    Legitimising EU Policymaking: What Role for National Parliaments? EPC Discussion Paper, 28 January 2014

    The ‘euro crisis’ has sparked a renewed interest in how national parliaments can help to improve the democratic nature of European decision making. According to various treaties, assemblies in the Member States are now guaranteed a full spectrum of rights including access to information, participation and the ability to object to EU legislation. The authors of this Discussion Paper argue that there is still room to refine and promote a more responsible use of existing instruments. Moreover, the possibility of adding new mechanisms to the available toolkit is part of the discussion on the topic but the authors warn that any proposals must be carefully considered on a case-by-case basis, especially in the context of the European economic governance reform process. Ultimately, according to the authors, the most straightforward and effective way for national parliaments to strengthen their direct involvement in EU policy formulation is to focus on building capacity to perform their two key domestic responsibilities: to hold their own governments to account, also on EU affairs, and to maintain the link with voters, including by communicating and debating ‘Europe’ at ‘home’

    Interspecific competition shapes the structural stability of mutualistic networks

    Mutualistic networks have attracted increasing attention in the ecological literature in the last decades as they play a key role in the maintenance of biodiversity. Here, we develop an analytical framework to study the structural stability of these networks including both mutualistic and competitive interactions. Analytical and numerical analyses show that the structure of the competitive network fundamentally alters the necessary conditions for species coexistence in communities. Using 50 real mutualistic networks, we show that when the relative importance of shared partners is incorporated via weighted competition, the feasibility area in the parameter space is highly correlated with May's stability criteria and can be predicted by a functional relationship between the number of species, the network connectance and the average interaction strength in the community. Our work reopens a decade-long debate about the complexity-stability relationship in ecological communities, and highlights the role of the relative structures of different interaction types.Comment: 33 pages including main text, supplementary material and figures.     Mitochondrial Complex I Activity Is Required for Maximal Autophagy

    Cells adapt to nutrient and energy deprivation by inducing autophagy, which is regulated by the mammalian target of rapamycin (mTOR) and AMP-activated protein kinases (AMPKs). We found that cell metabolism significantly influences the ability to induce autophagy, with mitochondrial complex I function being an important factor in the initiation, amplitude, and duration of the response. We show that phenformin or genetic defects in complex I suppressed autophagy induced by mTOR inhibitors, whereas autophagy was enhanced by strategies that increased mitochondrial metabolism. We report that mTOR inhibitors significantly increased select phospholipids and mitochondrial-associated membranes (MAMs) in a complex I-dependent manner. We attribute the complex I autophagy defect to the inability to increase MAMs, limiting phosphatidylserine decarboxylase (PISD) activity and mitochondrial phosphatidylethanolamine (mtPE), which support autophagy.     From Isotopes to TK Interviews: Towards Interdisciplinary Research in Fort Resolution and the Slave River Delta, Northwest Territories

    Evolving research in Fort Resolution and the Slave River Delta, Northwest Territories, aims to improve understanding of how the natural ecosystem functions and responds to various environmental stressors, as well as to enhance the stewardship of natural resources and the capacity of local residents to respond to change. We seek to integrate approaches that span the natural and social sciences and traditional knowledge understandings of change, employing a research design developed in response to the concerns of a northern community. In doing so, we have strived for a research process that is collaborative, interdisciplinary, policy-oriented, and reflective of northern priorities. These elements characterize the new northern research paradigm increasingly promoted by various federal funding agencies, northern partners, and communities. They represent a holistic perspective in the pursuit of solutions to address complex environmental and socioeconomic concerns about impacts of climate change and resource development on northern societies. However, efforts to fulfill the objectives of this research paradigm are associated with a host of on-the-ground challenges. These challenges include (but are not restricted to) developing effective community partnerships and collaboration and documenting change through interdisciplinary approaches. Here we provide an overview of the components that comprise our interdisciplinary research program and offer an accounting of our formative experiences in confronting these challenges

