The point of maximum curvature as a marker for physiological time series
We present a geometric analysis of the model of Stirling. In particular we analyze the curvature of a heart rate time series in response to a step like increment in the exercise intensity. We present solutions for the point of maximum curvature which can be used as a marker of physiological interest. This marker defines the point after which the heart rate no longer continues to rapidly rise and instead follows either a steady state or slow rise. These methods are then applied to find analytic solutions for a mono exponential model which is commonly used in the literature to model the response to a moderate exercise intensity. Numerical solutions are then found for the full model and parameter values presented in Stirling
Risk, precaution and science: towards a more constructive policy debate. Talking point on the precautionary principle
Few issues in contemporary risk policy are as momentous or contentious as the precautionary principle. Since it first emerged in German environmental policy, it has been championed by environmentalists and consumer protection groups, and resisted by the industries they oppose (Raffensperger & Tickner, 1999). Various versions of the principle now proliferate across different national and international jurisdictions and policy areas (Fisher, 2002). From a guiding theme in European Commission (EC) environmental policy, it has become a general principle of EC law (CEC, 2000; Vos & Wendler, 2006). Its influence has extended from the regulation of environmental, technological and health risks to the wider governance of science, innovation and trade (O'Riordan & Cameron, 1994)

New Deterministic Algorithms for Solving Parity Games
We study parity games in which one of the two players controls only a small
number of nodes and the other player controls the other nodes of the
game. Our main result is a fixed-parameter algorithm that solves bipartite
parity games in time , and general parity games in
time , where is the number of distinct
priorities and is the number of edges. For all games with this
improves the previously fastest algorithm by Jurdzi{\'n}ski, Paterson, and
Zwick (SICOMP 2008). We also obtain novel kernelization results and an improved
deterministic algorithm for graphs with small average degree
Opening Up the Politics of Knowledge and Power in Bioscience
Public engagement is not in tension with science, but actually a way to be more rigorous - as well as more democratic - about social choice of biotechnology
Engaging rural communities in health care through a paramedic expanded scope of practice
Introduction: This article explores how community engagement by paramedics in an expanded scope role contributes to both primary health care and to an overall improved emergency response capacity in rural communities. Understanding how expanded scope paramedics (ESP) can strengthen community healthcare collaborations is an important need in rural areas where low workforce numbers necessitate innovation. Methods: Four examples of Australian rural ESP roles were studied in Tasmania, New South Wales, South Australia and Victoria to gather information on consistent elements that could inform a paramedic expanded scope model. Qualitative data were collected from semi-structured interviews with key stakeholders and organisational documents. Thematic analysis within and across cases found community engagement was a key element in the varied roles. This article relies heavily on data from the Victorian and Tasmanian case studies because community engagement was a particularly strong aspect of these cases. Results: The ESP in the case studies increased interactions between ambulance services and rural communities with an overall benefit to health care through: increasing community response capacity; linking communities more closely to ambulance services; and increasing health promotion and illness prevention work at the community level. Leadership, management and communication skills are important for paramedics to successfully undertake expanded scope roles. Conclusion: ESP in rural locations can improve health care beyond direct clinical skill by active community engagement that expands the capacity of other community members and strengthens links between services and communities. As health services look to gain maximum efficiency from the health workforce, understanding the intensification of effort that can be gained from practitioner and community coalitions provides important future directions.<br /
A First Look at Rotation in Inactive Late-Type M Dwarfs
We have examined the relationship between rotation and activity in 14
late-type (M6-M7) M dwarfs, using high resolution spectra taken at the W.M.
Keck Observatory and flux-calibrated spectra from the Sloan Digital Sky Survey.
Most were selected to be inactive at a spectral type where strong H-alpha
emission is quite common. We used the cross-correlation technique to quantify
the rotational broadening; six of the stars in our sample have vsini > 3.5
km/s. Our most significant and perplexing result is that three of these stars
do not exhibit H-alpha emission, despite rotating at velocities where previous
work has observed strong levels of magnetic field and stellar activity. Our
results suggest that rotation and activity in late-type M dwarfs may not always
be linked, and open several additional possibilities including a
rotationally-dependent activity threshold, or a possible dependence on stellar
parameters of the Rossby number at which magnetic/activity "saturation" takes
place in fully convective stars.Comment: 8 pages, 4 figures, accepted for publication in Ap
Profile of the U 5f magnetization in U/Fe multilayers
Recent calculations, concerning the magnetism of uranium in the U/Fe
multilayer system have described the spatial dependence of the 5f polarization
that might be expected. We have used the x-ray resonant magnetic reflectivity
technique to obtain the profile of the induced uranium magnetic moment for
selected U/Fe multilayer samples. This study extends the use of x-ray magnetic
scattering for induced moment systems to the 5f actinide metals. The spatial
dependence of the U magnetization shows that the predominant fraction of the
polarization is present at the interfacial boundaries, decaying rapidly towards
the center of the uranium layer, in good agreement with predictions.Comment: 7 pages, 6 figure
