    Assessing the impact of future CAP reforms on the demand of production factors

    The CAP reform process has been a central issue for agricultural economics research in recent years, and is gaining further attention in view of the post-2013 perspectives. The objective of this paper is to assess ex-ante the effect of different post-2013 CAP and market scenarios on the demand of productions factors. The paper is based on the use of farm household dynamic programming models maximising the net present value with a time horizon until 2030. A representative model has been implemented for 18 different farming systems in 8 EU countries. Changes in marginal values of selected resource constraints (land, labour and capital) are used to assess the potential effect of different scenarios on farm-household demand of production factors. Results highlight that both policy and market conditions change strongly the demand of productive factors

    Agricultural landscapes as multi-scale public good and the role of the Common Agricultural Policy

    During the last 50 years, the Common Agricultural Policy (CAP) has impacted the evolution of European agricultural landscapes by driving changes in land use and farming practices. We propose a typology characterizing the scales relevant for agricultural landscapes management and argue that action is required on three scales: (1) a landscape oriented management at farm level, (2) the coordination of land managers\u27 actions at landscape level, and (3) the conservation of the diversity of agricultural landscapes in the EU. We provide evidence that the CAP has until now mainly focused on the first scale. We also illustrate how agricultural policy could encourage coordinated actions at the landscape- and EU-scales. In particular, we propose policy instruments to coordinate actions of individual land owners (e.g. collective bonus in agro-environmental contracts or support to environmental cooperatives). We also analyse how the recognition and transposition of the European Landscape Convention could promote trans-frontier landscape cooperation in order, not only to conserve high-quality rural landscapes, but also to ensure the conservation of the diversity of EU landscapes (scale 3). This article provides a knowledge base to support an integrated CAP design in the direction of improved landscape management, as an important component of the EU project towards more sustainable agriculture

    Determinants of insurance adoption among Bulgarian farmers

    Purpose – The purpose of this paper is to analyze the determinants of agricultural insurance adoption in Bulgaria, using a purpose-built survey of 224 farmers interviewed in 2011. The insurance decision is analyzed conjointly with other risk management decisions on the farm such as having contracts with retailers or processors, diversifying farm activities and using irrigation. Design/methodology/approach – The agricultural insurance sector in Bulgaria is presented in the broader context of the transition to a market-oriented economy and integration of Bulgarian agriculture into the EU Common Agricultural Policy. The recent developments on the determinants of farm insurance adoption in the agricultural economics and finance literature are discussed. A multivariate probit model is used in order to determine the factors explaining the adoption or non-adoption of various risk management tools by the surveyed farmers, including farm insurance. Findings – The authors find that farmers with diversified activities, using irrigation or having contracts with retailers or processors, are more likely to adopt insurance, after controlling for farms and farmers’ structural characteristics. Additionally, the authors find that the main characteristics distinguishing farmers who purchase agricultural insurance from non-users are farm size and farm location. The existence of strong regional effect suggests the importance of adapting the insurance products to the different regional contexts in Bulgaria. Originality/value – This paper contributes to the (limited) literature on agricultural insurance adoption in transition countries, currently shifting from a system where compensation against natural hazards tended to come from a State damage mitigation fund, inherited from the centrally planned governments to private and voluntary agricultural insurance.     Mandatory Integrated Pest Management in the European Union: Experimental insights on consumers' reactions

    A realistic experiment with 189 French consumers was conducted to analyse consumers\u27 reaction to the transition towards Integrated Pest Management (IPM) as the standard in European farming. Results indicate high substitutability between IPM and organic tomatoes. It suggests IPM sales will benefit from the withdrawal of conventional products from the market only if there is a significant reduction in the price of IPM products as compared to organic ones and/or an important increase in the shelf space dedicated to IPM products. While information on IPM guidelines increases IPM products purchases, providing extra information on residue levels in IPM tomatoes has no further impact on consumers\u27 choices in this experiment

    Irrigation and irrigated agriculture potential in the Sahel: The case of the Niger river basin.

