    Sostenibilidad política en los planes de desarrollo turístico

    Si bien la planificación turística constituye un instrumento de la política turística, que podría poseer un impacto decisivo en el desarrollo de destinos, se detectan diversos factores que obstaculizan la implementación de los planes que se formulan. En tal sentido, el principal objetivo de esta investigación se centró en identificar y analizar dichos factores.Se abordó la investigación desde la perspectiva de la ciencia política para garantizar el tratamiento de cuestiones inherentes a las relaciones de poder, los mecanismos de participación, la gestión estratégica de la administración pública y la construcción de políticas que minimicen la arbitrariedad y discrecionalidad de las decisiones.Para construir un diagnóstico de la situación de la implementación de planes en el país, se determinaron una serie de indicadores que permitieron analizar transversalmente experiencias de planificación en Argentina a nivel nacional, provincial y municipal. Paralelamente, se realizaron entrevistas en profundidad a diversos actores y referentes del quehacer político del turismo (funcionarios, ex funcionarios, consultores y expertos) que permitieron obtener una visión acabada del fenómeno estudiado.De esta forma se lograron identificar las amenazas que enfrentan la implementación o la continuidad de los planes. Las mismas son de diversa naturaleza y generalmente se presentan en forma combinada.Entre estas se destacan - las relacionadas con el entorno (el soporte de las instancias públicas, los cambios electorales, los procesos de descentralización, la variación del entorno socioeconómico, entre otros); – las vinculadas con los actores intervinientes (capacidad de los equipos para implementar los planes); – las incidencias relacionadas con los beneficiarios (nivel de participación, interés y compromiso); – los recursos tecnológicos y la disponibilidad de presupuesto.El documento elaborado como síntesis de esta investigación constituirá una herramienta valiosa para analizar la continuidad de los planes ante los potenciales cambios electorales que se produzcan.Tourism planning is an instrument of tourism policy, crucial in the development of destinations. However, several factors hinder the implementation of the plans. Through a descriptive and exploratory study, we sought to identify and analyze them.The approach of the research was conducted from political science to ensure treatment of issues inherent power relations, participation mechanisms, strategic management of public administration and building policies that minimize arbitrariness and discretionary decisions.A series of indicators that allowed to transversely analyze various planning experiences in Argentinaat the national, provincial and municipal levels were determined. Also, in-depth interviewsof various stakeholders and policy-making concerning tourism (officials, former officials, consultantsand experts) were performed.The multiple actions undertaken in this research allowed for the identification of threats to theimplementation or continuation of the plans, which are very diverse origins and may even occur incombination. Among the most important threats are those related to the setting (support of publicinstitutions, post election government shifts, processes that tend to de-centralize, variations in thesocioeconomic setting, etc.); those concerning the actively participating actors (the capability ofthe teams made up of public tourism officers to implement plans); those regarding the beneficiaries(participation, interest and commitment levels) and, finally, the availability of technological resourcesand budget allocations.The document obtained is a tool for analyzing next continuities or changes, especially in viewof the upcoming transition between governments

    Cellulose as an Inert Scaffold in Plasmon-Assisted Photoregeneration of Cofactor Molecules

    Plasmonic nanoparticles exhibit excellent light-harvesting properties in the visible spectral range, which makes them a convenient material for the conversion of light into useful chemical fuel. However, the need for using surface ligands to ensure colloidal stability of nanoparticles inhibits their photochemical performance due to the insulating molecular shell hindering the carrier transport. We show that cellulose fibers, abundant in chemical functional groups, can serve as a robust substrate for the immobilization of gold nanorods, thus also providing a facile way to remove the surfactant molecules. The resulting functional composite was implemented in a bioinspired photocatalytic process involving dehydrogenation of sodium formate and simultaneous photoregeneration of cofactor molecules (NADH, nicotinamide adenine dinucleotide) using visible light as an energy source.     A SIMPLE MATHEMATICAL MODEL OF A SINGLE SCULLING TECHNIQUE

    The results in sport in rowing depend on the two most important factors, such as the athlete physical features and the techniques of motion. The assessment and optimisation of rowing techniques are possible only when one disposes the reliable mathematical model predicting the results of the regatta that is the time of covering an assumed distance. A single scull participating in the 2000 meters distance regatta is our subject. The purpose of this study is to create a simplified mathematical model to simulate the rowing boat dynamics. The boat-rower system is treated as a material point here. The oar has a prescribed angular motion vs. oarlock depending on the time. The hydrodynamics force distribution to be developed on the oar’s blade has been modelled here. Then, the boat motion was described by a single nonlinear ordinary differential equation (NODE). The proposed simple model gives the possibilities of fast and reliable simulation of the single sculling technique and forecasts the result of rowing regattas

    Functional Assessment of Patients after Hip and Knee Arthroplasty – Preliminary Studies

    Osteoarthritis is one of the main causes of pain and functional disorders in society, one that often affects the performance of everyday activities. The treatment usually consist of physiotherapy and pharmacotherapy, while in advanced stages, surgical treatment is required. The common method to assess the effectiveness of treatment is the physical examination by standardized scales of quality of life, assessment of pain and functioning. More recently, advances in objective assessment tools have been included such as DIERS formetric III 4D, myotometry or bioimpedance. The aim of the study is to evaluate the functional assessment of patients after hip and knee arthroplasty performed due to osteoarthritis. Hip and knee arthroplasty clearly improves the functioning of patients, reduces the intensity of pain and the risk of falls. In addition, changes in muscle tone and stiffness were demonstrated before and after the arthroplasty of the lower limbs
