Para el pensador español, la descristianización del mundo conlleva a la desintegración del orden natural y su sustitución por un orden artificial político que se sacraliza. La secularización para Donoso es la sacralización de instituciones como el Estado o entes abstractos como el de humanidad. Además, subraya que el orden artificial que surgen como sustitución están compuestos de diversos mitos como el del progreso indefinido de la humanidad, negando así el carácter puramente racional de la modernidad, y que, llevan a la humanidad a senderos de aniquilació

    Rethinking the Political Economy of Decentralization: How Elections and Parties Shape the Provision of Local Public Goods

    Decentralization is among the most important global trends of the new century, yet there is still no consensus on how to design political institutions to realize its benefits. In this paper, we investigate the political conditions under which decentralization will improve the delivery of public goods. We begin by incorporating insights from political science and economics into a rigorous and formal extension of the “decentralization theorem”. Our extension assumes inter-jurisdictional spillovers and suggests that the interaction of democratic decentralization (popularly elected sub-national governments) and party centralization (the power of national party leaders over subnational office-seekers) will produce the best outcomes for public service delivery. To test this argument empirically, we make use of a new dataset of sub-national political institutions created for this project. Our analyses, which allow us to examine educational outcomes in more than 125 countries across more than 25 years, provide support for our theoretical expectations

    Variabilidad genética de Triatoma flavida y Triatoma bruneri (Hemiptera: Reduviidae) mediante la técnica de RAPD-PCR

    The Triatominae (Hemiptera:Reduviidae) contains the principal and potential Chagas disease vectors present in Mexico, Central America and South America. Triatoma flavida and T. bruneri are Cuban species. These species are closely related according to morphology and were considered synonyms until 1981, when they were separated on the grounds of external characters of the body and the morphology of male genitalia. The present study seeks to analyze genetic polymorphism of T. flavida and T. bruneri populations using RAPD techniques, and to assess the genetic relationship between these species. Ten random primers were used to evaluate the genetic variability among species using RAPD-PCR. The genetic flow among them was calculated. The dendrogram based on calculated Jaccard distances showed two clearly distinguishable clusters which coincided with the studied species. Within each species, moderate genetic differentiation (Fst 0.05-0.15) and migration rates (N >; 1) were found among populations, that reveal gene flow and genetic homogeneity. Between species, the Fst value showed a high genetic differentiation and the migration rate was insufficient to maintain genetic homogeneity, and confirmed the absence of gene flow between them. Our results confirm the genetic variability among T. flavida and T. bruneri species.La subfamilia Triatominae (Hemiptera: Reduviidae) agrupa a los vectores principales y potenciales de la Enfermedad de Chagas, presente en México, Centroamérica y Sudamérica, Triatoma flavida y T. bruneri son especies autóctonas cubanas. Estas especies están muy relacionadas desde el punto de vista morfológico y por ello fueron consideradas sinonimas hasta el 1981, cuando fueron separadas teniendo en cuenta los caracteres externos del cuerpo y la morfología de la genitalia del macho. El presente trabajo pretende confirmar el polimorfismo genético entre las poblaciones selváticas de T. flavida y domiciliadas de T. bruneri utilizando la técnica de RAPD-PCR. Un total de 10 cebadores al azar fueron usados para evaluar la variabilidad genética entre las especies usando la técnica de RAPD-PCR, calculándose el flujo genético entre las especies. El dendrograma obtenido, basado en la distancia genética de Jaccard, mostró dos grupos que coinciden con las especies estudiadas. Dentro de cada especie estudiada se encontró una moderada diferenciación genética (Fst 0.05-015) y tasas de migración (N >; 1) que revelan flujo genético y homogeneidad genética. Entre las especies estudiadas los valores de Fst muestran una alta diferenciación genética y tasas de migración insuficientes para mantener homogeneidad genética y confirman la ausencia de flujo genético entre ellas. Estos resultados confirman la variabilidad genética entre ambas especies