    The report assesses the potential of developing irrigation in the Niger River Basin under various agricultural scenarios accounting for biophysical and socio-economic variables, and for expected climate change. Irrigation potential is assessed in two parts. The first reviews recent literature in English and French (2010 onwards) on sustainable irrigation potential in the Sahel (i.e. Lake Chad basin, Niger, Senegal Volta River basins). Sahel agriculture possesses a significant irrigation potential. However, estimates fluctuate greatly depending on the scale of irrigation schemes, whether the resource is surface or ground water, expected and actual irrigation costs but also on determinants of success of irrigation schemes, including the varying effects when interacting with other inputs, such as fertilisers. Past, and not always successful, efforts were based on large public irrigation schemes (i.e. river dams and related canals). In a growing number of contexts, investments in small and micro-irrigation systems are identified as more desirable than conventional large schemes. Existing small-scale irrigation systems in the region are known to be developing however limited systematised evidence exists. The realisation of this potential is very sensitive to the costs of irrigation, among the highest in the world, with some technologies more sensitive than others (i.e. small river diversions). Moreover, irrigation potential is influenced by synergies among irrigation and other agricultural production technologies – it is maybe worthwhile to recall that irrigation potential is not a static concept, but it is contingent on levels of other inputs. Hence, irrigation investments need to be put in the broader context of productivity enhancement, rural development efforts and global changes such as urbanisation The development of irrigation in the Sahel and in the Niger River basin in particular is a key intervention area for agriculture and development policy in general. Current policy identifies irrigation development as an instrument fostering food security. However, from the angle of optimization, rainfed agriculture retains the larger potential for development when looking at costs and overall potential profits. Moreover, support to the development of irrigated agriculture needs to be fully integrated with a relevant and adapted support to agriculture in general, particularly with regards to how it mitigates risk. Access to irrigation is expected to expand farmers' production opportunities. It mitigates production risks, even in low quantities as crop-saving irrigation. By reducing risk, it encourages farmers to make more intensive use of inputs and land. Moreover, this dynamic effect is also influenced by the type of irrigation systems accessed. For example, the literature has identified that farmers which have some off-farm income are particularly interested in investing in agriculture if irrigation is made available, whereas other groups may be interested in improving first their access to credit for farm inputs with then a view on irrigation. How production risks are perceived need to be clearly identified so that the irrigation systems fostered can be seen as risk-reducing Functioning supply chains would also make irrigation more profitable as they reduce losses of potentially more valuable products from irrigated agriculture and enhance market access. Recently, registered regional increases in groundwater storage have been associated to diffuse recharge, partially compensating for groundwater withdrawal associated with irrigation development. Hence, hinting at some level of sustainability in the use of groundwater for small-scale irrigation in the Sahel, despite the risks associated with salinization. The second part focuses on the Niger Basin to assess and quantify its irrigation potential through modelling. The model uses static biophysical and socio-economic indicators in model optimising profits of mainly small holder farms under 4 possible agricultural scenarios with distinctive productivity levels. In general, the projected irrigated area does not evolve much between scenarios mainly because of high productions costs associated with increased irrigation. Although irrigation potential is theoretically large, investing in both irrigated and rainfed input intensification offers the largest potential gains. The results for total irrigation potential in terms of farmed area are in the range of 0.6-09M hectares, from the estimated current 0.53M hectares of irrigated land under the most productive scenario in terms of agricultural yields. However, even the most yielding scenario results of the current study are significantly lower than previous estimates developed in the literature, and depend on assumed irrigation and input costs. The specific strengths of this new estimation are that of using input costs from recent agricultural surveys (i.e. LSMS-ISA) along with crop suitability maps. Its main limitation is that is does not distinguish between irrigation technologies and related costs, constraining estimates to a generic (gravity) irrigation.     Antigenic Proteins Involved in Occupational Rhinitis 1 and Asthma Caused by Obeche Wood (Triplochiton Scleroxylon)

    Background Obeche wood dust is a known cause of occupational asthma where an IgE-mediated mechanism has been demonstrated. Objective To characterize the allergenic profile of obeche wood dust and evaluate the reactivity of the proteins by in vitro, ex vivo and in vivo assays in carpenters with confirmed rhinitis and/or asthma Materials and methods An in-house obeche extract was obtained, and two IgE binding bands were purified (24 and 12 kDa) and sequenced by N-terminal identity. Specific IgE and IgG, basophil activation tests and skin prick tests (SPTs) were performed with whole extract and purified proteins. CCD binding was analyzed by ELISA inhibition studies. Results Sixty-two subjects participated: 12 with confirmed occupational asthma/rhinitis (ORA+), 40 asymptomatic exposed (ORA−), and 10 controls. Of the confirmed subjects, 83% had a positive SPT to obeche. There was a 100% recognition by ELISA in symptomatic subjects vs. 30% and 10% in asymptomatic exposed subjects and controls respectively (p<0.05). Two new proteins were purified, a 24 kDa protein identified as a putative thaumatin-like protein and a 12 kDa gamma-expansin. Both showed allergenic activity in vitro, with the putative thaumatin being the most active, with 92% recognition by ELISA and 100% by basophil activation test in ORA+ subjects. Cross-reactivity due to CCD was ruled out in 82% of cases. Conclusions Two proteins of obeche wood were identified and were recognized by a high percentage of symptomatic subjects and by a small proportion of asymptomatic exposed subjects. Further studies are required to evaluate cross reactivity with other plant allergens

    Kv7 Channels Can Function without Constitutive Calmodulin Tethering

    M-channels are voltage-gated potassium channels composed of Kv7.2-7.5 subunits that serve as important regulators of neuronal excitability. Calmodulin binding is required for Kv7 channel function and mutations in Kv7.2 that disrupt calmodulin binding cause Benign Familial Neonatal Convulsions (BFNC), a dominantly inherited human epilepsy. On the basis that Kv7.2 mutants deficient in calmodulin binding are not functional, calmodulin has been defined as an auxiliary subunit of Kv7 channels. However, we have identified a presumably phosphomimetic mutation S511D that permits calmodulin-independent function. Thus, our data reveal that constitutive tethering of calmodulin is not required for Kv7 channel function

    European agricultural landscapes, common agricultural policy and ecosystem services: a review

    Since the 1950s, intensification and scale enlargement of agriculture have changed agricultural landscapes across Europe. The intensification and scale enlargement of farming was initially driven by the large-scale application of synthetic fertilizers, mechanization and subsidies of the European Common Agricultural Policy (CAP). Then, after the 1990s, a further intensification and scale enlargement, and land abandonment in less favored areas was caused by globalization of commodity markets and CAP reforms. The landscape changes during the past six decades have changed the flows and values of ecosystem services. Here, we have reviewed the literature on agricultural policies and management, landscape structure and composition, and the contribution of ecosystem services to regional competitiveness. The objective was to define an analytical framework to determine and assess ecosystem services at the landscape scale. In contrast to natural ecosystems, ecosystem service flows and values in agricultural landscapes are often a result of interactions between agricultural management and ecological structures. We describe how land management by farmers and other land managers relates to landscape structure and composition. We also examine the influence of commodity markets and policies on the behavior of land managers. Additionally, we studied the influence of consumer demand on flows and values of the ecosystem services that originate from the agricultural landscape
