Тип школи та місце проживання як чинники диференціації результатів зовнішнього незалежного оцінювання
The article presents the results of the data analisys on the type of secondary school and residence influence on the average score of external independent evaluation in 2013 and 2014. Four types of secondary school are compared (general school, gymnasium, lyceum and specialized school) as located in city Kyiv, regional centers, other cities, urban villages and villages. The study found, that both independent variables, type of school and residence, have statistically significant effect on the average score external independent evaluation. Effect of type of school is more than a place of residence impact. The statistically significant interaction between the independent variables was also found, which means that the type of school is much more differentiated the average score of external independent evaluation in Kiev and in regional centers, to a lesser extent in other cities, and the weakest in urban villages and villages where educational outcomes of children in different types of schools is much less different. There is also significant differentiation among children for access to preschool education.У статті викладено результати дослідження впливу типу загальноосвітнього навчального закладу та місця проживання на середній бал зовнішнього незалежного оцінювання 2013 та 2014 років. Порівнюються результати випускників таких типів навчальних закладів, як загальноосвітня школа, гімназія, ліцей та спеціалізована школа, які розташовані у місті Києві, обласних центрах, інших містах, селищах міського типу та селах України. За результатами дослідження виявлено, що обидві незалежні змінні, тип школи і місце поселення, мають статистично значущий вплив на середній бал ЗНО. Вплив типу школи більший, аніж вплив місця проживання. Виявлена також статистично достовірна взаємодія між незалежними змінними тип школи і місце проживання, що означає, що тип школи значно сильніше диференціює середній бал ЗНО у місті Києві та в обласних центрах, меншою мірою в інших містах, а найслабше – у селищах міського типу та селах, де освітні результати дітей в різних типах навчальних закладів значно менше різняться. The citizens’ self-identification in the social structure of ukrainian society
У статті викладено результати дослідження динаміки соціальнокласової самоідентифікації серед дорослого населення України. Соціальнокласова належність індивідів визначалася за результатами відповідей на відкрите запитання, на відміну від поширеного у вітчизняній соціології методичного підходу визначати соціальну належність індивідів, використовуючи під час опитувань різні форми закритих запитань з наперед визначеним переліком альтернатив. Порівняння емпіричних даних двох досліджень 2001 та 2014 років виявило, що відбулися суттєві зміни соціальнокласової самоідентифікації. Домінуюча на початку 2000х років умовно «радянська» схема соціальної самоідентифікації, коли близько 60 % зайнятих дорослих зараховували себе до типових для радянського періоду класів/прошарків (робітничий клас, селяни, службовці, інтелігенція), поступилася пострадянській/прозахідній суб’єктивній стратифікації, зосередженій навколо середнього класу. Відбулося суттєве, майже трикратне зростання самоідентифікації зайнятих дорослих з середнім класом/прошарком. Самоідентифікація зайнятого населення країни з середнім класом за відповідями на відкрите запитання кількісно наближається до відповідних показників самоідентифікації як відповідей на різні типи закритих запитань з наперед визначеними альтернативами за градаційною класовою схемою. Відбулося суттєве зменшення класової самоідентифікації з робітничим класом, службовцями та селянами. Значно збільшилася кількість зайнятих індивідів, які відносять себе до категорії бідних і злиденних.У статті викладено результати дослідження динаміки соціальнокласової самоідентифікації серед дорослого населення України. The individuals’ class positions were identified as the answers to openended question, unlike to popular in the Ukrainian sociology approach to identify the social characteristics of individuals, while using different forms of closed questions with predefined list of alternatives. Comparing the empirical data of 2001 and 2014 surveys it was found that there have been significant changes in the class selfidentification, if we analyze the answers to the openended question. The dominant in the early 2000s conventionally called «Soviet» scheme of social identity, when about 60% of employed adults identifed themselves with the typical Soviet classes or strata (the working class, peasants, intellectuals), has given way to postSoviet or proWestern subjective stratification centered around the middle class. There was a significant, almost threefold increasing of the employed adults’ identification with the middle class. Also there was a significant reduction of class identification with the working class, peasants and servants. The subjective approach to the definition of social-class membership of adult men and women is a generally recognized component of modern class and stratification analysis, including in domestic sociology. Such an approach is characteristic primarily of studies centered around criteria for definition and scale of the middle class. However, despite the usual appeal of domestic scholars to the subjective class self-determination, little attention is paid to comparing the results obtained, especially when it comes to empirical data, based on the use of various scales and types of questions in questionnaires, in particular open and closed, with the help of which the class self-identification of the adult population and its dynamics during the last decades is determined
