    Revealed and stated preference valuation and transfer: A within-sample comparison of water quality improvement values

    Benefit transfer (BT) methods are becoming increasingly important for environmental policy, but the empirical findings regarding transfer validity are mixed. A novel valuation survey was designed to obtain both stated preference (SP) and revealed preference (RP) data concerning river water quality values from a large sample of households. Both dichotomous choice and payment card contingent valuation (CV) and travel cost (TC) data were collected. Resulting valuations were directly compared and used for BT analyses using both unit value and function transfer approaches. WTP estimates are found to pass the convergence validity test. BT results show that the CV data produce lower transfer errors, below 20% for both unit value and function transfer, than TC data especially when using function transfer. Further, comparison of WTP estimates suggests that in all cases, differences between methods are larger than differences between study areas. Results show that when multiple studies are available, using welfare estimates from the same area but based on a different method consistently results in larger errors than transfers across space keeping the method constant.ESRS - SEER projectEU DG Research - AquaMoney projec

    A systematic review of the reliability and validity of discrete choice experiments in valuing non-market environmental goods

    AbstractWhile discrete choice experiments (DCEs) are increasingly used in the field of environmental valuation, they remain controversial because of their hypothetical nature and the contested reliability and validity of their results. We systematically reviewed evidence on the validity and reliability of environmental DCEs from the past thirteen years (Jan 2003–February 2016). 107 articles met our inclusion criteria. These studies provide limited and mixed evidence of the reliability and validity of DCE. Valuation results were susceptible to small changes in survey design in 45% of outcomes reporting reliability measures. DCE results were generally consistent with those of other stated preference techniques (convergent validity), but hypothetical bias was common. Evidence supporting theoretical validity (consistency with assumptions of rational choice theory) was limited. In content validity tests, 2–90% of respondents protested against a feature of the survey, and a considerable proportion found DCEs to be incomprehensible or inconsequential (17–40% and 10–62% respectively). DCE remains useful for non-market valuation, but its results should be used with caution. Given the sparse and inconclusive evidence base, we recommend that tests of reliability and validity are more routinely integrated into DCE studies and suggest how this might be achieved

    Water for Everyone

    Around one in ten Tanzanians source their water from rivers originating in the Eastern Arc Mountains (EAM). In Dar es Salaam, the main water source is the Ruvu River, flowing from Uluguru Nature Reserve, from which around 300 million litres are extracted daily. Moreover, at least half of Tanzanian hydroelectricity is generated from EAM rivers. The EAM contain moist forest assemblages as well as large areas of miombo woodland at lower elevations and on drier leeward aspects. These biomes are believed to play significant roles in the regulation of hydrological flow, flood mitigation and soil conservation. Despite this hypothesised importance, the interactions between river flow, habitat type and land use are not well understood. To explore these complexities, the Valuing the Arc programme (VTA) parameterised a detailed, daily water model called SWAT to model the hydrology of two focal catchments: the Sigi in Tanga Region and the Ruvu in Morogoro region.     Electricity outages in Ghana:Are contingent valuation estimates valid?

    African countries experience persistent and serious energy outages, but while multiple valuation studies provide estimates of the costs of electricity outages in high-income countries, evidence is scarce for lower- and middle-income countries. The few studies that assess the value of reliable energy supply rely on the contingent valuation method that is under wide scrutiny. This paper aims to provide new estimates of households' willingness to pay to reduce electricity outages for Ghana and contributes to the debate on the validity of contingent valuation results for energy reliability. Our results suggest that households are willing to pay GHS 67 ($17) per month for reliable electricity supply, equivalent to 7% of respondents’ income. The results of tests for hypothetical bias, WTP-WTA disparity and income effects suggest that the contingent valuation estimates from this study are robust and can support decision makers in prioritizing energy policies and investments

    Effectiveness of multifaceted implementation strategies for the implementation of back and neck pain guidelines in health care: a systematic review

