    Protecting aquatic biodiversity in Europe: how much do EU environmental policies support ecosystem-based management?

    The sustainable management of aquatic ecosystems requires better coordination between policies spanning freshwater, coastal and marine environments. Ecosystem-based management (EBM) has been promoted as a holistic and integrative approach for the safekeeping and protection of aquatic biodiversity. The paper assesses the degree to which key European environmental policies for the aquatic environment, namely the Birds and Habitats Directives, Water Framework Directive and Marine Strategy Framework Directive, individually support EBM and can work synergistically to implement EBM. This assessment is based on a review of legal texts, EU guidance and implementation documents. The paper concludes that EBM can be made operational by implementing these key environmental directives. Opportunities for improving the integration of EU environmental policies are highlighted

    Governance Regime Factors Conducive to Innovation Uptake in Urban Water Management: Experiences from Europe

    Innovative ways to manage the urban water cycle are required to deal with an ageing drinking and waste water infrastructure and new societal imperatives. This paper examines the influence of water governance in enabling transformations and technological innovation uptake in urban water management. A governance assessment framework is developed and applied in three case-studies, examining different scales and types of innovations used to tackle challenges in European urban water management. The methodology combines documentary analysis and interviews to reconstruct historical storylines of the shift in the water governance of urban water management for each site. The research provides detailed empirical observations on the factors conducive to innovation uptake at the local level. Critical governance factors such as commitment to compromise, the necessity to build political support, and the role of "entrepreneurs" and coalitions are highlighted. The paper also explores the role of discursive strategies and partnership design, as well as that of regulative, economic and communicative instruments, in creating barriers and opportunities to initiate and secure change.     Getting into the water with the Ecosystem Services Approach: The DESSIN ESS evaluation framework

    Driven by Europe's pressing need to overcome its water quality and water scarcity challenges, the speed of innovation in the water sector is outpacing that of science. The methodologies available to assess the impact of innovative solutions to water-related challenges remain limited and highly theoretical, which sets boundaries on their application and usefulness to water practitioners. This hampers the uptake of new technologies and innovative management practices, thus foregoing potential gains in resource efficiency and nature protection, as well as wider benefits to society and the economy. To address this gap, the DESSIN project developed a framework to evaluate the changes in ecosystem services (ESS) associated with technical or management solutions implemented at the water body, sub-catchment or catchment level. The framework was developed with a specific focus on freshwater ecosystems to allow for a more detailed exploration of practical implementation issues. Its development, testing and validation was carried out by conducting ESS evaluations in three different urban case study settings. The framework builds upon existing classification systems for ESS (CICES and FEGS-CS) and incorporates the DPSIR adaptive management scheme as its main structural element. This enables compatibility with other international initiatives on ESS assessments and establishes a direct link to the EU Water Framework Directive, respectively. This work furthers research on practical implementation of the Ecosystem Services Approach, while pushing the discussion on how to promote more informed decision-making and support innovation uptake to address Europe's current water-related challenges

    Protecting and restoring Europe's waters:an analysis of the future development needs of the Water Framework Directive

    The Water Framework Directive (WFD) is a pioneering piece of legislation that aims to protect and enhance aquatic ecosystems and promote sustainable water use across Europe. There is growing concern that the objective of good status, or higher, in all EU waters by 2027 is a long way from being achieved in many countries. Through questionnaire analysis of almost 100 experts, we provide recommendations to enhance WFD monitoring and assessment systems, improve programmes of measures and further integrate with other sectoral policies. Our analysis highlights that there is great potential to enhance assessment schemes through strategic design of monitoring networks and innovation, such as earth observation. New diagnostic tools that use existing WFD monitoring data, but incorporate novel statistical and trait-based approaches could be used more widely to diagnose the cause of deterioration under conditions of multiple pressures and deliver a hierarchy of solutions for more evidence-driven decisions in river basin management. There is also a growing recognition that measures undertaken in river basin management should deliver multiple benefits across sectors, such as reduced flood risk, and there needs to be robust demonstration studies that evaluate these. Continued efforts in ‘mainstreaming’ water policy into other policy sectors is clearly needed to deliver wider success with WFD goals, particularly with agricultural policy. Other key policy areas where a need for stronger integration with water policy was recognised included urban planning (waste water treatment), flooding, climate and energy (hydropower). Having a deadline for attaining the policy objective of good status is important, but even more essential is to have a permanent framework for river basin management that addresses the delays in implementation of measures. This requires a long-term perspective, far beyond the current deadline of 2027

    Initiating collective action for the management of deep confined aquifer systems: application of a participatory scenario approach in France

    International audienceLarge deep confined aquifer systems play a crucial role for water and food security and the economic development of rural areas. However, there are few cases, worldwide, of integrated management and governance of such groundwater resources. This report first investigates factors that hamper stakeholders' involvement in groundwater management, in particular deep confined aquifer systems that extend over a large regional area. It then shows how participatory scenario analysis can be used to trigger collective action by regional actors. The report relies on the case study of a large confined aquifer in South West France impacted by multiple pressures from the drinking water, energy, agriculture, and health sectors. It is shown how participatory scenario analysis contributed to building a shared understanding of the resource amongst regional actors and generated a collective view of the main groundwater management challenges. Results also suggest that engaging stakeholders in futures thinking at the beginning of the participatory process is a powerful approach to generating a commitment for collective action on groundwater

    Water Governance in a Comparative Perspective: From IWRM to a 'Nexus' Approach?

    Nexus thinking, in the form of integrating water security with agriculture, energy and climate concerns, is normatively argued to help better transition societies towards greener economies and the wider goal of sustainable development. Yet several issues emerge from the current debate surrounding this concept, namely the extent to which such conceptualisations are genuinely novel, whether they complement (or are replacing) existing environmental governance approaches and how – if deemed normatively desirable – the nexus can be enhanced in national contexts. This paper therefore reviews the burgeoning nexus literature to determine some common indicative criteria before examining its implementation in practice vis-à-vis more established integrated water resources management (IWRM) models. Evidence from two divergent national contexts, the UK and Bangladesh, suggests that the nexus has not usurped IWRM, while integration between water, energy, climate and agricultural policy objectives is generally limited. Scope for greater merging of nexus thinking within IWRM is then discussed
