    Why and how does gender wage inequality persist?: perceptions of stakeholders in the Australian industrial relations system

    This thesis explores how and why gender wage inequality persisted in Australia during the period 1990 to 2003. A review of the wage data indicated that Australian inequality persisted during this period and even increased in Western Australia. An analysis of the literature and published tribunal decisions showed that the focus of action relating to gender wage equality was on the formal industrial relations system, through legislation and tribunal decisions. As the literature also indicated that these measures had failed to assist many female-dominated occupations, it was felt useful to examine the views of key stakeholders in the formal industrial relations system. Given the mainly quantitative and aggregate data analysis of previous empirical literature and the theoretical literature’s growing focus on less quantifiable social factors, it was felt that qualitative research would add to the analysis of gender wage determination. This thesis uses in-depth interviews with stakeholders in the federal and Western Australian industrial relations systems to examine the period 1990 to 2003. Their perceptions and observations are triangulated with published wage data from selected occupations.Interviewees felt that the persistence of gender wage inequality was a complex artifact. An artifact of economic, industrial relations, social and cultural factors, combined with the biological and psychological attributes of all involved in decisions before and in the workplace. While much of the gender wage gap literature has been focused on the economic, industrial relations, or legal aspects of wage inequality, this thesis uniquely demonstrates why and how social and cultural influences also act to create persistent gender wage inequality. As much as action is taken in the legal and political arena to create equality, the players in the industrial relations system, consciously or not, both male and female, say that they have helped to (re)construct the gender wage gap. The implications are that in order to achieve gender wage equality, action cannot be left only to legislation and activity in the courts, but is also needed at the social and cultural level. Such action could be taken within the enterprise as well as in the school, community and home

    Implementing FATF standards in developing countries and financial inclusion : findings and guidelines

    This report, emanating from a project commissioned by the FIRST Initiative, considers the impact of the implementation of Anti-Money Laundering (AML) and Combating the Financing of Terrorism (CFT) controls on financial inclusion in five countries (Indonesia, Kenya, Mexico, Pakistan and South Africa). Based on these findings, it develops a set of guidelines to assist the authorities in developing countries to design effective AML/CFT regimes that are compliant with Financial Action Task Force (FATF) standards and supports financial inclusion. The report and guidelines will be of benefit to countries striving towards the dual goals of protecting their institutions against money laundering and the financing of terrorism as well as extending financial inclusion, irrespective of whether protective measures are being considered in the process of implementing or amending AML/CFT controls to meet the Forty Nine Recommendations of the FATF or in order to meet other, related international requirements, such as those set out in the 2000 United Nations Convention on Transnational Organised Crime or the 2003 United Nations Convention Against Corruption.The project was supervised and guided by a steering committee consisting of representatives from the FIRST Management Unit, World Bank, International Monetary Fund (IMF), the UK&rsquo;s Department for International Development (DFID), the Consultative Group to Assist the Poor (CGAP), the South African National Treasury, the FinMark Trust and Professor Nikos Passas, an acknowledged world expert on AML/CFT standards and implementation.<br /

    Anomalously High Recruitment of the 2010 Gulf Menhaden (Brevoortia patronus) Year Class: Evidence of Indirect Effects from the Deepwater Horizon Blowout in the Gulf of Mexico

    Gulf menhaden (Brevoortia patronus) exhibited unprecedented juvenile recruitment in 2010 during the year of the Deepwater Horizon well blowout, exceeding the prior 39-year mean by more than four standard deviations near the Mississippi River. Abundance of that cohort remained exceptionally high for two subsequent years as recruits moved into older age classes. Such changes in this dominant forage fish population can be most parsimoniously explained as consequences of release from predation. Contact with crude oil induced high mortality of piscivorous seabirds, bottlenose dolphin (Tursiops truncatus), waders, and other fish-eating marsh birds, all of which are substantial consumers of Gulf menhaden. Diversions of fresh water from the Mississippi River to protect coastal marshes from oiling depressed salinities, impairing access to juvenile Gulf menhaden by aquatic predators that avoid low-salinity estuarine waters. These releases from predation led to an increase of Gulf menhaden biomass in 2011 to 2.4 million t, or more than twice the average biomass of 1.1 million t for the decade prior to 2010. Biomass increases of this magnitude in a major forage fish species suggest additional trophically linked effects at the population-, trophic-level and ecosystem scales, reflecting an heretofore little appreciated indirect effect that may be associated with major oil spills in highly productive marine waters