    Background: For the optimal use of clinical guidelines in daily practice, mere distribution of guidelines and materials is not enough, and active implementation is needed. This review investigated the effectiveness of multifaceted implementation strategies compared to minimal, single, or no implementation strategy for the implementation of non-specific low back and/or neck pain guidelines in health care. Methods: The following electronic databases were searched from inception to June 1, 2015: MEDLINE, Embase, PsycInfo, the Cochrane Library, and CINAHL. The search strategy was restricted to low back pain, neck pain, and implementation research. Studies were included if their design was a randomized controlled trial, reporting on patients (age ≥18years) with non-specific low back pain or neck pain (with or without radiating pain). Trials were eligible if they reported patient outcomes, measures of healthcare professional behaviour, and/or outcomes on healthcare level. The primary outcome was professional behaviour. Guidelines that were evaluated in the studies had to be implemented in a healthcare setting. No language restrictions were applied, and studies had to be published full-text in peer-reviewed journals, thus excluding abstract only publications, conference abstracts, and dissertation articles. Two researchers independently screened titles and abstract, extracted data from included studies, and performed risk of bias assessments. Results: After removal of duplicates, the search resulted in 4750 abstracts to be screened. Of 43 full-text articles assessed for eligibility, 12 were included in this review, reporting on 9 individual studies, and separate cost-effectiveness analyses of 3 included studies. Implementation strategies varied between studies. Meta-analyses did not reveal any differences in effect between multifaceted strategies and controls. Conclusion: This review showed that multifaceted strategies for the implementation of neck and/or back pain guidelines in health care do not significantly improve professional behaviour outcomes. No effects on patient outcomes or cost of care could be found. More research is necessary to determine whether multifaceted implementation strategies are conducted as planned and whether these strategies are effective in changing professional behaviour and thereby clinical practice

    Poorer without It? The Neglected Role of the Natural Environment in Poverty and Wellbeing

    The relationship between sustainable development’s prime goal, human wellbeing, and the natural environment has been narrowly conceived. This paper focuses on the possibility and the implications of treating the natural environment as a ‘constituent’, or internal element, of the concepts of wellbeing and poverty, as opposed to a ‘determinant’, or instrumental, external factor. Our review of philosophical accounts and conceptual frameworks of wellbeing and poverty suggests that treating the environment as a constituent element is philosophically sound, conceptually robust and empirically grounded. We argue that failing to consider these missing environmental aspects can result in an incomplete capturing of the multiple dimensions of wellbeing and poverty, and their underlying drivers. This broader framing of the environment– wellbeing relationship has the potential to inform a new generation of individual level wellbeing and poverty indicators, creating measures of multidimensional poverty that reflect the broadened scope ambitiously articulated in the Sustainable Development Goals

    Integrated modelling for economic valuation of the role of forests and woodlands in drinking water provision to two African cities

    Rapidly growing economies often have high population growth, resulting in agricultural expansion in rural areas and increased water demand in urban areas. Conversion of forests and woodlands to agriculture may threaten safe and reliable water supply in cities. This study assesses the regulating functions and economic values of forests and woodlands in meeting the water needs of two major cities in Tanzania and proposes an integrated modelling approach with a scenario-based analysis to estimate costs of water supply avoided by forest conservation. We use the process-based hydrological Soil and Water Assessment Tool (SWAT) to simulate the role of woody habitats in the regulation of hydrological flow and sediment control. We find that the forests and woodlands play a significant role in regulating sediment load in rivers and reducing peak flows, with implications for the water supply from the Ruvu River to Dar es Salaam and Morogoro. A cost-based value assessment under water treatment works conditions up to 2016 suggests that water supply failure due to deforestation would cost Dar es Salaam USD 4.6-17.6 million per year and Morogoro USD 308 thousand per year. Stronger enforcement of forest and woodland protection in Tanzania must balance water policy objectives and food security

    Inequitable gains and losses from conservation in a global biodiversity hotspot

    A billion rural people live near tropical forests. Urban populations need them for water, energy and timber. Global society benefits from climate regulation and knowledge embodied in tropical biodiversity. Ecosystem service valuations can incentivise conservation, but determining costs and benefits across multiple stakeholders and interacting services is complex and rarely attempted. We report on a 10-year study, unprecedented in detail and scope, to determine the monetary value implications of conserving forests and woodlands in Tanzania’s Eastern Arc Mountains. Across plausible ranges of carbon price, agricultural yield and discount rate, conservation delivers net global benefits (+US8.2Bpresentvalue,20−yearcentralestimate).Crucially,however,netoutcomesdivergewidelyacrossstakeholdergroups.Internationalstakeholdersgainmostfromconservation(+US8.2B present value, 20-year central estimate). Crucially, however, net outcomes diverge widely across stakeholder groups. International stakeholders gain most from conservation (+US10.1B), while local-rural communities bear substantial net costs (-US1.9B),withgreaterinequitiesformorebiologicallyimportantforests.OtherTanzanianstakeholdersexperienceconflictingincentives:tourism,drinkingwaterandclimateregulationencourageconservation(+US1.9B), with greater inequities for more biologically important forests. Other Tanzanian stakeholders experience conflicting incentives: tourism, drinking water and climate regulation encourage conservation (+US72M); logging, fuelwood and management costs encourage depletion (-US$148M). Substantial global investment in disaggregating and mitigating local costs (e.g., through boosting smallholder yields) is essential to equitably balance conservation and development objectives