    Tunneling-percolation origin of nonuniversality: theory and experiments

    A vast class of disordered conducting-insulating compounds close to the percolation threshold is characterized by nonuniversal values of transport critical exponent t, in disagreement with the standard theory of percolation which predicts t = 2.0 for all three dimensional systems. Various models have been proposed in order to explain the origin of such universality breakdown. Among them, the tunneling-percolation model calls into play tunneling processes between conducting particles which, under some general circumstances, could lead to transport exponents dependent of the mean tunneling distance a. The validity of such theory could be tested by changing the parameter a by means of an applied mechanical strain. We have applied this idea to universal and nonuniversal RuO2-glass composites. We show that when t > 2 the measured piezoresistive response \Gamma, i. e., the relative change of resistivity under applied strain, diverges logarithmically at the percolation threshold, while for t = 2, \Gamma does not show an appreciable dependence upon the RuO2 volume fraction. These results are consistent with a mean tunneling dependence of the nonuniversal transport exponent as predicted by the tunneling-percolation model. The experimental results are compared with analytical and numerical calculations on a random-resistor network model of tunneling-percolation.Comment: 13 pages, 12 figure

    Chilled aeration to control pests and maintain grain quality during the summer storage of wheat in north central region of Kansas: Presentation

    Chilled aeration allows to cool grain, independent of ambient conditions, to "safe" temperatures where insect, fungi, and spoilage is reduced to the minimum. The objective of this research was to evaluate the advantages of using grain chilling to preserve the quality of grain and reduce post-harvest losses, compared to conventional aeration and storage strategies used during the summer storage of wheat in Central Kansas, U.S.A. The research trials were developed in two 1,350 metric ton (t) steel silos in a Farmer’s Cooperative during the summer and fall of 2015 and 2016. One of the silos was chilled and the other was used as a control managed by the Cooperative. Variables evaluated were: grain temperature, moisture content (MC), grain quality, insect development and reproduction rate. The chilling treatment reduced the grain temperature from 28°C- 39°C to a minimum of 17°C- 17.6°C in less than 250 hours. Grain temperatures below 25°C were not possible during the summer using ambient aeration. Minimum variation of MC was observed in the Chilled silo while ambient aeration reduced the MC by 0.5%. Reproduction rates of RFB and LGB were significantly reduced by chilled temperatures lower than 17°C. Lower temperatures also reduced insects discovered in probe traps and insect damaged kernels (IDK).     Who cares for the bereaved? A national survey of family caregivers of people with motor neurone disease

    Background: Although Motor Neurone Disease (MND) caregivers are most challenged physically and psychologically, there is a paucity of population-based research to investigate the impact of bereavement, unmet needs, range of supports, and their helpfulness as perceived by bereaved MND caregivers. Methods: An anonymous national population-based cross-sectional postal and online survey of bereavement experiences of family caregivers who lost a relative/friend to MND in 2016, 2017, and 2018. Recruitment was through all MND Associations in Australia. Results: 393 valid responses were received (31% response rate). Bereaved caregiver deterioration in physical (31%) and mental health (42%) were common. Approximately 40% did not feel their support needs were met. Perceived insufficiency of support was higher for caregivers at high bereavement risk (63%) and was associated with a significant worsening of their mental and physical health. The majority accessed support from family and friends followed by MND Associations, GPs, and funeral providers. Informal supports were reported to be the most helpful. Sources of professional help were the least used and they were perceived to be the least helpful. Conclusions: This study highlights the need for a new and enhanced approach to MND bereavement care involving a caregiver risk and needs assessment as a basis for a tailored “goodness of fit” support plan. This approach requires continuity of care, more resources, formal plans, and enhanced training for professionals, as well as optimizing community capacity. MND Associations are well-positioned to support affected families before and after bereavement but may require additional training and resources to fulfill this role

    As the world confronts the Covid-19 pandemic, we hope that all of you are doing well. We know that many lives have been greatly disrupted, and that world economic activity is slowing and maybe declining in some places. We have read reports that energy consumption has been greatly affected by the slowdown in world economic activity—likely contributing to the sharp plunge in oil prices earlier this year. We do not know how long this pandemic may last. As we look forward to the end of the pandemic and a recovering world economy, however, we wonder if and how energy systems may have to be transformed, and whether new energy policy needs and approaches will emerge. Will we see any change in the trajectory of adopting sustainable energy systems and reducing carbon emissions?In the academic world, many of us are now teleworking and teaching our courses online. This transition has proved time consuming—so we want to thank our many reviewers who are staying on or close to schedule. So far, Energy Policy has been mostly unaffected by the pandemic, but we must recognize that the Elsevier employees who are responsible for the operations side of the journal may at some time be affected by Covid-19.In the meantime, we want to keep you informed about some recent developments regarding Energy Policy, including a little about its history and our editorial priorities