    Ethnicity and the professional socialisation of teachers: final report to the Teacher Training Agency

    This report draws together the outcomes of a programme of research that has extended over two years. The project, which was financed by the Teacher Training Agency (TTA), aimed to fill some important gaps in our understanding of issues surrounding the recruitment of people from ethnic minorities into the teaching profession, and their subsequent experiences during training and in their first appointments. The project was organised under five interlocking strands. The first consisted of a postal questionnaire to all 1998 Postgraduate Certificate in Education (PGCE) entrants who had identified themselves in the Graduate Teacher Training Registry’s (GTTR) returns as being from an ethnic minority, or who had ticked the category of ‘Other’. The questionnaire invited the respondents to comment on a range of issues concerning their motivations for entering teaching and for choosing the particular institution in which they were to train. Two hundred and eighty-nine of the 776 questionnaires sent out were returned, giving a satisfactory response rate for this kind of survey. The second strand examined a similar set of issues from the perspectives of PGCE staff in sixteen initial teacher training institutions, with above average ethnic minority intakes. This strand, which was based on interviews with course directors, admissions tutors and other key personnel, was conducted in seven pre-1992 universities, eight post-1992 universities and one SCITT (i.e. an institution providing school-centred initial teacher training). In the third strand of the study, we returned to many of the same institutions and, with their help, set up interviews with a cross-section of respondents to the trainee questionnaire. In all, forty-nine trainees participated. The fourth strand involved another questionnaire, this time going to newly qualified teachers (NQTs) who had just completed a PGCE course (i.e. the same cohort as had been targeted in the first strand). The main NQT sample comprised 149 respondents. Finally, in the fifth strand, we followed up forty-four of the respondents from the main NQT sample to obtain their personal reflections after nearly one year of teaching. As well as giving a detailed account of each strand of the research, the report also provides a critical bibliography of related work from recent years, an account of the methodologies used, and a set of conclusions and recommendations. The methodology section highlights the limitations of a study such as this, and should be read carefully before any claims are made on the basis of our work.     The recruitment of new teachers from minority ethnic groups

    This article reports on part of a larger, ongoing two-year investigation supported by the Teacher Training Agency into the recruitment of new teachers from minority ethnic backgrounds via Postgraduate Certificate in Education (PGCE) courses in England. The authors focus here on interviews with admissions tutors, course directors and other senior staff at teacher training institutions. The interviews revealed differences between institutions in the measures taken to attract minority ethnic students. The research indicates a need for much clearer guidelines for admissions tutors on the issues surrounding the question of ‘positive action’ on the recruitment of new teachers from minority ethnic groups

    How plasma induced oxidation, oxygenation, and de-oxygenation influences viability of skin cells

    The effect of oxidation, oxygenation, and de-oxygenation arising from He gas jet and He plasma jet treatments on the viability of skin cells cultured in vitro has been investigated. He gas jet treatment de-oxygenated cell culture medium in a process referred to as “sparging.” He plasma jet treatments oxidized, as well as oxygenated or de-oxygenated cell culture medium oxidized, as well as oxygenated or de-oxygenated cell culture medium depending on the dissolved oxygen concentration at the time of treatment. He gas and plasma jets were shown to have beneficial or deleterious effects on skin cells depending on the concentration of dissolved oxygen and other oxidative molecules at the time of treatment. Different combinations of treatments with He gas and plasma jets can be used to modulate the concentrations of dissolved oxygen and other oxidative molecules to influence cell viability. This study highlights the importance of a priori knowledge of the concentration of dissolved oxygen at the time of plasma jet treatment, given the potential for significant impact on the biological or medical outcome. Monitoring and controlling the dynamic changes in dissolved oxygen is essential in order to develop effective strategies for the use of cold atmospheric plasma jets in biology and medicine

