    THE ANALYSIS OF THE CLOSEOUT PROCESS AND RECOMMENDATIONS FOR REDUCING BACKLOG

    Each year, more contracts are added to the Department of Defense Virtual Contracting Enterprise (VCE) database as overaged contracts. The purpose of this research is to analyze the Federal Acquisition Regulation (FAR) for the contract closeout process. This research assesses U.S. Government Accountability Office (GAO) reports and evaluates a survey from a contracting agency to offer recommendations that would reduce the current contract closeout backlog and allow organizations to improve overall closeout rates. The primary question we addressed is, How can contracting agencies prepare and prioritize the number of overage contracts for closeouts? The secondary question is, How can contracting agencies prevent a backlog of contracts requiring closeout requirements in the future? This report determined that the government does not provide the resources required to effectively manage the process of contract closeouts at an institutional level. The suggestions provided are intended to increase the prioritization of the contract closeout process while capitalizing on the limited tools and resources available.Major, United States ArmyMajor, United States ArmyApproved for public release.     What is the Impact of Volunteers Providing Care and Support for People with Dementia in Acute Hospitals? A Systematic Review

    © The Author(s) 2017. A quarter of acute hospital beds are occupied by people with dementia, and a hospital stay may impact negatively on their health and wellbeing. The development and implementation of volunteers to provide social, activity-based, one-to-one support for people with dementia in acute hospitals has become routine practice. However, the evidence to support this practice has not been identified or evaluated. This systematic review considers the effect of volunteers on the care and experience of people with co-morbid cognitive impairment/dementia in acute hospitals. The systematic search identified 444 papers, although only three papers included specific analysis relating to the impact of volunteers. The evidence suggests volunteers may have potential to enhance the experiences of people with dementia in acute hospitals; however, there is currently a marked lack of evidence to support the widespread implementation of volunteers. There is therefore an urgent need for multi-site robust research to provide evidence of the impact of volunteers supporting people with cognitive impairment/dementia during an acute hospital stay

    Associations of blood pressure with body composition among Afro-Caribbean children in Barbados

    Despite complex presentation of adult hypertension and a concomitant obesity epidemic, little is known about overweight in relation to blood pressure among Caribbean children. We examined blood pressure in relation to body size in a cross-sectional study of 573 Barbadian children aged 9–10 years (2010-2011).The United States normative blood pressure percentiles were used to identify children with high (≄ 95th percentile) or high normal blood pressure (90th – 95th percentile). The World Health Organization body mass index cut-off points were used to assess weight status. Major findings: Thirty percent of children were overweight/obese. Percentage fat mass differed between girls (20.4%) and boys (17.72%) (p< 0.05). Mean systolic blood pressure among girls was 106.11 (95% CI 105.05, 107.17) mmHg and 105.23 (104.09, 106.38) for boys. The percentages with high or high-normal mean systolic blood pressurewere14.38% (10.47, 18.29) for girls and 8.08% (4.74, 11.41) for boys. Height and body mass index were independent correlates of systolic and diastolic blood pressure. Mean systolic blood pressure was related to lean mass but not fat mass, while diastolic blood pressure was associated with fat mass index and overweight. Principal conclusion: One third of 9-10 year old children in Barbados were overweight/obese and 12% had elevated mean systolic blood pressure. BP was related to body size. These findings signal potential adverse trends in weight gain and BP trends for children growing up in the context of a country that has recently undergone rapid economic transition

    Global and regional effects of the photochemistry of CH_3O_2NO_2: evidence from ARCTAS

    Using measurements from the NASA Arctic Research of the Composition of the Troposphere from Aircraft and Satellites (ARCTAS) experiment, we show that methyl peroxy nitrate (CH_3O_2NO_2) is present in concentrations of ~5–15 pptv in the springtime arctic upper troposphere. We investigate the regional and global effects of CH_3O_2NO_2 by including its chemistry in the GEOS-Chem 3-D global chemical transport model. We find that at temperatures below 240 K inclusion of CH_3O_2NO_2 chemistry results in decreases of up to ~20 % in NO_x, ~20 % in N_2O_5, ~5 % in HNO3, ~2 % in ozone, and increases in methyl hydrogen peroxide of up to ~14 %. Larger changes are observed in biomass burning plumes lofted to high altitude. Additionally, by sequestering NO_x at low temperatures, CH_3O_2NO_2 decreases the cycling of HO_2 to OH, resulting in a larger upper tropospheric HO_2 to OH ratio. These results may impact some estimates of lightning NO_x sources as well as help explain differences between models and measurements of upper tropospheric composition

