite several oceanographic breaking points detected by LPS. This is probably the result of a combination of life history traits, continuous habitat availability and stepping-stone dynamics. Moreover, the niche modelling framework depicted minimum sea surface temperatures (SST) as the major factor shaping P. perna distributional range limits along its native areas.     Phage Encoded H-NS: A Potential Achilles Heel in the Bacterial Defence System

    The relationship between phage and their microbial hosts is difficult to elucidate in complex natural ecosystems. Engineered systems performing enhanced biological phosphorus removal (EBPR), offer stable, lower complexity communities for studying phage-host interactions. Here, metagenomic data from an EBPR reactor dominated by Candidatus Accumulibacter phosphatis (CAP), led to the recovery of three complete and six partial phage genomes. Heat-stable nucleoid structuring (H-NS) protein, a global transcriptional repressor in bacteria, was identified in one of the complete phage genomes (EPV1), and was most similar to a homolog in CAP. We infer that EPV1 is a CAP-specific phage and has the potential to repress up to 6% of host genes based on the presence of putative H-NS binding sites in the CAP genome. These genes include CRISPR associated proteins and a Type III restriction-modification system, which are key host defense mechanisms against phage infection. Further, EPV1 was the only member of the phage community found in an EBPR microbial metagenome collected seven months prior. We propose that EPV1 laterally acquired H-NS from CAP providing it with a means to reduce bacterial defenses, a selective advantage over other phage in the EBPR system.