    El presente trabajo de investigación tiene como objetivo identificar las competencias Genéricas y Especificas del personal administrativo del Colegio Markham, de tal manera que permita potenciar el desempeño del personal administrativo y lograr los objetivos estratégicos. Para cumplir con esta investigación se tomó como referencia la Misión, Visión, Códigos y objetivos estratégicos de la institución educativa y entrevistas realizadas para obtener la opinión experta de representantes estratégicos del colegio, para orientar los comportamientos deseados a cada grupo ocupacional. Así mismo la identificación de las competencias dio paso a la creación de un modelo de Evaluación de Competencias, cuya aplicación nos permitió identificar el nivel de alineamiento del personal administrativo frente a las competencias deseadas por el Colegio Markham. Finalmente, la presente investigación podría servir para dar un paso hacia la implementación de un modelo de Gestión por Competencias.The objective of this research work is to identify the Generic and Specific competencies of the administrative staff of Markham College, in such a way that it allows to enhance the performance of the administrative staff and achieve the strategic objectives. To carry out this research, the Mission, Vision, Codes and strategic objectives of the educational institution and interviews were taken as reference to obtain the expert opinion of strategic representatives of the school, to guide the desired behaviors for each occupational group. Likewise, the identification of the competencies gave way to the creation of a Competency Evaluation model, whose application allowed us to identify the level of alignment of the administrative staff with the competencies desired by Markham College. Finally, this research could serve to take a step towards the implementation of a management model by competencies.Trabajo de investigació

    The effect of supplementation with three lactic acid bacteria from bovine origin on growth performance and health status of young calves

    Good health in animals that are to be part of human diet during the production chain is key from both production and public health points of view. The use of indigenous microorganisms with probiotic capacity is an alternative for treating and preventing several bovine diseases. This study presents an assessment of the effect of a lactic acid bacteria inoculum from bovine origin integrated by Lactobacillus casei DSPV 318T, Lactobacillus salivarius DSPV 315T and Pediococcus acidilactici DSPV 006T on growth performance and health status of young calves. The 3-microorganism inoculum suspended in a solution of NaCl 0,15M was administered to an experimental group of calves at a daily dose of 109 UFC KgG1 for 35 days. A control group was administered NaCl solution as placebo. The inoculum showed no significant effects, either positive or negative, on the animals´ performance that could have been measured in the conditions in which the study was developed. Perhaps, the lack of evident beneficial effects may have been due to the excellent health status of the animals, the appropriate environmental conditions of the test and the absence of stressing situations during breeding. All evidence shows that the advantages of using probiotics as regards growth performance, health improvement and calf survival could be more easily detected in farms presenting high morbidity and mortality rates mainly produced by diarrhoea syndrome.Fil: Frizzo, Laureano Sebastian.     Clinical use of the parasympathetic tone activity index as a measurement of postoperative analgaesia in dogs undergoing ovariohysterectomy

The aim of the study was to determine the utility of the PTA index in assessing postoperative analgaesia. Material and Methods: Thirty healthy bitches of different breeds were randomly allocated into three groups for analgaesic treatment: the paracetamol group (GPARAC, n = 10) received 15 mg/kg b.w., the carprofen group (GCARP, n = 10) 4 mg/kg b.w., and the meloxicam group (GMELOX, n = 10) 0.2 mg/kg b.w. for 48 h after surgery. GPARAC was medicated orally every 8 h, while GCARP and GMELOX were medicated intravenously every 24 h. The PTA index was used to measure the analgaesia–nociception balance 1 h before surgery (baseline), and at 1, 2, 4, 6, 8, 12, 16, 20, 24, 36, and 48 h after, at which times evaluation on the University of Melbourne Pain Scale (UMPS) was made. Results: The baseline PTA index was 65 ± 8 for GPARAC, 65 ± 7 for GCARP, and 62 ± 5 for GMELOX. Postoperatively, it was 65 ± 9 for GPARAC, 63 ± 8 for GCARP, and 65 ± 8 for GMELOX. No statistically significant difference existed between baseline values or between values directly after treatments (P = 0.99 and P = 0.97, respectively). The PTA index showed a sensitivity of 40%, specificity of 98.46% and a negative predictive value of 99.07%. Conclusion: Our findings suggest that the PTA index measures comfort and postoperative analgaesia objectively, since it showed a clinical relationship with the UMPS

    Immunomodulatory oligonucleotide IMT504: effects on mesenchymal stem cells as a first-in-class immunoprotective/immunoregenerative therapy