    Background: Negative public attitudes toward stuttering have been widely reported, although differences among countries and regions exist. Clear reasons for these differences remain obscure. Purpose: Published research is unavailable on public attitudes toward stuttering in Portugalas well as a representative sample that explores stuttering attitudes in an entire country. This study sought to (a) determine the feasibility of a country-wide probability samplingscheme to measure public stuttering attitudes in Portugal using a standard instrument (the Public Opinion Survey of Human Attributes–Stuttering [POSHA–S]) and (b) identify demographic variables that predict Portuguese attitudes. Methods: The POSHA–S was translated to European Portuguese through a five-step process. There after, a local administrative office-based, three-stage, cluster, probability sampling scheme was carried out to obtain 311 adult respondents who filled out the questionnaire. Results: The Portuguese population held stuttering attitudes that were generally within the average range of those observed from numerous previous POSHA–S samples. Demographicvariables that predicted more versus less positive stuttering attitudes were respondents’age, region of the country, years of school completed, working situation, and number of languages spoken. Non-predicting variables were respondents’ sex, marital status, and parental status. Conclusion: A local administrative office-based, probability sampling scheme generated a respondent profile similar to census data and indicated that Portuguese attitudes are generally typical

    Light Lepton Number Violating Sneutrinos and the Baryon Number of the Universe

    Recent results of neutrino oscillation experiments point to a nonvanishing neutrino mass. Neutrino mass models favour Majorana-type neutrinos. In such circumstances it is natural that the supersymmetric counterpart of the neutrino, the sneutrino, bears also lepton number violating properties. On the other hand, the fact that the universe exhibits an asymmetry in the baryon and antibaryon numbers poses constraints on the extent of lepton number violation in the light sneutrino sector if the electroweak phase transition is second or weak first order. From the requirement that the Baryon Asymmetry of the Universe should not be washed out by sneutrino induced lepton number violating interactions and sphalerons below the critical temperature of the electroweak phase transition we find that the mass splitting of the light sneutrino mass states is compatible with the sneutrino Cold Dark Matter hypothesis only for heavy gauginos and opposite sign gaugino mass parameters.Comment: 13 pages, 4 figure

    Decays of sneutrinos are considered in the case that in the presence of lepton-number violation in the sneutrino sector the lighter tau-sneutrino is the Lightest Supersymmetric Particle and the Cold Dark Matter in the Universe. In such circumstances the signals from sparticle decays differ considerably from the 'standard' case where the lightest neutralino is the Lightest Supersymmetric Particle and it is found that in a wide range of parameters compatible with the sneutrino Cold Dark Matter hypothesis signatures characteristic for such a scenario should be easily observable at for example a Next Linear Collider

    Dementia Home Care Resources: How Are We Managing?

    With the number of people living with dementia expected to more than double within the next 25 years, the demand for dementia home care services will increase. In this critical ethnographic study, we drew upon interview and participant data with persons with dementia, family caregivers, in-home providers, and case managers in nine dementia care networks to examine the management of dementia home care resources. Three interrelated, dialectical themes were identified: (1) finite formal care-inexhaustible familial care, (2) accessible resources rhetoric-Iinaccessible resources reality, and (3) diminishing care resources-increasing care needs. The development of policies and practices that provide available, accessible, and appropriate resources, ensuring equitable, not necessarily equal, distribution of dementia care resources is required if we are to meet the goal of aging in place now and in the future

    Why do models overestimate surface ozone in the Southeast United States

    Ozone pollution in the Southeast US involves complex chemistry driven by emissions of anthropogenic nitrogen oxide radicals (NOx  ≡  NO + NO2) and biogenic isoprene. Model estimates of surface ozone concentrations tend to be biased high in the region and this is of concern for designing effective emission control strategies to meet air quality standards. We use detailed chemical observations from the SEAC4RS aircraft campaign in August and September 2013, interpreted with the GEOS-Chem chemical transport model at 0.25°  ×  0.3125° horizontal resolution, to better understand the factors controlling surface ozone in the Southeast US. We find that the National Emission Inventory (NEI) for NOx from the US Environmental Protection Agency (EPA) is too high. This finding is based on SEAC4RS observations of NOx and its oxidation products, surface network observations of nitrate wet deposition fluxes, and OMI satellite observations of tropospheric NO2 columns. Our results indicate that NEI NOx emissions from mobile and industrial sources must be reduced by 30–60 %, dependent on the assumption of the contribution by soil NOx emissions. Upper-tropospheric NO2 from lightning makes a large contribution to satellite observations of tropospheric NO2 that must be accounted for when using these data to estimate surface NOx emissions. We find that only half of isoprene oxidation proceeds by the high-NOx pathway to produce ozone; this fraction is only moderately sensitive to changes in NOx emissions because isoprene and NOx emissions are spatially segregated. GEOS-Chem with reduced NOx emissions provides an unbiased simulation of ozone observations from the aircraft and reproduces the observed ozone production efficiency in the boundary layer as derived from a regression of ozone and NOx oxidation products. However, the model is still biased high by 6 ± 14 ppb relative to observed surface ozone in the Southeast US. Ozonesondes launched during midday hours show a 7 ppb ozone decrease from 1.5 km to the surface that GEOS-Chem does not capture. This bias may reflect a combination of excessive vertical mixing and net ozone production in the model boundary layer