"Here is your mission, now own it!" The rhetoric and practice of local ownership in EU interventions
One of the core principles of EU interventions under the Common Security and Defence Policy (CSDP) has been local ownership. While the EU takes pride in fully respecting this principle, the existing research suggests that the implementation has been far from smooth. However, we still know very little how this principle is conceptualised and operationalised, let alone why its implementation has been so difficult. Drawing on document analysis and 27 in-depth interviews, the article makes 3 arguments. First, ownership is increasingly construed in the EU policy rhetoric as a middle ground between imposition and restraint. Second, in practice, ownership is operationalised as an externally driven, top-down endeavour, resulting in the low degree of local participation. Third, in addition to the obstacles normally faced by other peace-builders, the EU's efforts to implement ownership are constrained by the politics and policy-making of CSDP. The arguments are illustrated in a case study of the European Union Mission on Regional Maritime Capacity Building in the Horn of Africa (EUCAP Nestor)
Reclaiming the local in EU peacebuilding: Effectiveness, ownership, and resistance
Since the early 2000s, the "local turn" has thoroughly transformed the field of peacebuilding. The European Union (EU) policy discourse on peacebuilding has also aligned with this trend, with an increasing number of EU policy statements insisting on the importance of "the local." However, most studies on EU peacebuilding still adopt a top-down approach and focus on institutions, capabilities, and decision-making at the EU level. This special issue contributes to the literature by focusing on bottom-up and local dynamics of EU peacebuilding. After outlining the rationale and the scope of the special issue, this article discusses the local turn in international peacebuilding and identifies several interrelated concepts relevant to theorizing the role of the local, specifically those of effectiveness, ownership, and resistance. In the conclusion, we summarize the key contributions of this special issue and suggest some avenues for further research
UN Peacekeeping at 75: Achievements, Challenges, and Prospects
This year marks the 75th anniversary of what the UN itself understands to be its first peacekeeping operation. It is therefore an appropriate time to reflect on the track record of UN peacekeeping in its efforts to try to maintain and realize peace and security. Moreover, this milestone invites us to ponder what lies ahead in the realm of peacekeeping. For this reason, this forum article brings together both academics and UN officials to assess the achievements and challenges of UN peacekeeping over the past 75 years. Through a dialogue among peacekeeping scholars and practitioners, we hope to identify current trends and developments in UN peacekeeping, as well as explore priorities for the future to improve the effectiveness of peacekeeping operations in terms of achieving their mandate objectives, such as maintaining peace, protecting civilians, promoting human rights, and facilitating reconciliation. This forum article is structured into six thematic sections, each shedding light on various aspects of UN peacekeeping: (1) foundational principles of UN peacekeeping - namely, consent, impartiality, and the (non-)use of force; (2) protection of civilians; (3) the primacy of politics; (4) early warning; (5) cooperation with regional organizations; and (6) the changing geopolitical landscape in which UN peacekeeping operates

Policy Entrepreneurship by International Bureaucracies: The Evolution of Public Information in UN Peacekeeping
