South-South Cooperation in Times of Global Economic Crisis

For South-South cooperation, the current moment of global economic downturn is one of anxiety. South-South cooperation was born with the Non-Aligned Movement. It went through a latent period, but re-emerged in the 1990s and early 2000s. The momentum gathered when a handful of middle-income countries such as Brazil, India, Mexico and South Africa were set to improve their position as global players. They had developed some relatively successful social programmes, which they sought to share with other developing countries. Considering that conventional North-South cooperation had turned out to be of limited effectiveness, South-South cooperation gained further impetus.South-South Cooperation in Times of Global Economic Crisis

In 2007, emulating the Mexican experience, Mayor Bloomberg decided that New York City should also have its own conditional cash transfer programme (CCT). He named the programme Opportunity NYC after the Mexican Oportunidades. Is Opportunity NYC just one more CCT in the plethora of existing programmes? Or will it influence the way educational reforms have been traditionally conceptualized?New York?s Brand-new Conditional Cash Transfer Programme: What if it Succeeds?

Does eurosclerosis matter ? - institutional reform and labor market performance in Central and Eastern European countries in the 1990s

This paper examines the labor market dynamics of six CEE countries over the last 10 years, paying special attention to the nature of labor market institutions these countries have adopted and their impact on labor market performance. This paper finds that, compared to EU countries, CEE countries fall in the"middle"of the flexibility scale regarding their employment protection legislation. While the effect of labor market institutions is hard to uncover, it should not be disregarded and they are likely to play an important role in the coming years.Environmental Economics&Policies,Labor Markets,Banks&Banking Reform,Health Economics&Finance,Municipal Financial Management

To do so, some theoretical categories are raised to understand the German foreign policy towards the process of transitional justice in Colombia in the past ten years. Germany has been consolidated as a regional leading power, assuming a substantial leadership, promoting and implementing collective goods and leadership projects, achieving greater recognition, both regionally and globally, increasing a decisive role, among other topics on international cooperation. In this sense, the aspirations which has the European country to become civil power are explained and seeks to establish the motivations to understand the participation of Germany.Politólogo (a)Pregrad

Digital Alchemy: Matter and Metamorphosis in Contemporary Digital Animation and Interface Design

    Get PDF
The recent proliferation of special effects in Hollywood film has ushered in an era of digital transformation. Among scholars, digital technology is hailed as a revolutionary moment in the history of communication and representation. Nevertheless, media scholars and cultural historians have difficulty finding a language adequate to theorizing digital artifacts because they are not just texts to be deciphered. Rather, digital media artifacts also invite critiques about the status of reality because they resurrect ancient problems of embodiment and transcendence. In contrast to scholarly approaches to digital technology, computer engineers, interface designers, and special effects producers have invented a robust set of terms and phrases to describe the practice of digital animation. In order to address this disconnect between producers of new media and scholars of new media, I argue that the process of digital animation borrows extensively from a set of preexisting terms describing materiality that were prominent for centuries prior to the scientific revolution. Specifically, digital animators and interface designers make use of the ancient science, art, and technological craft of alchemy. Both alchemy and digital animation share several fundamental elements: both boast the power of being able to transform one material, substance, or thing into a different material, substance, or thing. Both seek to transcend the body and materiality but in the process, find that this elusive goal (realism and gold) is forever receding onto the horizon. The introduction begins with a literature review of the field of digital media studies. It identifies a gap in the field concerning disparate arguments about new media technology. On the one hand, scholars argue that new technologies like cyberspace and digital technology enable radical new forms of engagement with media on individual, social, and economic levels. At the same time that media scholars assert that our current epoch is marked by a historical rupture, many other researchers claim that new media are increasingly characterized by ancient metaphysical problems like embodiment and transcendence. In subsequent chapters I investigate this disparity

