Noise in laser speckle correlation and imaging techniques
We study the noise of the intensity variance and of the intensity correlation
and structure functions measured in light scattering from a random medium in
the case when these quantities are obtained by averaging over a finite number N
of pixels of a digital camera. We show that the noise scales as 1/N in all
cases and that it is sensitive to correlations of signals corresponding to
adjacent pixels as well as to the effective time averaging (due to the finite
sampling time) and spatial averaging (due to the finite pixel size). Our
results provide a guide to estimation of noise level in such applications as
the multi-speckle dynamic light scattering, time-resolved correlation
spectroscopy, speckle visibility spectroscopy, laser speckle imaging etc.Comment: submitted 14 May 201
Forward Jet Production in Deep Inelastic Scattering at HERA
The production of forward jets has been measured in deep inelastic ep
collisions at HERA. The results are presented in terms of single differential
cross sections as a function of the Bjorken scaling variable (x_{Bj}) and as
triple differential cross sections d^3 \sigma / dx_{Bj} dQ^2 dp_{t,jet}^2,
where Q^2 is the four momentum transfer squared and p_{t,jet}^2 is the squared
transverse momentum of the forward jet. Also cross sections for events with a
di-jet system in addition to the forward jet are measured as a function of the
rapidity separation between the forward jet and the two additional jets. The
measurements are compared with next-to-leading order QCD calculations and with
the predictions of various QCD-based models.Comment: 27 pages, 10 figures, 4 table
First Measurement of Charged Current Cross Sections at HERA with Longitudinally Polarised Positrons

BData taken with positrons of different longitudinal polarisation states in collision with unpolarised protons at HERA are used to measure the total cross sections of the charged current process, e^+ p \to \bar{\nu}X, for negative four-momentum transfer squared Q^2 > 400 GeV^2 and inelasticity y<0.9. Together with the corresponding cross section obtained from the previously published unpolarised data, the polarisation dependence of the charged current cross section is measured for the first time at high Q^2 and found to be in agreement with the Standard Model prediction
Post cold war relations regarding mutual benefits and security issues between Turkey and Balkan countries
Balkanlar, tarihte “istikrarsızlık”la özdeşleşmiş bir bölgedir. Tarih boyunca çeşitli medeniyetlerin yönetiminde yaşamış Balkan ülkeleri, “büyük devlet” ülküsü, sınır anlaşmazlıkları, azınlık sorunları, büyük güçlerin politikaları gibi sayılabilecek çeşitli istikrarsızlık etmenlerini bünyelerinde barındırmaktadır. Balkanlara yönelik geçmişten günümüze pek çok işbirliği projeleri oluşturulmuş, Balkanlar bölgesinin kendisine has nitelikleri sebebiyle istenilen amaçlara ulaşamamışlardır. Soğuk Savaşın sonrasında bölgede savaş başlamış, uluslararası kamuoyunun baskısıyla ABD/NATO müdahalesi savaşı sonlandırmıştır. Türkiye, Balkanlardaki savaşa güvenlik ve ulusal çıkar algılamasından dolayı kayıtsız kalamamıştır. Savaş sonrasında bölgede oluşturulan güvenlik düzenlemelerinin oluşturulmasında/karar aşamasında aktif dış politika izlemiş, bölgeye istikrar getirmek amacıyla oluşturulan “barış güçlerine” askeri katkıda bulunarak, bölgenin yeniden yapılandırılmasında rol almıştır. Soğuk Savaş sonrasında güvenlik kavramı yeniden tanımlanmış, uluslararası tüm aktörler genişleme ve dönüşümlerini bu tanım etrafında şekillendirmeleriyle, Balkanlara farklı politikalar uygulamışlardır. Yeni dönemde Balkanlar, göreli bir istikrar kazanmış, istikrarsızlık güvenlikle yer değiştirmiştir. Bugün Balkan devletleri, demokrasiye ve liberal ekonomiye geçmişlerdir. Azınlık sorunlarını uluslararası normların dahilinde çözümleyerek, Türkiye’yle birlikte, tüm işbirliği alanlarında bölgesel/çoktaraflı güvenlik düzenlemelerinin içinde yer alarak güvenliklerini gerçekleştirmeye çalışmaktadırlar. Yaşanan gelişmeler, Türkiye’nin bölge devletleri ile sorunlarını çözmesine neden olmuştur. Türkiye-Balkan ülkeleri, kendi güvenlik/karşılıklı çıkar politikalarını gözeten politikalar üretmeye başlamışlardır. Sorunların çözümü, istikrarsız bölgelerin ortasındaki Türkiye’yi rahatlatmıştır. Bazı devletlerle sorunların köklü olması, devletlerarası düzeyden başka düzeylere taşınması sonucu, sorunlar devam etmektedir. Bilimsel ve nesnel bir yaklaşım benimsenmiş, uluslararası sistem analiz edilerek, Balkan ülkeleri / Türkiye aktör olarak öne çıkarılmıştır. Sonuç olarak Balkanların, Türkiye’nin güvenliğini direkt etkilediği, Türkiye’nin burada etki ve güç kaybının kendi güvenliğini tehlikeye attığı tespiti yapılmıştır. Türkiye, AB’ne mutlaka girerek Balkanların güvenliğinde söz sahibi olmalıdır.Balkans is a region historically tied with instability. Balkan countries are ruled by several big states throughout the history and instability elements has been present like, “big nation” ambitions, border conflicts, minority issues and has been playground for powerful nations. There have been several attempts to form cooperation but because of the unique properties of the region they failed. Following Cold War the fighting broke out in the region and the peace came through USA/NATO intervene after the international public cry. Turkey could not stay out of the fighting in the Balkans because of security and national benefit concerns. Turkey has took active part in the postwar activities/decision making process for security regulations, contributed to the Peace Corps and involved in restructuring. All the nations redefined security issues, extensive and reformation activities are performed around this definition and implemented policies at Balkans in accordance. In the new era Balkans are stable and instability is replaced with security. Today Balkan countries are run by democracy and liberal economy is the norm. Minority issues are solved within international norm and security is provided by regional/multinational agreements with Turkey and counterpart countries. The developments provided Turkey an opportunity to solve problems with the Balkan countries. Turkey and Balkan countries started developing policies for their security/mutual benefit. The consequences gave Turkey, a country which stands in the centre of unstable regions, a breathing space. However, some problems with certain countries still remain because of historical issues and are carried to other platforms rather than international diplomacy. An objective and scientific approach is applied, international system is analyzed and as a result it is proven that Turkey/Balkan countries are under the limelight as international actors. Finally, it is seen that Balkan region has direct influence on Turkey’s security and loss of power in the region has dire consequences on Turkey’s own security. Turkey must be a part of EU and have more direct role in the security of the Balkans
