    United Nations Police Evolution, Present Capacity and Future Tasks

    政治学 / Political Science and International RelationsUnited Nations policing in the context of peace operations evolved rapidly during the 1990s after three decades of serving as a minor adjunct to the principal, military, purposes of UN peacekeeping. After the end of the Cold War, UN policing became a recognized component of operations, but lacked doctrine, administrative structure, quality assurance in recruitment or adequate training. Each is being addressed with some urgency at present, as UN police deployments head toward 15,000 officers. Although Headquarters police support capacity has grown, the United Nations still has proportionately far fewer people at Headquarters supporting deployed personnel than do developed states, such as Australia, that deploy international police contingents. The objectives of UN police operations meanwhile remain a matter of debate: to stabilize post-conflict public security while others rebuild local police capacity or to engage actively in capacity-building and associated institutional reform. UN police support programs need to partner with development institutions that can offer the budget support for local infrastructure, equipment, and salaries that UN peacekeeping budgets cannot fund.     A planar quasi-optical SIS receiver for array applications

    A planar, quasi-optical SIS receiver operating at 230 GHz is described. The receiver consists of a 2 x 5 array of half wave dipole antennas with ten niobium-aluminum oxide-niobium SIS junctions on a quartz dielectric-filled parabola. The 1.4 GHz intermediate frequency is coupled from the mixer via coplanar strip transmission lines and 4:1 balun transformers. The receiver is operated at 4.2 K in a liquid helium immersion cryostat. We report accurate measurements of the performance of single receiver elements. A mixer noise temperature of 89 K DSB, receiver noise temperature of 156 K DSB, and conversion loss of 3 dB into a matched load have been obtained

    Development of straw insulation board : fabrication methods, structure, thermal performance

It is made at a low density, in the area of 5 to 10 pounds per cubic foot (80 to 160 kilograms per cubic meter), and has good thermal properties for an air based insulation, meaning R3 to R4 per inch (Btu-in/ hr-ft2-°F)-, or a conductivity of .048 to .036 W/m-K. The initial effort is to produce a straw insulation board suitable for northern Pakistan, where we are studying the needs and construction of schools and houses. Some type of rigid insulation is needed, as opposed to loose fill, because the buildings have solid masonry walls without an air gap. These boards will be suitable for other developing countries as well The initial survey of possible methods included 1) containing the straw in panels with wire and battens, 2) pulping the straw, and 3) binding with adhesive. In this latter category starch, PVA and sodium silicate were tried as adhesive using uncut and shredded straw, with various methods of application such as spraying, foaming, and dipping, at various adhesive loading rates. Small samples were formed at a range of densities to test structural and thermal properties. This survey suggested that all three of these approaches can succeed structurally and thermally, but that competing economically with existing insulation board is difficult. For boards with binder, the adhesive efficiency was poor. In the final phase of the project, a batch of boards was made at ICI Polyurethane's North American research and development facility, using methane di-isocyanate as the binder. The boards, made at a range of densities and resin contents, and using straw with and without the fine particles, were tested thermally and structurally at MIT. Good mechanical properties were obtained at resin contents as low as 2% by weight. At densities of 8 and 10 pounds per cubic foot (pcf), these boards have R values of 3.7 and 3.45 per inch, respectively. The pressure required to compress the 10 pcf boards to 10% of their original thickness is approximately 15 pounds per square inch (psi), and the modulus of rupture in bending is in the range of 50 psi. Removing the fine particles from the straw improved board strength markedly. These boards at a density of 10 pcf and 2 to 4 % resin content have an estimated materials cost of 2 [cents] per insulating unit (R-ft2), substantially less than either the cost of the expanded polystyrene available in Pakistan, or the retail cost of any rigid board insulation sold in North America.by Henry S.     Histone deacetylase inhibitors: clinical implications for hematological malignancies

    Histone modifications have widely been implicated in cancer development and progression and are potentially reversible by drug treatments. The N-terminal tails of each histone extend outward through the DNA strand containing amino acid residues modified by posttranslational acetylation, methylation, and phosphorylation. These modifications change the secondary structure of the histone protein tails in relation to the DNA strands, increasing the distance between DNA and histones, and thus allowing accessibility of transcription factors to gene promoter regions. A large number of HDAC inhibitors have been synthesized in the last few years, most being effective in vitro, inducing cancer cells differentiation or cell death. The majority of the inhibitors are in clinical trials, unlike the suberoylanilide hydroxamic acid, a pan-HDACi, and Romidepsin (FK 228), a class I-selective HDACi, which are only approved in the second line treatment of refractory, persistent or relapsed cutaneous T-cell lymphoma, and active in approximately 150 clinical trials, in monotherapy or in association. Preclinical studies investigated the use of these drugs in clinical practice, as single agents and in combination with chemotherapy, hypomethylating agents, proteasome inhibitors, and MTOR inhibitors, showing a significant effect mostly in hematological malignancies. The aim of this review is to focus on the biological features of these drugs, analyzing the possible mechanism(s) of action and outline an overview on the current use in the clinical practice

    Effect of remote ischaemic conditioning on clinical outcomes in patients with acute myocardial infarction (CONDI-2/ERIC-PPCI): a single-blind randomised controlled trial.

    BACKGROUND: Remote ischaemic conditioning with transient ischaemia and reperfusion applied to the arm has been shown to reduce myocardial infarct size in patients with ST-elevation myocardial infarction (STEMI) undergoing primary percutaneous coronary intervention (PPCI). We investigated whether remote ischaemic conditioning could reduce the incidence of cardiac death and hospitalisation for heart failure at 12 months. METHODS: We did an international investigator-initiated, prospective, single-blind, randomised controlled trial (CONDI-2/ERIC-PPCI) at 33 centres across the UK, Denmark, Spain, and Serbia. Patients (age >18 years) with suspected STEMI and who were eligible for PPCI were randomly allocated (1:1, stratified by centre with a permuted block method) to receive standard treatment (including a sham simulated remote ischaemic conditioning intervention at UK sites only) or remote ischaemic conditioning treatment (intermittent ischaemia and reperfusion applied to the arm through four cycles of 5-min inflation and 5-min deflation of an automated cuff device) before PPCI. Investigators responsible for data collection and outcome assessment were masked to treatment allocation. The primary combined endpoint was cardiac death or hospitalisation for heart failure at 12 months in the intention-to-treat population. This trial is registered with ClinicalTrials.gov (NCT02342522) and is completed. FINDINGS: Between Nov 6, 2013, and March 31, 2018, 5401 patients were randomly allocated to either the control group (n=2701) or the remote ischaemic conditioning group (n=2700). After exclusion of patients upon hospital arrival or loss to follow-up, 2569 patients in the control group and 2546 in the intervention group were included in the intention-to-treat analysis. At 12 months post-PPCI, the Kaplan-Meier-estimated frequencies of cardiac death or hospitalisation for heart failure (the primary endpoint) were 220 (8·6%) patients in the control group and 239 (9·4%) in the remote ischaemic conditioning group (hazard ratio 1·10 [95% CI 0·91-1·32], p=0·32 for intervention versus control). No important unexpected adverse events or side effects of remote ischaemic conditioning were observed. INTERPRETATION: Remote ischaemic conditioning does not improve clinical outcomes (cardiac death or hospitalisation for heart failure) at 12 months in patients with STEMI undergoing PPCI.