    The immune responses of humans and animals to insults (i.e., infections, traumas, tumoral transformation and radiation) are based on an intricate network of cells and chemical messengers. Abnormally high inflammation immediately after insult or abnormally prolonged pro-inflammatory stimuli bringing about chronic inflammation can lead to life-threatening or severely debilitating diseases. Mesenchymal stem cell (MSC) transplant has proved to be an effective therapy in preclinical studies which evaluated a vast diversity of inflammatory conditions. MSCs lead to resolution of inflammation, preparation for regeneration and actual regeneration, and then ultimate return to normal baseline or homeostasis. However, in clinical trials of transplanted MSCs, the expectations of great medical benefit have not yet been fulfilled. As a practical alternative to MSC transplant, a synthetic drug with the capacity to boost endogenous MSC expansion and/or activation may also be effective. Regarding this, IMT504, the prototype of a major class of immunomodulatory oligonucleotides, induces in vivo expansion of MSCs, resulting in a marked improvement in preclinical models of neuropathic pain, osteoporosis, diabetes and sepsis. IMT504 is easily manufactured and has an excellent preclinical safety record. In the small number of patients studied thus far, IMT504 has been well-tolerated, even at very high dosage. Further clinical investigation is necessary to demonstrate the utility of IMT504 for resolution of inflammation and regeneration in a broad array of human diseases that would likely benefit from an immunoprotective/immunoregenerative therapy.Fil: Zorzopulos, Jorge.     Early Tracheostomy for Managing ICU Capacity During the COVID-19 Outbreak: A Propensity-Matched Cohort Study

    10 p.Background: During the first wave of the COVID-19 pandemic, shortages of ventilators and ICU beds overwhelmed health care systems. Whether early tracheostomy reduces the duration of mechanical ventilation and ICU stay is controversial. Research question: Can failure-free day outcomes focused on ICU resources help to decide the optimal timing of tracheostomy in overburdened health care systems during viral epidemics? Study design and methods: This retrospective cohort study included consecutive patients with COVID-19 pneumonia who had undergone tracheostomy in 15 Spanish ICUs during the surge, when ICU occupancy modified clinician criteria to perform tracheostomy in Patients with COVID-19. We compared ventilator-free days at 28 and 60 days and ICU- and hospital bed-free days at 28 and 60 days in propensity score-matched cohorts who underwent tracheostomy at different timings (≤ 7 days, 8-10 days, and 11-14 days after intubation). Results: Of 1,939 patients admitted with COVID-19 pneumonia, 682 (35.2%) underwent tracheostomy, 382 (56%) within 14 days. Earlier tracheostomy was associated with more ventilator-free days at 28 days (≤ 7 days vs > 7 days [116 patients included in the analysis]: median, 9 days [interquartile range (IQR), 0-15 days] vs 3 days [IQR, 0-7 days]; difference between groups, 4.5 days; 95% CI, 2.3-6.7 days; 8-10 days vs > 10 days [222 patients analyzed]: 6 days [IQR, 0-10 days] vs 0 days [IQR, 0-6 days]; difference, 3.1 days; 95% CI, 1.7-4.5 days; 11-14 days vs > 14 days [318 patients analyzed]: 4 days [IQR, 0-9 days] vs 0 days [IQR, 0-2 days]; difference, 3 days; 95% CI, 2.1-3.9 days). Except hospital bed-free days at 28 days, all other end points were better with early tracheostomy. Interpretation: Optimal timing of tracheostomy may improve patient outcomes and may alleviate ICU capacity strain during the COVID-19 pandemic without increasing mortality. Tracheostomy within the first work on a ventilator in particular may improve ICU availability

    Recent Region-wide Declines in Caribbean Reef Fish Abundance

    Profound ecological changes are occurring on coral reefs throughout the tropics, with marked coral cover losses and concomitant algal increases, particularly in the Caribbean region. Historical declines in the abundance of large Caribbean reef fishes likely reflect centuries of overexploitation. However, effects of drastic recent degradation of reef habitats on reef fish assemblages have yet to be established. By using meta-analysis, we analyzed time series of reef fish density obtained from 48 studies that include 318 reefs across the Caribbean and span the time period 1955–2007. Our analyses show that overall reef fish density has been declining significantly for more than a decade, at rates that are consistent across all subregions of the Caribbean basin (2.7% to 6.0% loss per year) and in three of six trophic groups. Changes in fish density over the past half-century are modest relative to concurrent changes in benthic cover on Caribbean reefs. However, the recent significant decline in overall fish abundance and its consistency across several trophic groups and among both fished and nonfished species indicate that Caribbean fishes have begun to respond negatively to habitat degradation