    Development of a prototype clinical decision support tool for osteoporosis disease management: a qualitative study of focus groups

    <p>Abstract</p> <p>Background</p> <p>Osteoporosis affects over 200 million people worldwide, and represents a significant cost burden. Although guidelines are available for best practice in osteoporosis, evidence indicates that patients are not receiving appropriate diagnostic testing or treatment according to guidelines. The use of clinical decision support systems (CDSSs) may be one solution because they can facilitate knowledge translation by providing high-quality evidence at the point of care. Findings from a systematic review of osteoporosis interventions and consultation with clinical and human factors engineering experts were used to develop a conceptual model of an osteoporosis tool. We conducted a qualitative study of focus groups to better understand physicians' perceptions of CDSSs and to transform the conceptual osteoporosis tool into a functional prototype that can support clinical decision making in osteoporosis disease management at the point of care.</p> <p>Methods</p> <p>The conceptual design of the osteoporosis tool was tested in 4 progressive focus groups with family physicians and general internists. An iterative strategy was used to qualitatively explore the experiences of physicians with CDSSs; and to find out what features, functions, and evidence should be included in a working prototype. Focus groups were conducted using a semi-structured interview guide using an iterative process where results of the first focus group informed changes to the questions for subsequent focus groups and to the conceptual tool design. Transcripts were transcribed verbatim and analyzed using grounded theory methodology.</p> <p>Results</p> <p>Of the 3 broad categories of themes that were identified, major barriers related to the accuracy and feasibility of extracting bone mineral density test results and medications from the risk assessment questionnaire; using an electronic input device such as a Tablet PC in the waiting room; and the importance of including well-balanced information in the patient education component of the osteoporosis tool. Suggestions for modifying the tool included the addition of a percentile graph showing patients' 10-year risk for osteoporosis or fractures, and ensuring that the tool takes no more than 5 minutes to complete.</p> <p>Conclusions</p> <p>Focus group data revealed the facilitators and barriers to using the osteoporosis tool at the point of care so that it can be optimized to aid physicians in their clinical decision making.</p

    The Golgi and the centrosome: building a functional partnership

    The mammalian Golgi apparatus is characterized by a ribbon-like organization adjacent to the centrosome during interphase and extensive fragmentation and dispersal away from the centrosome during mitosis. It is not clear whether this dynamic association between the Golgi and centrosome is of functional significance. We discuss recent findings indicating that the Golgi–centrosome relationship may be important for directional protein transport and centrosome positioning, which are both required for cell polarization. We also summarize our current knowledge of the link between Golgi organization and cell cycle progression

    Prioritization of knowledge-needs to achieve best practices for bottom trawling in relation to seabed habitats

    Management and technical approaches that achieve a sustainable level of fish production while at the same time minimizing or limiting the wider ecological effects caused through fishing gear contact with the seabed might be considered to be ‘best practice’. To identify future knowledge-needs that would help to support a transition towards the adoption of best practices for trawling, a prioritization exercise was undertaken with a group of 39 practitioners from the seafood industry and management, and 13 research scientists who have an active research interest in bottom-trawl and dredge fisheries. A list of 108 knowledge-needs related to trawl and dredge fisheries was developed in conjunction with an ‘expert task force’. The long list was further refined through a three stage process of voting and scoring, including discussions of each knowledge-need. The top 25 knowledge-needs are presented, as scored separately by practitioners and scientists. There was considerable consistency in the priorities identified by these two groups. The top priority knowledge-need to improve current understanding on the distribution and extent of different habitat types also reinforced the concomitant need for the provision and access to data on the spatial and temporal distribution of all forms of towed bottom-fishing activities. Many of the other top 25 knowledge-needs concerned the evaluation of different management approaches or implementation of different fishing practices, particularly those that explore trade-offs between effects of bottom trawling on biodiversity and ecosystem services and the benefits of fish production as food.Fil: Kaiser, Michel J..