[...]ABSTRACT: The agricultural sector has a great importance worldwide, and has been developing, leading producers to greater professionalism and efficiency, increased investment in technologies that increase genetic gains of animals, while artificial insemination using frozen semen is considered an essential tool in any farm. The objective of this work was to add conjugated linoleic acid (CLA) in different concentrations (0, 100 and 200 µM) of semen in the freezing dilutor of Holstein Frisian bull, Aberdeen Angus, Charolais and Limousine and evaluate sperm motility, acrosomes integrity and viability of the semen before and after freeze/thaw. For that, we collected eighteen bovine testicles of the Holstein Frisian, Charolais, Limousine and Aberdeen Angus, for cryopreservation of semen obtained from the epididymis. The laboratory tests have assessed the motility by optical phase contrast microscopy and flow cytometry, the vitality and integrity of the plasma membrane (using the technique of double staining with fluorochromes PI and SYBR-14) and the vitality and acrosome integrity (using the PI fluorochromes and FITC-PSA). For statistical analysis was conducted a simple analysis of variance ANOVA, in which differences with P <0.05 were considered significant. [...

The locus of this research is the State of Mato Grosso, Brazil, an area that offers many natural beauties and rich biodiversity coupled to a mosaic of identities that form a large network woven by social groups that spread across the state and fight for a decent life in a protected environment. Contrast this landscape results from relentless pursuit of economic growth, economic activity centered on agribusiness, characterized by continuous monoculture areas, most of the production destined for export. This model is also commonly characterized by the concentration of land, converting huge areas of forests into monoculture in farming, in power plants and other activities aimed at immediate pro fit, expropriating vulnerable social groups and causing significant environmental conflicts. The aim of this paper is to present an understanding of these dynamics so different that is present in this territory, in fruitful dialogue with the construction of “Map of the social groups of Mato Grosso” and “Map of socioenvironmental conflicts of Mato Grosso.” These mappings have been proposed and implemented by the Research Group on Environmental Education, Communication and the Arts (GPEA) of the Federal University of Mato Grosso (UFMT) with the important contribution of many partners. For this purpose, we developed an innovative methodology called Social Map, which was based on self-narratives of different social groups. The results presented provide an overview of the current situation, a picture - even temporarily - of different social groups and conflicts that pulsate in the territories of Mato Grosso. From an Environmental Education which aims at social transformation with ecological responsibility, we point out how this research has become a reference for researchers, governments and civil society. Environmental education in dialogue with the social map reinforces the value of culture, in the daring idea of reconstructing the sustainable societies that re-signify values such as en vironmental justice, belonging and democrac

Beyond ordinary policy change: Authoritarian policy dismantling in Brazil

    Get PDF
From a normative perspective, policy change is seen as crucial to improving social conditions, reducing inequality, and promoting sustainability. However, what about change that implies the dismantling of previously successful policies? How can one differentiate between democratic policy change and policy dismantling? In order to shed light on these questions, this article analyzes changes occurred in Brazil since Jair Bolsonaro took office in January 2019. The paper addresses those changes from the perspective of the federal bureaucracy spread across different agencies and professional careers. The research design involved quantitative and qualitative data collected using the following methods: i) a survey with former and current federal employees; ii) semi-structured interviews with civil servants who have worked or are still working in the federal government. Research findings indicate that, in Brazil, policy dismantling is no ordinary policy change, as it has been marked by authoritarian dynamics that have disarranged the federal bureaucracy and eroded state capacity

Nutrological Management in Bariatric Surgery: A Narrative Review

Nutrology based on the analysis of benefits and harms generated by the ingestion of nutrients and assessing individual organic needs promotes the maintenance of health and the reduction of disease risk, as well as the treatment of manifestations of deficiency or excess. Obesity is defined by a body mass index greater than 30 kg/m². Its manifestation is the sum of genetic and environmental factors, this through sedentary lifestyle and caloric intake greater than energy consumption. There are many ways to deal with obesity, from behavioral changes such as a balanced diet and physical exercises, pharmacological and even surgical measures of different modalities, with Roux-en-Y gastric bypass surgery being the most used technique in Brazil. The most common postoperative nutritional deficiencies are iron, protein, calcium, folate, thiamine, zinc, copper, and vitamins D, B12, A, C, and K. In this case, we present the importance of nutrology in monitoring patients after bariatric surgery. This research made use of a bibliographic survey, giving priority to articles dated from the last 5 years, using the databases Lilacs, Medline, bireme, where articles, dissertations, and theses were consulted, in search of the following keywords, obesity, bariatric surgery, and nutritional deficiency, post-bariatric feeding
