    Drivers for Policy Agreement in Nascent Subsystems: An Application of the Advocacy Coalition Framework to Fracking Policy in Switzerland and the UK

    The study of public policy deals with subsystems in which actors cooperate or compete to turn their beliefs into policy solutions. Yet, most studies concern mature subsystems in which the main actors and their allies and enemies can easily be identified. This paper tackles the challenge of studying nascent subsystems, in which actors have begun to engage in politics but are uncertain about other actors’ beliefs. Actors therefore find it relatively difficult to identify their allies and opponents. Focusing on the Advocacy Coalition Framework, we examine three main ways in which actors might agree to support the same policy design before they decide whether or not to form long-term relationships within advocacy coalitions: they see the issue through the same lenses, they follow leaders, or they know each other from earlier cooperation. We use the case of fracking policy in Switzerland and the UK as a key example, in which actors have begun to agree with each other, but where final policy outputs were not yet defined, and long-term relationships not yet observable. We find that, when dealing with new issues, actors strongly rely on former contacts rather than shared ideologies or leadership

    Holocene variations in Lake Titicaca water level and their implications for sociopolitical developments in the central Andes

    Holocene climate in the high tropical Andes was characterized by both gradual and abrupt changes, which disrupted the hydrological cycle and impacted landscapes and societies. High-resolution paleoenvironmental records are essential to contextualize archaeological data and to evaluate the sociopolitical response of ancient societies to environmental variability. Middle-to-Late Holocene water levels in Lake Titicaca were reevaluated through a transfer function model based on measurements of organic carbon stable isotopes, combined with high-resolution profiles of other geochemical variables and paleoshoreline indicators. Our reconstruction indicates that following a prolonged low stand during the Middle Holocene (4000 to 2400 BCE), lake level rose rapidly ~15 m by 1800 BCE, and then increased another 3 to 6 m in a series of steps, attaining the highest values after ~1600 CE. The largest lake-level increases coincided with major sociopolitical changes reported by archaeologists. In particular, at the end of the Formative Period (500 CE), a major lake-level rise inundated large shoreline areas and forced populations to migrate to higher elevation, likely contributing to the emergence of the Tiwanaku culture

    The New British Policy Style: From a British to a Scottish Political Tradition?

    The new context of coalition government and the ‘Big Society' suggests that the UK government is moving towards a style of politics followed successfully in Scotland, extending a partnership approach from national to local forms of government. Yet the two arenas have never been as far apart as is commonly imagined. The majoritarian (UK) and consensus (Scottish) labels are misleading. British politics is not as exceptional as it is often made out to be, while Scottish politics retains many elements of its British counterpart. This article assesses the state of British politics in this light. It sets out a counter-exceptionalism thesis based on the theory and evidence from public policy. It then summarises the post-devolution evidence, producing insights on the British policy style when compared to the ‘new politics' in Scotland

    The politicisation of evaluation: constructing and contesting EU policy performance

    Although systematic policy evaluation has been conducted for decades and has been growing strongly within the European Union (EU) institutions and in the member states, it remains largely underexplored in political science literatures. Extant work in political science and public policy typically focuses on elements such as agenda setting, policy shaping, decision making, or implementation rather than evaluation. Although individual pieces of research on evaluation in the EU have started to emerge, most often regarding policy “effectiveness” (one criterion among many in evaluation), a more structured approach is currently missing. This special issue aims to address this gap in political science by focusing on four key focal points: evaluation institutions (including rules and cultures), evaluation actors and interests (including competencies, power, roles and tasks), evaluation design (including research methods and theories, and their impact on policy design and legislation), and finally, evaluation purpose and use (including the relationships between discourse and scientific evidence, political attitudes and strategic use). The special issue considers how each of these elements contributes to an evolving governance system in the EU, where evaluation is playing an increasingly important role in decision making

    The powers of problem definition: The case of government paperwork

    Problem definition is a package of ideas that includes, at least implicitly, an account of the causes and consequences of undesirable circumstances and a theory about how to improve them. As such, it serves as the overture to policymaking, as an integral part of the process of policymaking, and as a policy outcome. In each of these roles it seems to exert influence on government action. Distinguishing among the roles clarifies the nature of that influence. A case study examines the transition from one problem definition to another in the domain of information collection by the federal government.
