    Formation and development of the system of public affairs institutes: governmental administrative aspect

    The article states that formation and development of the public affairs institutes from the position of the state administration have to be dealt with as a polisystematic and polistructural result of intergration of many spheres of society viability maintenance with the following functionally related specific complexes: logistical, economic, social, domestic and cultural. The author proves that they are organizationally combined from the political and ideological position to create a certain sphere – the sphere of housing and municipal services that constitutes the system of structures contributing to the functioning of housing and utilities sector. It is defined that modernization of the housing and utilities sector provides for the complex of political, economic, research, educational, institutional and management, as well as technically preventative measures aimed at realization of citizens’ rights to civilized housing and utility conditions as the determining factor of reproduction of a human and society

    Polaronic effects in monolayer black phosphorus on polar substrates

    We investigate the effect of charge carrier interaction with surface optical phonons on the band properties of monolayer black phosphorus induced by polar substrates. We develop an analytical method based on the Lee-Low-Pines theory to calculate the spectrum of Fr\"ohlich type continuum Hamiltonian in the long-wavelength limit. We examine the modification of a band gap and renormalization of effective masses due to the substrate-related polaronic effect. Our results show that an energy gap in supported monolayer black phosphorus is enlarged depending on a particular substrate and the interlayer distance, zz. Among the substrate considered, the largest gap broadening at z=2.5 z=2.5 \AA{} is observed for the Al2_{2} O3_{3} substrate, which is found to be 50 \sim 50 meV. Carrier-phonon coupling also renormalizes the effective masses which is more pronounced along the zigzag direction. Anisotropy of the effective masses becomes stronger by the influence of the polaronic effect corresponding to direction-dependent carrier-phonon coupling. We conclude that substrate phonons have a non-negligible effect on the static band properties of monolayer black phosphorus, which may be further exploited in its experimental and theoretical studies

The example of the development of a system which provides for the modeling of the processes of optical-wave energy transfer in the atmosphere is presented.     У даній роботі розглядається проблема застосування аутентичних текстів для студентів економічних спеціальностей з метою вдосконалення комунікативних компетенцій у немовних ВНЗ. Аналізується сутність поняття «аутентичний текст», проводиться теоретичний аналіз ролі аутентичних тестів з економіки під час навчання студентів-економістів іноземним мовам, визначається їх вплив на поліпшення та вдосконалення комунікативних компетенцій студентів. Автори наводять приклади аутентичних текстів економічного профілю, що можуть застосовуватися викладачами з метою поліпшення комунікативних компетенцій у студентів немовних вищих навчальних закладів.В данной статье рассматривается проблема использования аутентичных текстов для студентов экономических специальностей с целью усовершенствования коммуникативных компетенций в неязыковых ВУЗах. Анализируется сущность понятия «аутентичный текст», проводится теоретический анализ роли аунтентичных тестов по экономике во время обучения студентов-економистов иностранным языкам, определяется их влияние на улучшение и усовершенствование коммуникативных компетенций студентов. Авторы приводят примеры аутентичных текстов экономического профиля, которые могут использоваться преподавателям с целью улучшения коммуникативных компетенций у студентов неязыковых высших учебных заведениях.The work with authentic (original) economic sources as the method of improving students’ communicative competences (in economic university). The problem of using original (authentic) texts for improving communicative competences of students during the educative process in economic university is considered in this article. The role of using authentic (original) texts for expanding vocabulary, improving reading, writing and communicative skills is analyzed.     Single 3dd transition metal atoms on multi-layer graphene systems: electronic configurations, bonding mechanisms and role of the substrate

    The electronic configurations of Fe, Co, Ni, and Cu adatoms on graphene and graphite have been studied by x-ray magnetic circular dichroism and charge transfer multiplet theory. A delicate interplay between long-range interactions and local chemical bonding is found to influence the adatom equilibrium distance and magnetic moment. The results for Fe and Co are consistent with purely physisorbed species having, however, different 3dd-shell occupancies on graphene and graphite (dn+1d^{n+1} and dnd^n, respectively). On the other hand, for the late 3dd metals Ni and Cu a trend towards chemisorption is found, which strongly quenches the magnetic moment on both substrates.Comment: 7 pages, 4 figure
