    Intellectual Property Rights, Migration, and Diaspora

    In this paper we study theoretically and empirically the role of the interaction between skilled migration and intellectual property rights (IPRs) protection in determining innovation in developing countries (South). We show that although emigration from the South may directly result in the well-known concept of brain drain, it also causes a brain gain effect, the extent of which depends on the level of IPRs protection in the sending country. We argue this to come from a diaspora channel through which the knowledge acquired by emigrants abroad can flow back to the South and enhance the skills of the remaining workers there. By increasing the size of the innovation sector and the skill-intensity of emigration, IPRs protection makes it more likely for diaspora gains to dominate, thus facilitating a potential net brain gain. Our main theoretical insights are then tested empirically using a panel dataset of emerging and developing countries. The findings reveal a positive correlation between emigration and innovation in the presence of strong IPRs protection.

    Glacier motion estimation using SAR offset-tracking procedures

    Two image-to-image patch offset techniques for estimating feature motion between satellite synthetic aperture radar (SAR) images are discussed. Intensity tracking, based on patch intensity cross-correlation optimization, and coherence tracking, based on patch coherence optimization, are used to estimate the movement of glacier surfaces between two SAR images in both slant-range and azimuth direction. The accuracy and application range of the two methods are examined in the case of the surge of Monacobreen in Northern Svalbard between 1992 and 1996. Offset-tracking procedures of SAR images are an alternative to differential SAR interferometry for the estimation of glacier motion when differential SAR interferometry is limited by loss of coherence, i.e., in the case of rapid and incoherent flow and of large acquisition time intervals between the two SAR images. In addition, an offset-tracking procedure in the azimuth direction may be combined with differential SAR interferometry in the slant-range direction in order to retrieve a two-dimensional displacement map when SAR data of only one orbit configuration are available

    Vlasov Simulations of Trapping and Inhomogeneity in Raman Scattering

    We study stimulated Raman scattering (SRS) in laser-fusion conditions with the Eulerian Vlasov code ELVIS. Back SRS from homogeneous plasmas occurs in sub-picosecond bursts and far exceeds linear theory. Forward SRS and re-scatter of back SRS are also observed. The plasma wave frequency downshifts from the linear dispersion curve, and the electron distribution shows flattening. This is consistent with trapping and reduces the Landau damping. There is some acoustic (ω∝k\omega\propto k) activity and possibly electron acoustic scatter. Kinetic ions do not affect SRS for early times but suppress it later on. SRS from inhomogeneous plasmas exhibits a kinetic enhancement for long density scale lengths. More scattering results when the pump propagates to higher as opposed to lower density.Comment: 4 pages, 6 figures.     Forecasting high waters at Venice Lagoon using chaotic time series analisys and nonlinear neural netwoks

    Time series analysis using nonlinear dynamics systems theory and multilayer neural networks models have been applied to the time sequence of water level data recorded every hour at 'Punta della Salute' from Venice Lagoon during the years 1980-1994. The first method is based on the reconstruction of the state space attractor using time delay embedding vectors and on the characterisation of invariant properties which define its dynamics. The results suggest the existence of a low dimensional chaotic attractor with a Lyapunov dimension, DL, of around 6.6 and a predictability between 8 and 13 hours ahead. Furthermore, once the attractor has been reconstructed it is possible to make predictions by mapping local-neighbourhood to local-neighbourhood in the reconstructed phase space. To compare the prediction results with another nonlinear method, two nonlinear autoregressive models (NAR) based on multilayer feedforward neural networks have been developed. From the study, it can be observed that nonlinear forecasting produces adequate results for the 'normal' dynamic behaviour of the water level of Venice Lagoon, outperforming linear algorithms, however, both methods fail to forecast the 'high water' phenomenon more than 2-3 hours ahead.Publicad

    Coherent Acceleration of Magnetized Ions by Electrostatic Waves With Arbitrary Wavenumbers

    This paper studies the coherent acceleration of ions interacting with two electrostatic waves in a uniform magnetic field B0. This is a generalization of an earlier analysis of waves propagating perpendicularly to B0 to include the effect of wavenumbers along B0. The Lie transformation technique is used to develop a perturbation theory describing the ion motion, and results are compared with numerical solutions of the complete equations of motion. Coherent energization occurs when the Doppler-shifted wave frequencies differ by nearly an integer multiple of the ion cyclotron frequency. When the difference in the parallel wavenumbers of the two waves is increased the coherent energization of ions is limited to a small part of the phase space.     Natural Frequencies of Triple-Walled Carbon Nanotubes

    none3noIn this paper, the linear vibrations of Triple-Walled Carbon Nanotubes (TWNTs) are analysed. A multiple elastic shell model is considered. The shell dynamics is studied in the framework of the Sanders-Koiter shell theory. The van der Waals (vdW) interaction between two layers of the TWNT is modelled by a radius-dependent function. The circular cylindrical shell deformation is described in terms of longitudinal, circumferential and radial displacements. Simply supported, clamped and free boundary conditions are considered. The three displacement fields are expanded by means of a double mixed series based on Chebyshev orthogonal polynomials for the longitudinal variable and harmonic functions for the circumferential variable. The Rayleigh-Ritz method is applied to obtain approximate natural frequencies and mode shapes. The present model is validated in linear field by means of data derived from the literature.