The UN Secretariat’s role in the expansion of peacekeeping after the cold war is debated. Different theoretical accounts offer competing interpretations: principal–agent models and sociological institutionalism tend to emphasize the Secretariat’s risk-averse behaviour; organizational learning scholarship and international political sociology find evidence of the Secretariat’s activism; constructivism analyses instances of both. I argue that the UN Secretariat can be both enthusiastic and cautious about new tasks depending on the circumstances and the issue area. For example, UN officials have been the driving force behind the development of public information campaigns by peacekeeping missions aimed at the local population. During the cold war, it was not regarded as necessary for UN missions to communicate with the public in the area of operation: their interlocutors were parties to the conflict and the diplomatic community. With the deployment of the first multidimensional missions in the late 1980s and the early 1990s, UN staff realized the need to explain the organization’s role to the local population and provide information about UN-supported elections. In promoting this innovation, they played the role of policy entrepreneurs. The institutionalization of this innovation, however, was not an automatic process and required continuous advocacy by UN information staff

Race and International Organizations
While International Relations scholarship has increasingly addressed questions of race, the literature on international organizations (IOs) has been slower to do so. In particular, it has neglected how race functions within IO workforces. Building on sociological theories of racialized organizations, we develop the concept of racialized IOs. Like domestic organizations, IOs are characterized by enhanced or inhibited agency of racial groups, racialized distribution of resources, credentialing of whiteness, and decoupling of formal rules and informal practices along racial lines. However, IOs display two important differences. First, IOs rely on member states for resources, which requires accommodating powerful white-majority countries (macro-level pressures). Second, since IO workforces are diverse, their employees possess or develop a range of racial stereotypes (micro-level pressures). Using the case of UN peacekeeping, we demonstrate how the four features of racialized organizations operate in light of these macro- and micro-level pressures. We show how locally-hired peacekeeping staff in Africa, Asia, and the Caribbean face constraints on exercising agency; how non-white peacekeepers perform more dangerous jobs than their white counterparts; how whiteness serves as a proxy for desirable skills, while non-white peacekeepers’ knowledge is devalued; and how peacekeepers from white-majority countries receive special treatment or deviate from UN-wide procedures

Theorizing Decision-Making in International Bureaucracies: UN Peacekeeping Operations and Responses to Norm Violations
Many international organizations (IOs) provide assistance to governments through country offices or peacekeeping operations. Sometimes, government authorities in countries receiving IO services violate norms that underpin IO’s engagement. IO officials must then choose between confrontational and conciliatory responses. These responses are located on a spectrum that ranges from a firm and public response to silence and downplaying. How do IO officials decide on their response? Based on over 200 interviews with UN peacekeeping officials, we argue that the factors that shape their decision-making are found across three categories: individual, departmental, and positional. In terms of individual characteristics, previous experience, career security, and the length of service at a particular duty station matter. Regarding departmental factors, politicization of work, professional composition, and the type of interlocutors predispose departments to be supporters or critics of authorities in recipient countries. In terms of positional considerations, the place of a post or department in the IO hierarchy, relations with other IO entities, and the distance from the field play a role. While important in its own right, decision-making by civilian UN peacekeeping officials is informative about similar processes in other IOs that employ individuals from diverse backgrounds in complex bureaucracies

The biopharmaceutical studies of Valavir film-coated tablets, 0.5 g, with valaciclovir hydrochloride have been substantiated in the article. The biopharmaceutical studies have been conducted in vitro; the dissolution profiles of Valavir film-coated tablets, 0.5 g, and the reference drug Valtrex (film-coated tablets, 500 mg, manufactured by GlaxoSmithKline Pharmaceuticals S.A., Poland) have been compared by the method for Dissolution Kinetics. The results of the experimental study in vivo, namely the value of Cmax, AUC0-t and other values confirm that Valavir film-coated tablets, 0.5 g, manufactured by Farmak JSC is bioequivalent to the reference drug Valtrex film-coated tablets, 500 mg, (GlaxoSmithKline Pharmaceuticals S.A., Poland).В статье обоснованы и отражены биофармацевтические исследования препарата Валавир с Валацикловира гидрохлоридом 0,5 г, таблетки, покрытые оболочкой. Проведены биофармацевтические исследования in vitro – сравнение профилей растворения таблеток Валавир 0,5, покрытых оболочкой, и референтного препарата Вальтрекс (таблетки 500 мг, покрытые оболочкой, «ГлаксоСмітКляйн Ф. С.А», Польша) по методике «Кинетика растворения».
