    Declining Unionization: Do Fringe Benefits Matter?

    This study examines whether there is a relationship between benefits and private sector unionization in the US. In their regression analysis, the authors use FRINGE in their as an explanatory variable. The dependent variable is UNIZ, the fraction of the private, non-farm labor force that is unionized. The changing nature of compensation has affected union density. In the private sector, as fringe benefits have become a more prominent component of workers' pay, ceteris paribus, union density has declined nationwide. Over the fifty-year period 1948-1997, at least 12% of the drop in unionization can be attributed to the growing role of non-wage benefits. For the private sector in general and manufacturing in particular, the authors have established that unionization is related to the composition of pay. Yet the influence of non-wage benefits may vary across industries or even different subsectors of manufacturing. It remains to be seen whether there are similar findings for other sectors.

    Japan is famous for long working hours. For decades the Japanese government has tried to influence how people spend their free time. In 5-yearly surveys since 1986, the government has surveyed “quality of life” by gauging how much time people spend daily in various “noneconomic” activities. Using results from the 1986, 1991, 1996, and 2001 surveys, this study determines whether time spent daily on leisure activities has actually changed. Controlling for labor market forces, in recent years Japanese adults have not experienced more leisure time overall. They have increased time spent, one hour per week, in media-oriented leisure; this increase, however, comes at the expense of more outgoing amusements like hobbies, playing sports, or socializing with friends. There is a significant gender gap for leisure time. Shorter work schedules do encourage a more active leisure lifestyle. Leisure is directly related to regular income, but is stifled by bonus pay

    Immigration of Highly Skilled Professionals: Discrimination in Professional Baseball?

    Are highly skilled foreign professionals paid differently than their native-born counterparts? To address this question, this study focuses on a particular profession with substantial inflows of immigrants, in which human capital is readily transferrable: Major League Baseball (MLB). Racial discrimination in professional sports has received considerable attention, but it remains to be seen whether there has been differential treatment of foreign athletes. Focusing on a 1997-1998 sample of 557 MLB players, we find that foreign players are indeed treated differently than native-born players, favorably in some respects and unfavorably in others. Moreover, when controlling for birthplace, the extent of racial discrimination must be reconsidered

    Measurement of the Ratio of b Quark Production Cross Sections in Antiproton-Proton Collisions at 630 GeV and 1800 GeV

    We report a measurement of the ratio of the bottom quark production cross section in antiproton-proton collisions at 630 GeV to 1800 GeV using bottom quarks with transverse momenta greater than 10.75 GeV identified through their semileptonic decays and long lifetimes. The measured ratio sigma(630)/sigma(1800) = 0.171 +/- .024 +/- .012 is in good agreement with next-to-leading order (NLO) quantum chromodynamics (QCD)

    A Roadmap for HEP Software and Computing R&D for the 2020s

    Particle physics has an ambitious and broad experimental programme for the coming decades. This programme requires large investments in detector hardware, either to build new facilities and experiments, or to upgrade existing ones. Similarly, it requires commensurate investment in the R&D of software to acquire, manage, process, and analyse the shear amounts of data to be recorded. In planning for the HL-LHC in particular, it is critical that all of the collaborating stakeholders agree on the software goals and priorities, and that the efforts complement each other. In this spirit, this white paper describes the R&D activities required to prepare for this software upgrade.Peer reviewe

    Working Hours in Japan: Who Is Time-Privileged?

    In the U.S. the relationship between hours worked and employee earnings has been reversed. Whereas the highest earners used to work the shortest hours, now they work the longest hours. This study examines whether such a reversal has occurred elsewhere, namely, Japan. Since the early 1990s the Japanese government has sought to transform the country into a “lifestyle superpower” by trying to encourage more daily time for leisure and less time on the job. Analyzing data for 1976-2003, it is clear that scheduled and actual working hours did indeed fall after 1990. During the early years of the sample, 1976-89, the highest earners also worked the shortest hours, that is, high income workers were time-privileged. As working hours fell in the 1990s, the time privileges of the highest earners changed too.     Pay and Productivity in a Corporatist Economy: Evidence from Austria

    Conventional theory predicts that productivity gains lead to hikes in real pay. Efficiency wage theory hypothesizes that pay increases can lead to productivity improvements. But would such results be observed in a corporatist economy with centralized bargaining? For the case of Austria, a corporatist archetype, this study uses an innovative technique developed by Geweke to disentangle the relationship between pay and productivity. There already has been empirical evidence that pay demands in corporatist economies are relatively modest. Moreover, it has been claimed that corporatist coordination enhances the efficiency of labor contracts, by providing a mechanism to adjust to aggregate shocks. Our findings uncover another efficiency benefit of corporatism. For laborers in manufacturing, we find that wage hikes result in productivity gains. Managers, then, are rewarded following improvements in productivity

    The Effects of Airline Strikes on Struck and Nonstruck Carriers

    This study provides new evidence on the industry-wide impact of strikes by investigating how strikes have affected the values of struck and nonstruck airlines. Using stock market data for the years 1963-86, the authors show that most strikes adversely affected the value of struck airlines\u27 stock but enhanced the stock value of nonstruck carriers. The results also show that strikes before October 1978, which marked the end of strict regulation of the industry and of the employers\u27 mutual aid pact, had some effects different from those of strikes after that date
